[…] Meanwhile, “the judges had commissioned the Dominican friar Francisco Cano, the President’s confessor, to explain to Carrasco the dangers of the situation: the people’s growing agitation, their determination to remove him from office, the great bloodshed that would follow if he tried to resist with armed force, and the upheaval in the kingdom when the Chileans dismissed all the officials there who upheld Spain’s cause. Father Cano was to advise him to resign the government as the only way to avert a storm. Carrasco listened to reason and resigned that very day.”

notify the public that, with due authorization from the Minister of Finance, all their offices will close on Monday the 20th of this month.
Collections falling due that day will be handled as usual by the relevant departments.

Context
What Chile commemorated on September 18
The anniversary recalls the formation of Chile’s first governing junta in 1810. The National Library describes Santiago’s elite seeking a government in the monarch’s absence and a public council appointing the junta on September 18. This was a stage in a political transition, not yet the final declaration of independence. The newspaper’s account of Carrasco’s resignation looks back at the conflict that made the new arrangement possible.
A holiday closure did not stop every financial obligation
The banks distinguish the closure of their offices from the handling of collections already due. That exception matters to businesses: a day without ordinary counter service does not automatically move every payment date. By publishing a joint notice authorized by the finance minister, the institutions give customers a common rule and identify the departments that will maintain a necessary part of the payment system.
A European trade fair brought to a Santiago audience
The exhibition advertisement links a local venue with products associated with Leipzig’s international fair. It lets readers encounter overseas manufactures without attending the original fair. The range from ordinary pianos to automatic and electric instruments also makes technical novelty part of the attraction. A named commercial successor and precise visiting hours convert that promise of modern goods into a place and time at which customers can inspect them.

[…] Entretanto, “los oidores habían comisionado al dominico fray Francisco Cano, confesor del Presidente, para que expusiese a Carrasco los peligros de aquel estado de cosas, la excitación creciente del pueblo, la resolución que había de deponerlo del mando, la mucha sangre que iba a correr si trataba de resistir con la fuerza armada, y los trastornos que ocurrirían en el reino con la destitución que harían los chilenos de todos los funcionarios que allí sostenían la causa de España. El padre Cano debía aconsejarle que hiciese la renuncia del gobierno como único medio de detener una tempestad. Carrasco se dió a la razón y renunció ese mismo día.”
