THE TEXT OF THE PACT
ROME, 17
Here is the text of the pact of friendship and cordial cooperation between Italy and Romania, signed yesterday at Palazzo Chigi:

“Article 1.—The two parties undertake to give each other mutual support and cordial cooperation in maintaining international order and in respecting and carrying out the obligations laid down in the treaties to which they are signatories.
Article 2.—In the event of international complications, if the High Contracting Parties agree that their common interests are or may be threatened, they undertake to agree on the measures to be taken together to safeguard them.
Article 3.—If the security and interests of one of the High Contracting Parties are threatened by violent incursions from outside, the other party undertakes to assist it with benevolent cooperation and political and diplomatic support, in order to help remove the external cause of the threat.
Article 4.—The High Contracting Parties undertake to submit to conciliation or arbitration any questions that may divide them or that cannot be resolved through normal diplomatic procedures. The details of this peaceful settlement procedure will be the subject of a special convention to be concluded as soon as possible.
Article 5.—This treaty will remain in force for five years and may be denounced or renewed one year before its expiry.”

Stresemann and Briand today reached the concluding stage of their meeting. They withdrew to Thoiry, a small village at the foot of the Jura, and laid the foundations of the agreements around which Franco-German policy is to turn after the Locarno agreements.

Following reports in foreign newspapers of an alleged concentration of French troops on the border with Italy, the Havas agency circulated the following communiqué from the Minister of War:
“The report announcing that French troops are being concentrated on the Italian frontier is a gross fabrication without any foundation.”
Context
What the Italian–Romanian pact actually promised
The pact offered consultation and political and diplomatic support, while sending bilateral disputes towards conciliation or arbitration. Those provisions gave friendship a procedure without specifying an automatic military response. Romania was seeking support for its postwar position, and Italy was extending its Balkan relationships. Ecco il testo del Patto di amicizia e di collaborazione cordiale tra l'Italia e la Romenia firmato ieri a palazzo Chigi:

«Art. 1. - Le due parti s'impegnano reciprocamente a prestarsi il loro mutuo appoggio e la loro collaborazione cordiale per il mantenimento dell'ordine internazionale come anche per il rispetto e l'esecuzione degli obblighi stipulati nei Trattati di cui esse sono firmatarie.
Art. 2. - Nel caso di complicazioni internazionali se le Alte Parti contraenti sono d'accordo che i loro interessi comuni sono e potranno essere minacciati, esse si impegnano a intendersi sulle misure da prendersi in comune per salvaguardarli.
Art. 3. - Nel caso in cui la sicurezza e gli interessi di una delle Alte Parti contraenti siano minacciati in seguito a incursioni violente che provengano dal di fuori, l’altra parte si impegna a prestarle col suo concorso benevolo il suo appoggio politico e diplomatico, allo scopo di contribuire a far scomparire la causa esterna di questa minaccia.
Art. 4. - Le Alte Parti contraenti si impegnano a sottoporre a una procedura di conciliazione o di arbitrato le questioni che venissero a dividerle o che non avessero potuto essere risolute con le ordinarie procedure diplomatiche. Le modalità di questa procedura di regolamento pacifico saranno oggetto di una convenzione speciale, che sarà conclusa nel più breve termine.
Art. 5. - Il presente Trattato avrà la durata di cinque anni, e potrà essere denunciato o rinnovato, un anno prima della sua scadenza.

Stresemann e Briand sono giunti oggi all’atto conclusivo del loro incontro. Si sono appartati in un piccolo villaggio ai piedi del Giura, a Thoiry, e hanno gettato le basi degli accordi intorno ai quali dovrà imperniarsi la politica franco-tedesca, dopo gli accordi di Locarno.

In seguito alla notizia pubblicata da giornali stranieri circa un preteso concentramento di truppe francesi alla frontiera con l’Italia, l’Agenzia Havas ha diramato il seguente comunicato del ministro della Guerra:
“La notizia che annunzia che un concentramento di truppe francesi sarebbe effettuato sulla frontiera italiana è una invenzione grossolana che non ha alcun fondamento”.
