A few words with the finance minister
In response to Aftenposten’s inquiry, Finance Minister Konow states that the national accounts for the budget year from July 1, 1925 to June 30, 1926 have not yet been finalized.
“Were we not to have accounts on a cash basis from this year?”
“Yes, but there are difficulties of various kinds. Nothing else could be expected in the transition year. Moving to an entirely new system presents considerable difficulties. Returns have to be submitted by a great many revenue officers and others. There have been some misunderstandings. The new system will have the advantage of providing more reliable bases for comparison. We would rather take a little longer to make quite sure everything is done correctly from the start, so that the system has a solid foundation.”

In Oslo in 1924, the scope was considerably broadened to cover the development and health of schoolchildren and young people as a whole.
This “3rd Nordic Congress on Physical Education and School Hygiene” drew fully 300 participants. Together with the council meeting of the National Association against Tuberculosis in Bergen in 1924, it stimulated extraordinarily lively activity throughout the country. Following its meeting, which took place a little earlier, the National Association drew up plans for health supervision of all Norwegian schoolchildren. Work is well underway in many places.

Her description of them could well fit that of the wanted men, but it is not detailed enough to be of any significance. More interesting is her encounter with one of the two later that same day. At about five on Saturday afternoon, on a small, deserted shortcut, a fellow suddenly appeared whom she recognized as one of the men who had visited that morning.

Why changing the books delayed the accounts
Konow’s interview identifies a practical obstacle to financial reform: a central set of accounts depends on returns prepared by many local collectors. A new method has to be understood and applied consistently throughout that network before its totals can be compared usefully. The minister presents extra time spent on the first year as an investment in future consistency. The exchange makes the administrative work behind a seemingly straightforward annual balance visible.
How tuberculosis work reached the school
Norway’s National Association against Tuberculosis developed a wider public-health role that included schoolchildren’s examinations. Schiøtz describes this expansion in progress: the school became a place to monitor children’s overall growth and health, extending the congress’s remit beyond physical exercise. The links between medical meetings, a voluntary association and local implementation show how national ambitions for children’s health were organized through an existing disease-prevention network.
The forest path as a lead in the search
The report follows the search through the routine movements of a local resident. A morning visit and a later meeting on a shortcut create a sequence investigators could use to trace the two men’s route. The reporter gives the later encounter more weight because the woman recognized a person she had already seen that day. This is the practical geography of a manhunt: familiar paths and repeated sightings turn residents’ daily experience into leads.

Paa »Aftenposten«s henvendelse oplyser finansministeren, statsraad Konow, at statsregnskapet for budgetaaret 1ste juli 1925 til 30te juni 1926 endnu ikke er endelig opgjort.
— Skulde man ikke fra iaar av faa kontantopgjør?
— Jo, men det knirker paa forskjellige maater. Andet var ikke at vente i overgangsaaret. Det byr paa adskillige vanskeligheter at gaa over til et helt nyt system. Der skal jo sendes ind opgaver fra en masse oppebørselsbetjenter og andre. Misforstaaelser har tildels gjort sig gjældende. Det nye system vil by paa den fordel, at man faar sikrere sammenligningslinjer. Vi tar os heller litt længer tid for at være helt sikker paa at alt blir gjort riktig med en gang, saa man kan faa et solid grundlag for systemet.

I Oslo 1924 videt man rammen betydelig ut, nemlig til at gjælde skolebarnenes og skoleungdommens utviklingsforhold og helse som helhet.
Denne «3dje nordiske kongres for fysisk opfostring og skolehygiene» samlet hele 300 deltagere. Sammen med raadsmøte i «Nationalforeningen mot tuberkulosen», Bergen 1924, har denne kongres git støtet til en overordentlig livlig virksomhet rundt i det hele land. Nationalforeningen har som konsekvens av sit møte, der holdtes litt tidligere, utarbeidet planer for hygienisk tilsyn med alle norske skoleelever. Arbeidet er i fuld gang mange steder.

Hendes skildring av dem kan godt passe med de eftersøktes signalement men er ikke saa utførlig, at dette har nogen betydning. Interessantere er hendes møte med den ene av de to senere samme dag. Paa en liten øde snarvei kom der pludselig ved 5-tiden lørdag eftermiddag en fyr som hun kjendte igjen som den ene av karene fra besøket om morgenen.
