Why consular jurisdiction mattered to China

Extraterritoriality allowed foreign powers to maintain their own judicial arrangements in China instead of placing all their nationals under Chinese courts. The 1926 commission examined both those foreign systems and Chinese justice. Its September report connected relinquishing foreign rights to judicial reforms, while also considering a gradual transition. The abolition proposal therefore concerned sovereignty over the administration of justice, with the pace and conditions of change at the centre of negotiations.
