Consular incidents sharpen Franco-Italian tensions while Geneva agrees the rules for electing Council members. A neighbouring essay explores the value—and limits—of informal contact in international diplomacy.

The Fascists’ hostility toward France
Paris, September 15. According to a Havas dispatch, the French chargé d'affaires in Rome has made a third démarche to the Italian Foreign Ministry over the hostile demonstrations following the attack on Mussolini. It is now learned for the first time that demonstrations and incidents occurred outside the French consulates in Livorno and Trieste.
The Quai d'Orsay announces that Bordonaro, the Italian Foreign Ministry's undersecretary, has conveyed the Italian government's regret to the French government through the French chargé d'affaires in Rome. The Quai d'Orsay also points out that the incidents in Trieste were relatively minor, whereas those in Livorno were serious, not only because the demonstrators were far more numerous but also because shots were reportedly fired at the French consulate there.
Council election today: Dr Beneš’s candidacy
The regulations for electing non-permanent members of the League Council were put to a vote in the afternoon session. No one requested a roll-call vote, and the regulations were adopted unanimously in an ordinary vote. The rules governing the election of non-permanent Council members, the three-year rotation, declarations of eligibility for re-election, and the Assembly's right to dismiss all non-permanent members by a two-thirds majority and order fresh elections, together with the transitional provisions for this year and the next two, have thus become part of the Assembly's rules of procedure. Under these provisions, and in accordance with a decision of the Assembly's Bureau, the election of non-permanent Council members will take place tomorrow morning.
Geneva air
What seems impossible in the meeting hall can be achieved in side rooms, on the promenade or in a café. Committees settle conflicts that looked hopeless before the plenary assembly. Two or three people devise formulas for overcoming difficulties that a hundred had thought insurmountable. And the inclination to agree grows stronger as delegates become closer on a human level, something that tends to develop naturally when people meet with some frequency. There is indeed a fellowship among congress delegates almost like that of schoolmates or comrades-in-arms. For people who have repeatedly held formal sessions, chatted casually—and breakfasted—together, it becomes harder over time to regard one another as sworn enemies.

It is idle to ask whether every international conflict brought before the Geneva forum is thereby certain of a peaceful solution. It is enough that, compared with the prewar situation, the chances of an amicable settlement are considerably better in the Geneva air.
Context
Consular protection and the Franco-Italian dispute
The French protest concerns an attack on a state’s official presence abroad, not simply hostile newspaper opinion. Regret conveyed through the chargé d’affaires is a diplomatic response, while France’s account of shots in Livorno explains why it pressed the matter repeatedly. The two governments had to address street violence through official channels even as the attempted assassination inflamed nationalist hostility.
Rotation without surrendering the Assembly’s authority
Three-year terms offered continuity in the Council, while staggered rotation opened seats to other states. The power to dismiss the entire non-permanent membership by a two-thirds vote gave the Assembly a collective remedy if that arrangement became unacceptable. Re-election rules therefore concerned both individual countries’ influence and the relationship between the smaller Council and the wider membership.
The everyday machinery behind collective security
The League was founded on peaceful dispute settlement and collective security. The essay asks how those commitments could work in practice: repeated meetings created personal relationships, and small conversations offered room to test compromises before a public vote. Its optimism rests on habits of negotiation rather than on the belief that a written covenant by itself could remove conflict.

Die Franzosenfeindschaft der Fascisten
Paris, 15. September. Nach einer Havasmeldung hat der französische Geschäftsträger in Rom aus Anlaß der im Zusammenhange mit dem Attentate auf Mussolini erfolgten feindlichen Kundgebungen eine dritte Demarche beim italienischen Außenministerium unternommen. Man erfährt zum ersten Male, daß es vor dem französischen Konsulate in Livorno und Triest zu Kundgebungen und Zwischenfällen gekommen ist.
Der Quai d'Orsay teilt mit, daß der Unterstaatssekretär des italienischen Außenministeriums Bordonaro durch Vermittlung des französischen Geschäftsträgers in Rom der französischen Regierung das Bedauern der italienischen Regierung über die Zwischenfälle vor den französischen Konsulaten in Livorno und Triest zum Ausdruck gebracht hat. Gleichzeitig weist der Quai d'Orsay darauf hin, daß die Zwischenfälle in Triest nur leichterer Natur waren, die in Livorno aber einen ernsten Charakter trugen, und zwar nicht allein wegen der viel größeren Zahl der Demonstranten, sondern auch wegen der Tatsache, daß in Livorno Schüsse gegen das französische Konsulat abgegeben worden seien.
Heute Neuwahl des Rates. Kandidatur Dr. Benes’
Das Wahlreglement für die nichtständigen Mitglieder zum Völkerbundrat kam in der Nachmittagssitzung zur Abstimmung. Namentliche Abstimmung wurde von keiner Seite verlangt und das Reglement in einfacher Abstimmung einstimmig angenommen. Die Regeln über die Vornahme der Wahl der nichtständigen Ratsmitglieder, das dreijährige Turnussystem, die Wiederwählbarkeitserklärung und das Recht der Versammlung, sämtliche nichtständigen Mitglieder mit Zweidrittelmehrheit abzuberufen und Neuwahlen anzuordnen, sowie die Uebergangsbestimmungen für dieses und die beiden nächsten Jahre sind damit Bestandteil der Geschäftsordnung der Völkerbundversammlung geworden. Nach diesen Bestimmungen wird gemäß einem Beschluß des Bureaus der Versammlung morgen vormittag die Wahl der nichtständigen Ratsmitglieder erfolgen.
Genfer Luft
Was im Sitzungssaal unmöglich scheint, läßt sich in Nebenräumen, auf der Promenade, im Kaffeehause erreichen. Kommissionen schlichten Konflikte, die vor dem Plenum hoffnungslos aussahen. Zu zweit oder dritt werden Formeln zur Ueberwindung von Schwierigkeiten ausgeheckt, die man zu hundertst für unüberwindbar gehalten hatte. Und die Einigungstendenz ist um so stärker, je näher die Kongressisten einander menschlich gekommen sind, wie es sich schon aus einiger Häufigkeit der Zusammenkünfte ganz von selbst herauszubilden pflegt. Es gibt in der Tat eine Kongreßkameradschaft fast wie es eine Schul- oder Kriegskameradschaft gibt, und für Menschen, die so und so oft miteinander feierlich getagt, zwanglos geplaudert — und gefrühstückt haben, wird es mit der Zeit immer schwerer, einander als geschworene Feinde zu betrachten.

Müßige Frage, ob damit nun alle internationalen Konflikte, soweit sie vor das Genfer Forum kommen, einer friedlichen Lösung gewiß sind. Genug, daß die Aussichten einer freundschaftlichen Regelung gegenüber dem Vorkriegszustand in der Genfer Luft beträchtlich gesteigert sind
