Fog as a weapon of war

An English delegate said that the Dutch dikes were genuine potential weapons, since opening them could drown an army. The Dutch delegate replied that London fog was, in turn, a defensive weapon, hiding England’s capital from the eyes of a possible enemy while other capitals remained exposed in broad daylight to British attacks.

Context
How far can the definition of a weapon stretch?
Camba’s joke turns an attempt to compare military power into an argument about geography. Dikes can flood a route and fog can conceal a city, so advantages not manufactured as weapons become part of the debate. Each delegate finds a reason to label the other country’s ordinary surroundings a military asset. The satire exposes the difficulty of making disarmament symmetrical when states differ in terrain, climate and vulnerability.
Why a Chilean newspaper carries a French poem
Lily Íñiguez grew up in a wealthy Chilean family and spent much of her life in Paris. She wrote her poems in French, reflecting a literary life crossing national and linguistic boundaries. In these closing stanzas, the repeated invitation to come together leads to a short, forceful command to accept and give. The French verse on a Santiago front page connects that international cultural world with a voice addressing suffering and mutual help.
Why aid was directed to miners’ families
Coal mining around Lota and Coronel linked Chile’s industrial growth with communities dependent on demanding and dangerous work. Poor housing and health conditions made hardship a household concern as well as a workplace issue. By naming families as beneficiaries, the appeal reaches beyond the individual wage earner. Its public collection asks newspaper readers outside the coal region to take part in supporting those communities.

Un delegado inglés dijo que los diques holandeses constituyen verdaderas armas potenciales, ya que, abriéndolos, se podría con ellos ahogar a un ejército, a lo que el delegado holandés contestó manifestando que la niebla londinense es, a su vez, un arma defensiva que oculta la capital de Inglaterra a las miradas de un enemigo posible, mientras las otras capitales permanecen expuestas en plena luz a los ataques británicos.
