Jinghan Railway Administration: Important Notice No. 246
To redistribute rolling stock and facilitate transport, special express trains 7 and 8 between Beijing and Shijiazhuang will cease running with immediate effect. Ordinary passenger trains 21 and 22 will be formed instead, with freight wagons attached, to carry passengers and goods daily between Beijing and Shijiazhuang. This notice is issued for the information of the public.

Context
Sharing railway capacity between passengers and goods
Replacing express trains with ordinary trains carrying freight wagons put two kinds of traffic into the same service. The administration presents this as a way to allocate rolling stock more effectively. For travelers, the practical change was the type and number of the service they should use; for shippers, the new formation explicitly provided space for goods. A brief public notice coordinated both groups.
The currency of a bill mattered as well as its price
The telephone notice is about how accounts were to be settled: specified routes would use silver-dollar payment from a common date. Citing the ministry’s approval made the change an administrative rule, rather than a choice by an individual exchange or customer. The announcement shows that operating a communications network required common payment arrangements as well as connections and equipment.
