Commissioner Santiago, like several other police officials whose statements deserve attention, declared immediately after learning all the details of the mysterious episode at the Vicente López chalet that the perpetrators should not be sought among the household, nor had the crime arisen from jealousy or any other motive of revenge.
Thieves alone would have committed it, and the criminals should therefore be sought among the criminal element. That suspicion now seems close to confirmation.

Context
Why robbery changed the direction of the inquiry
A robbery theory shifted attention away from relationships inside the household and toward known offenders outside it. The officials quoted by Crítica also rejected a line involving the victim’s councillor friend. The report therefore depicts an investigation being narrowed by police assessments, with arrests used to pursue that theory. Its dramatic headline offered readers the expectation of a breakthrough while the inquiry was still developing.
What Law 11,289 was intended to provide
The 1923 law created social-insurance funds for merchant shipping, industry, commerce, journalism and printing. It specified retirement and disability benefits and pensions for surviving families. Its suspension therefore concerned an attempt to extend employment-based social protection across several sectors. Newspaper and printing employees were themselves among the groups named in the law, making the issue relevant to the industry publishing the story.
Why repayment was central to suspending the scheme
The original law required monthly employee and employer contributions, each generally set at five percent of wages, alongside other contributions. Suspending its operation left the practical question of money already collected. The published bill couples suspension with an executive-regulated refund and a six-month limit. That provision addresses the financial unwinding of the scheme, which the newspaper’s burial metaphor turns into a political celebration.

Fueron ladrones.—
El comisario Santiago y como él varios funcionarios policiales cuyas declaraciones merecen tomarse en cuenta, afirmaron inmediatamente después de conocer todos los pormenores del misterioso episodio del chalet de Vicente López que no debían buscarse a los autores entre gente de la casa ni era originado tampoco por celos o cualquier otro motivo de venganza.
Ladrones únicamente serían los autores y en consecuencia debería buscarse a los criminales entre el elemento maleante parece que ahora se está por confirmar esa sospecha.

Un alto funcionario policial de la Capital, refiriéndose a la otra pista, o sea la relacionada con la posible culpabilidad de un concejal, amigo del muerto, afirmó esta mañana que por ese lado no debe buscarse a los criminales.

En Vicente López y Florida la policía de la provincia tiene detenidos a ocho ladrones profesionales, sobre quienes recaen sospechas de que puedan haber participado en el asalto al chalet del doctor Ray.
