Yesterday morning the German-flagged cargo ship Barbara, of the Sloman shipping company, called at Algiers.
It is what is called a rotor ship: it is fitted with three enormous cylinders, or rotors, which harness the wind’s power by rotating.
A Franco-German communiqué
The two ministers agreed on their approach to an overall settlement, each reserving the right to refer it to his government.
If their governments approve their views, they will resume their work together to achieve the desired results.

Context
How a cylinder can propel a ship
Barbara’s upright cylinders were a way to use wind without conventional sails. A motor turns each rotor; wind flowing around the spinning surface creates a pressure difference and a sideways force, known as the Magnus effect. With suitable wind direction, that force helps propel the vessel. Barbara’s call therefore brought an experimental form of wind-assisted commercial shipping into the everyday setting of Algiers harbour.
From reconciliation to a workable agreement
The Locarno agreements had made Franco-German reconciliation central to European diplomacy by providing guarantees for Germany’s western borders. An “overall settlement” went beyond a friendly meeting: ministers had to secure backing at home before turning shared ideas into commitments. The communiqué’s reference to both governments reveals the next political hurdle in that process.
Why a governor’s departure could be called good news
Viollette’s governorship was politically contentious. His official parliamentary biography describes efforts to extend French citizenship to a limited group of Algerians and opposition from settler interests. Against that conflict, the heading “Good news” places the newspaper’s enthusiasm on one side of a struggle over colonial policy. A personnel rumour carried stakes much larger than the renewal of one official’s appointment.

Le « Barbara », l’unique bateau utilisant les rotors, fait escale dans notre port
Hier matin, a relâché à Alger le cargo « Barbara », de la Compagnie de Navigation Sloman, battant pavillon allemand.
C'est ce que l'on appelle un navire à « rotors », c'est-à-dire qu'il est muni de trois énormes cylindres (rotors) dont le rôle est de capter la force du vent par la rotation.

Les deux ministres ont accordé leurs points de vue sur une solution d'ensemble, chacun d'eux se réservant d'en référer à son gouvernement.
Si leurs points de vue sont approuvés par leurs gouvernements, ils reprendront leur collaboration pour aboutir aux résultats désirables.
