The contents of the pact
For its part, Giornale d'Italia says that the friendship treaty, which an authoritative source assures us will be signed tomorrow, lays the foundations for precisely this new policy of cooperation. The treaty is simple, clear and straightforward; there is nothing mysterious or disturbing in it for any country most directly concerned with Italian or Romanian policy. Like the treaties Italy has already concluded with Yugoslavia and then Czechoslovakia, it represents for Italy a happy and peaceful consolidation of relations with countries involved in central and eastern European politics, in which so many of its interests are invested. Italy and Romania wish to agree on certain questions affecting their existence and position, and begin by formally assuring each other of a policy of friendship.
Agreement on the non-permanent seats
GENEVA, September 15.
The League of Nations today ended its first constitutional crisis. After five months of discussion, it has given a new shape to the Council, in which all decision-making powers have gradually become concentrated, partly through the founding covenant itself and partly through custom.
With the Council enlarged to 14 members, arrangements were fixed today for electing the nine who may sit only temporarily alongside the five whose status as great powers gives them the right to permanent seats. To summarize: these members' terms last three years. Continuity in the Council's work is ensured by having three retire each year. Three of these seats carry the privilege of eligibility for re-election for another term, which the Assembly may normally approve either when the mandate expires or during the three years following its expiry.
It is also known that, as a transitional measure to allow the whole mechanism to work regularly in two years' time, three of the members to be appointed tomorrow will serve for only one year, another three for two years, and the remaining three for the normal term of three years.
Toward a Franco-Belgian-German iron cartel
PARIS, September 15.
The conference to establish definitively the so-called iron cartel is, as is known, scheduled for Friday, September 17, in Paris. Ahead of this final meeting, Belgian steel industrialists met in Brussels this evening to remove the last difficulties raised by some of them over Belgium's production quota. Of the outcome of today's discussion, it is known only that participation in the Paris conference was decided and that opinion is said to have generally favored raising Belgium's quota to 290,000 tonnes a month. Agreement on the distribution of this quota is reportedly largely in place.

An organization of this kind must, moreover, be examined from two sides. On the one hand, it can coordinate both industry and the trade distributing its products. The cartel will concentrate efforts and reduce overhead costs. On the other hand, such an organization threatens consumers in ways that are not always theoretical, as the example of American trusts shows: masters of a vast market, cartels impose their prices upon it.
Context
Friendship treaties and regional influence
The account places the Romanian agreement beside Italy’s existing relations with Yugoslavia and Czechoslovakia. That comparison presents bilateral friendship as a means of building influence across central and eastern Europe. Assurances that the treaty threatens no one also address a predictable concern: cooperation between two states can alter the expectations of their neighbors even when it is described as peaceful.

Belgium’s proposed monthly allocation concerns the distribution of production among participants; the warning about American trusts asks who benefits once producers can act together—industry, consumers, or both.

Il contenuto del Patto
A sua volta il Giornale d’Italia dice che il trattato di amicizia, il quale, secondo quanto viene assicurato da fonte autorevole, sarà firmato domani, getta appunto le basi di questa nuova politica di collaborazione. Il trattato è semplice, chiaro, rettilineo; non ha nulla di misterioso e di inquietante per alcuno dei paesi più direttamente interessati alla politica italiana o rumena. Simile a quello che l’Italia ha già concluso con la Jugoslavia e poi con la Czeco-Slovacchia, esso significa per l’Italia una felice e pacifica cristallizzazione di rapporti con Paesi che gravitano nella politica dell’Europa centrale e orientale, nella quale sono investiti tanti suoi interessi. Italia e Rumenia desiderano essere d’accordo su taluni problemi che riguardano la loro esistenza e la loro posizione, e cominciano per assicurarsi formalmente una politica di amicizia.
L’accordo sui seggi non permanenti

La Società delle Nazioni ha chiuso oggi la sua prima crisi costituzionale, giungendo, dopo cinque mesi di discussioni, a dare una nuova fisionomia al Consiglio della Lega, nel quale, un po’ per lo stesso contenuto del patto fondamentale, un po’ per consuetudine, si sono venuti accentrando tutti i poteri deliberativi.
Aumentato a 14 il numero dei membri del Consiglio, si sono oggi fissate le modalità per l’elezione di quei nove tra essi, i quali, vicino ai cinque che traggono dal titolo di grandi potenze il diritto alla permanenza, potranno sedervi soltanto temporaneamente. Riassumiamo: La durata dei mandati per tali membri è triennale. La continuità del funzionamento del Consiglio è assicurata facendone cadere tre ogni anno. A tre di tali seggi è attribuita la prerogativa della rieleggibilità per un nuovo periodo, la quale, in linea normale, può essere sancita dall’Assemblea o all’atto della scadenza del mandato o nel corso dei tre anni che seguono alla scadenza.
È noto anche che, in linea transitoria e per permettere che tutto il meccanismo possa fra due anni funzionare regolarmente, quest’anno il mandato affidato a tre membri che saranno nominati domani, durerà soltanto un anno; quello di altri tre membri durerà due anni, mentre gli altri tre siederanno per il termine normale di tre anni.
Per la costituzione del cartello franco-belga-tedesco del ferro

La conferenza per la costituzione definitiva del cosiddetto cartello del ferro — come noto — è fissata per venerdì 17 settembre a Parigi. Nell’imminenza di questa definitiva riunione, gli industriali siderurgici belgi si sono riuniti, questa sera a Bruxelles, allo scopo di eliminare le ultime difficoltà sollevate da una parte di essi circa la cifra del contingente di produzione riservato al Belgio. Sull’esito della discussione odierna si sa solo che è stato deciso l’intervento alla conferenza di Parigi, e che la tendenza generale si sarebbe pronunciata per l’elevazione del contingente belga a 290 mila tonnellate al mese. Quanto alla ripartizione di questo contingente, l’accordo sarebbe stato in massima raggiunto.

Un’organizzazione di questo genere deve, d’altronde, essere esaminata sotto due aspetti: da un lato essa può assicurare una coordinazione così dell’industria come del commercio che ne distribuisce i prodotti. Il cartello avrà per effetto di concentrare gli sforzi e di ridurre le spese generali; ma, d’altra parte, un’organizzazione simile fa pesare sul consumo minacce che non sono sempre teoriche, come lo prova l’esempio dei «trusts» americani, i quali, padroni di un vasto mercato, i cartelli, vi impongono i loro prezzi.
