MADRID, September 15.—General Primo de Rivera made the following statements to a Havas special correspondent:
“Spain had hopes in Morocco, all of which suddenly collapsed.
“There was a moment of disarray in which withdrawal was considered, but it is no longer being considered for the moment.
“Everything will depend on Tangier.
“If we do not control Tangier, it will remain a center of agitation and intrigue, and in a few years rebellion will begin again. Under those conditions the task of the Protectorate is too heavy.
“Why should we take it on?”
General Primo de Rivera added:
“Tangier's present status is a veritable culture medium for the germ of international disputes.
“Not only for Spain but for France and everyone else, it is better that Tangier should remain with Spain.
“We will build no military works there, and commercial equality will prevail.”
“In the meantime,” General Primo de Rivera repeated, “we are not considering abandoning our Protectorate in the present circumstances. We shall wait to see what position we are given in Tangier before making a decision.”
British miners’ executive meets
LONDON, September 15.—The members of the miners' executive committee met in London today to discuss the new situation created by the owners' refusal to negotiate on a national basis.
The committee unanimously adopted a resolution stating that, under these conditions, nothing remained but to urge miners in every district to resist the companies' efforts to defeat the men and to ask them to await further instructions from their leaders after the government had made a decision.
This resolution is plainly intended to avert the danger of a local return to work.
The autonomous debt-redemption fund’s board meets
PARIS, September 15.—The board of the autonomous debt-redemption fund met this morning under the chairmanship of Senator Lebrun.
Opening the meeting, Mr Lebrun warmly welcomed all those called upon to lend their devoted assistance in directing the new body. He described the immense recovery effort undertaken to secure victory for the franc and recalled the fund's three missions:
1. Managing National Defence bills;
2. Redeeming the public debt;
3. Operating the tobacco monopoly as an industrial enterprise.
He concluded:
“Such is the task entrusted to us by the legislature, to which the National Assembly gave exceptional importance by surrounding it with special safeguards.
“We shall undertake and pursue it with determination.
“To assist us, we appeal first to the holders of National Defence bills, whose confidence in the new body must be complete, and second to our colleagues at every level, particularly the officials and workers engaged in growing, manufacturing and selling tobacco.
“Their work, which under this new system can only continue in better conditions for them, must seem all the nobler in their own eyes, since its net proceeds are now devoted to that most sacred of tasks: redeeming the public debt and lightening the nation's permanent burdens.”
Context
Tangier as a condition of Spain’s Moroccan policy
Primo de Rivera links two decisions that could otherwise be negotiated separately: Spain’s continued protectorate responsibilities and control of Tangier. By calling the city a source of renewed rebellion, he makes control a security requirement; by promising commercial equality and no military works, he tries to reassure other powers. The threat of withdrawal therefore functions as leverage over Tangier’s status.
Why the miners resisted district settlements
The May general strike ended before the miners’ dispute, which continued into November. By September, maintaining a common front was crucial to their bargaining strength. If individual districts resumed work on separate terms, a national settlement would become harder to secure. The executive’s appeal to wait for instructions was therefore an attempt to preserve collective pressure after the owners rejected national negotiations.
Turning tobacco revenue into debt repayment
The new fund linked a recurring source of state income—the tobacco monopoly—to the repayment of public debt. That connection was meant to give creditors confidence that redemption had a continuing financial base. Lebrun’s speech also addressed the people producing that revenue: growers, factory workers and sales staff. It presented debt stabilization as a chain connecting their daily work, bondholders’ trust and the nation’s future tax burden.

« Pourquoi nous en charger ? »
Le général Primo de Rivera a ajouté :
« Le statut actuel de Tanger est un véri
table bouillon de culture pour le microbe
des discussions internationales.
« Non seulement pour l’Espagne, mais
pour la France et pour tout le monde, il.
vaut mieux que Tanger reste à l’Espagne. ’
« Nous n’y ferons pas de travaux militai
res et il y régnera l’égalité commerciale ».
« En attendant, répéta le général Primo
de Rivera, nous.n’envisageons pas l’abandon
de notre Protectorat dans les circonstances
actuelles. Nous attendrons pour prendre une,
décision la situation qui nous sera faite à
Tanger ».
Réunion du Comité exécutif des mineurs anglais
LONDRES, 15 septembre. — Les membres
du Comité exécutif des mineurs ont tenu
aujourd’hui une réunion à Londres pour dis
cuter la nouvelle situation créée par le refus
des propriétaires de négocier sur une base
nationale.
Le Comité a adopté à l’unanimité une ré
solution disant que dans ces conditions il ne
lui restait plus qu’à exhorter les mineurs de
tous les districts à résister aux efforts uqe
font les Compagnies pour obtenir la défaite
des hommes et leur demander d’attendre de
nouvelles instructions de leurs leaders après
la prise d’une décision par le Gouvernement.
Cette résolution a évidemment pour objet
de prévenir le danger d’une reprise locale
du travail.
Réunion du Conseil d’Administration de la Caisse autonome d’Amortissement
PARIS, 15 septembre. — Le Conseil d’ad-
ministration de la caisse autonome d’amor-
tissement s’est réuni ce matin sous la pré-
sidence de M. Lebrun, sénateur.
En ouvrant la séance M. Lebrun souhaita
une cordiale bienvenue à tous ceux qui sont
appelés à lui donner leur concours dévoué
dans la haute direction du nouvel organisme.
Il exposa l’immense effort de redresse
ment. entrepris pour assurer la victoire du
franc et rappela que la caisse autonome
aura une triple mission :
1. La gestion des Bons de la Défense Na
tionale;
2. L’amortissement de la dette publique;
3. L’exploitation industrielle du monopole
dés tabacs.
Il conclut en ces termes :
« Ainsi s’offre à nous la tâche qui nous
fut dévolue par le législateur, et à laquelle
l’Assemblée Nationale conféra une impor
tance exceptionnelle en l’entourant de garan
ties spéciales.
« Nous allons l’entreprendre et la poursui
vre avec résolution.
L « Nous faisons appel. pour nous y aider,
‘une part aux porteurs de Bons de la Dé
fense Nationale dont la confiance dans l’or
ganisme nouveaux doit être entière, d’autre
part à nos collaborateurs, à tous les degrés,
notamment aux fonctionnaires et aux ou
vriers de la culture, de la fabrication et de
la vente des tabacs.
« Leur travail, qui ne peut d’ailleurs que
se poursuivre dans des conditions meilleures
pour eux dans ce régime nouveau, doit se
présenter à leurs propres yeux d’autant plus
noble que le produit net en est désormais
destiné à cette œuvre entre toutes sacrée de
l’amortissement de la dette publique et d’al
lègement des charges permanentes de la
nation ».
