ROME, September 13.—The first results of the inquiry into the attack on Mr Mussolini seem to confirm the existence of an anarchist plot. Lucetti is said to have been chosen to carry it out.
According to a witness’s statement, another car preceded Mr Mussolini’s automobile, supposedly to signal the Duce’s arrival to the attacker and prevent any mistake.
Questioned about this, Lucetti continues to insist that he acted alone and had no accomplices. “No one warned me of the arrival of the presidential car,” he said. “If someone had, and if I had been able to recognize it in time, I would have timed my attack so as not to miss.”
Last night the police arrested three hundred suspects. All were taken to prison under strong escort. The magistrates intend to conduct a number of confrontations.

The situation in Hankow seems to be improving, but fighting continues on the Yangtze.
LONDON, September 13.—According to telegrams received from Shanghai, the situation appears to be improving in Hankow, where telegraph communications are now normal.
The British representative in the city has also informed the Foreign Office that the foreign nationals currently in Hankow face no immediate danger.
Unfortunately, the same is not true at Wanhsien, where foreigners have had to take refuge aboard a Japanese gunboat.
Cantonese troops continue to fire on all foreign steamers, regardless of nationality, heading up the Yangtze towards Wanhsien.
The British gunboat Bee, carrying some British sailors wounded in the Wanhsien fighting to Shanghai, had to retreat on two separate occasions.
American destroyers have not been spared either; in some cases American sailors have returned the Cantonese artillerymen’s fire shot for shot.
The number of Chinese soldiers killed or wounded in the fighting at Wanhsien on September 5 is estimated at about 2,000.
Lieutenant Desmons granted provisional release

6,000 Turkish pounds paid as bail.
The court in Stamboul has just ordered the provisional release of Lieutenant Desmons, the Lotus’s chief officer, on bail of 6,000 Turkish pounds.
It is also reported that Mahmoud Essad Bey, the Minister of Justice, and Djemyl and Veli Bey, professors at the Faculty of Law, have left for The Hague to defend the Turkish position.
The case will therefore continue before the international court at The Hague, where France will be represented by Mr Fromageot.
It will be recalled that Mr Poincaré received the Turkish ambassador in Paris on Sunday. The French Prime Minister again stressed the need for Lieutenant Desmons’s immediate release.

An attack on the dictator widened into mass arrests
The report moves rapidly from the attempted assassination to a claimed conspiracy and the arrest of hundreds. Under a Fascist government consolidating dictatorship, the definition of a plot could bring a much wider circle within the reach of repression. Lucetti’s insistence that he acted alone and the witness’s account of another car represent competing explanations of how far the attack was organized. The stakes of that dispute extended to everyone swept up in the investigation.
The Yangtze linked civilian traffic with armed confrontation
Steamers, gunboats and destroyers used the same river system. The report’s wounded sailors, evacuating foreigners and interrupted voyages show how violence at one port affected traffic elsewhere. At Wanhsien, the American diplomatic record identifies the detention of British merchant ships by Yang Sen and a British armed attempt to release them, followed by firing on ships and the town. The river was simultaneously a commercial route, an evacuation route and a military arena.
Detaining a French officer turned the Lotus case into diplomacy
The collision between the French Lotus and the Turkish Boz-Kourt on 2 August 1926 killed eight Turkish sailors and passengers. Turkey brought proceedings against the French officer on watch as well as the Turkish captain, while France disputed Turkey’s authority to prosecute its officer. This explains the connection between bail in Stamboul, pressure from Poincaré and preparations for The Hague. A question arising from a shipboard accident had become a contest over national jurisdiction.

firmer l'existence d'un complot anar-
chiste. Lucetti aurait été désigné pour
l'exécution.
D'après la déposition d'un témoin, l'au-
tomobile de M. Mussolini était -précédée
d'une autre voiture dont le rôle aurait été
de signaler au meurtrier l'arrivée du
Dtice, de façon à éviter toute erreur.
Interrogé à ce sujet, Lucetti persiste à
affirmer qu'il a agi seul et qu'il n'a pas eu
de complices. « Je n'ai été prévenu par
personne, a-t-il' dit, de l'arrivée de la voi-
ture présidentielle si je l'avais été, et si
j'avais pu la reconnaître à temps, j'aurais
réglé mon coup de façon à ne pas le man-

der la mise en liberté provisoire du lieu-
tenant Desmons, second du Lotus, sous
caution de la somme de 6.000 livres tur-
ques.
D'autre part, on apprend que Mahmoud
Essad bey, ministre de la justice, Djemyl
et Veli bey, professeurs à la Faculté de
droit, sont partis à destination de La
Haye pour défendre la thèse turque.
L'affaire va donc se poursuivre devant
la Cour de justice internationale de La
Haye où la France sera représentée par
M. Fromageot.
Rappelons que M. Poincaré avait.reçu,
dimanche, l'ambassadeur de Turquie à
Paris. Le président du Conseil français
avait à nouveau insisté sur la nécessité
d'une libération immédiate du lieutenant
