- Municipal executive proposes another 400,000 kroner for relief work
Bank allegations, a repeal argument about fortified wine and proposals for relief work bring legal procedure, consumer policy and unemployment onto one page. The expanded readings retain amounts, voting margins and the difference between proposed and completed action.
Three selected articles; the other bank case, factory ceremony, labour dispute, accidents and advertisements are not fully transcribed.

Bøndernes Bank
The prosecutors have now returned the investigation documents concerning the major theft and embezzlement at Bøndernes Bank to the police, asking them to request the opening of a judicial preliminary inquiry against chief cashier Ryen. He is now suspected of embezzlement: in his role as chief cashier at Bøndernes Bank, over the past couple of years, he is alleged to have appropriated 100,000 kroner from funds entrusted to him as cashier.
He is further suspected of aggravated theft, having on July 10 this year taken, or helped to take, approximately 250,000 kroner in cash and cheques from a safe in the bank’s vault, using false keys or keys unlawfully taken from their holder.
Prophets
Now, by contrast—under the spirits ban—fortified wine is consumed everywhere, in town and country. Last year, 8.8 million litres!
But if the spirits ban is lifted, would we not be entirely justified in drawing on experience from before the ban? Might the “bad prophets” not turn out to be right after all?
In Sweden, with more than twice our population but no spirits ban, only 4 million litres of wine were sold last year, including both fortified and lighter wines.
That points towards the prediction coming true!
Municipal executive proposes another 400,000 kroner for relief work
Yesterday the municipal executive decided to recommend that the city council grant up to 400,000 kroner for relief work for single people on state road projects outside the city. By 11 votes to 10, it proposed setting working and pay conditions in accordance with the rates for the state’s relief roadworks.
By 11 votes to 10, it decided to recommend that the council set the following pay and working conditions for relief workers:
1. Those with five or more dependants shall receive 48 hours’ work a week, earning 57.60 kroner.
2. Those with three or four dependants shall receive 36 hours’ work a week, earning 43.20 kroner, with piecework permitted.
3. Those with one or two dependants shall receive 30 hours’ work a week, earning 36.00 kroner, with piecework permitted.
Context
Trust and access inside a bank
The case centres on a cashier’s privileged access to money. One allegation concerns funds entrusted to Ryen over time; the other concerns a particular entry into a vault safe using keys. The report thus exposes two different risks within the same institution: misuse of an entrusted role and a physical breach of security. The call for a judicial inquiry was a step towards examining responsibility for those alleged failures.
Why wine mattered in a debate about spirits
Norway’s prohibition history distinguished spirits from wine. Vinmonopolet was established in 1922, while the ban on fortified wine was lifted in 1923 and the spirits ban remained. This created the setting for the editorial’s argument: restricting one kind of alcohol might divert drinkers towards another. Sweden is brought in as an alternative arrangement to support repeal, making wine consumption evidence in a political dispute over how alcohol should be regulated.
Relief work distributed income through hours
The proposed schedules link a household’s needs to the amount of work offered: more dependants bring more weekly hours and therefore more pay. All three quoted schedules imply the same 1.20 kroner per hour before any piecework earnings. The distinguishing feature is therefore access to hours, not a different basic hourly wage. With the municipal executive divided 11 to 10, allocating paid work among households was visibly a political choice as well as a budget decision.

8.8 millioner liter forrige aar!
