It is the tragedy of Styria, the tragedy of a country making a vigorous attempt to industrialize with inadequate means, always feverish, always searching for new help, without that steady, absolutely secure footing indispensable on the slippery ground of inflation. Perhaps it is also the tragedy of the whole Austrian provincial world, where so many institutions fall victim to amateurism and to the criminality of individuals.

When the Zentralbank merged with the Steirerbank and the Handels- und Industriebank, the government channeled twenty billion to it through the postal savings bank at a very favorable interest rate. Certainly a highly questionable and very blameworthy proceeding, on which a forceful demand for an explanation will have to be made. The government also gave the Steirerbank four billion and finally, as Hofrat Stern brought to light, donated 180,000 dollars intended for the Zentralbank and the Styrian cooperatives. The Social Democrats will be able to say: Look, taxpayers’ money is once again being used for individual financial institutions. And they will be substantially right.
A third French démarche in Rome
According to a report from Agence Havas, the French chargé d’affaires in Rome has made a third démarche to the Italian Foreign Ministry over the anti-French demonstrations following the attack on Mussolini. The French chargé d’affaires, Roger, was received by the secretary-general of the Consulta and had a lengthy conversation with him. On this occasion it has become known for the first time that demonstrations and incidents took place outside the French consulates in Livorno and Trieste. These were the principal object of the renewed French protest.

The king has signed a decree exempting all artillery officers who submitted to the authorities immediately upon the first summons from the punitive measures imposed on the other officers.
Context
Currency stabilization did not end banking weakness
Austria’s stabilization programme in the early 1920s restored a monetary framework after severe inflation, and the schilling replaced the crown in 1925. Yet bank balance sheets and the financing of industry remained vulnerable. This is the gap the editorial explores in Styria: efforts to industrialize relied on institutions repeatedly seeking assistance. Its attack on subsidized lending asks who should bear the losses when private financial ventures depend on public support.
Consulates at the centre of a diplomatic protest
A consulate represented France locally in an Italian port city. Demonstrations at the Livorno and Trieste consulates therefore brought hostility towards France to the places where its officials worked. The report traces the response from those local incidents to Roger’s formal approach in Rome. Repeated démarches were a means of pressing another government to respond through diplomatic channels while the dispute was still being handled by its foreign ministry.
Selective clemency as a way to restore obedience
Alfonso’s decree drew a line between officers who complied with the first summons and those who did not. It offered relief on the basis of prompt obedience, preserving a distinction within the mutiny rather than treating the whole artillery corps as a single group. This made clemency part of the effort to restore discipline: officers who returned to the authorities early could be separated from those facing continuing sanctions.

Es ist die Tragödie von Steiermark, die Tragödie eines Landes, das den energischen Versuch macht, sich zu industrialisieren mit unzulänglichen Mitteln, immer im Fieber, immer auf der Suche nach neuer Hilfe, ohne jenen Paßgang der absoluten Festigkeit, der unentbehrlich ist auf dem Glitschterrain der Inflation. Es ist vielleicht auch die Tragödie der ganzen österreichischen Provinz, wo so viel Institute dem Dilettantismus zum Opfer fallen und dem Verbrechertum von einzelnen.

Die Regierung hat der Zentralbank anläßlich der Verschmelzung mit der Steirerbank und der Handels- und Industriebank zwanzig Milliarden zu einem sehr günstigen Zinsfuß durch die Postsparkasse zugeschanzt. Sicher, ein höchst fragwürdiger und sehr tadelnswerter Vorgang, über den man energisch wird Aufklärung fordern müssen. Die Regierung hat ferner der Steirerbank vier Milliarden gegeben und sie hat schließlich, wie Hofrat Stern herausgebracht hat, hundertachtzigtausend Dollar gespendet, die für die Zentralbank und für die steirischen Genossenschaften bestimmt waren. Die Sozialdemokraten werden sagen können: Siehe da, wiederum werden Steuergelder für einzelne Finanzinstitute verwendet, und sie werden damit im wesentlichen recht haben.
Eine dritte französische Demarche in Rom
Nach einer Meldung der Agence Havas hat der französische Geschäftsträger in Rom aus Anlaß der im Zusammenhang mit dem Attentat auf Mussolini erfolgten franzosenfeindlichen Kundgebungen eine dritte Demarche beim italienischen Außenministerium unternommen. Der französische Geschäftsträger Roger wurde von dem Generalsekretär der Consulta empfangen. Er hatte mit diesem eine längere Unterredung. Man erfährt bei dieser Gelegenheit zum erstenmal, daß es vor den französischen Konsulaten in Livorno und Triest zu Kundgebungen und Zwischenfällen gekommen ist, gegen die in erster Linie der erneute französische Protest sich gerichtet hat.

Der König hat einen Erlaß unterzeichnet, durch den sämtliche Artillerieoffiziere, die sich sofort auf die erste Aufforderung hin den Behörden unterworfen haben, von den gegen die übrigen Offiziere verhängten Strafmaßnahmen ausgenommen werden.
