The first meeting of the new, enlarged Council
Geneva, 16 September.—The newly elected Council met in private at 5 p.m. to constitute itself. Under the rules of procedure, the chairmanship should have fallen to Germany in French alphabetical order. Dr. Stresemann, however, said that several new members were sitting on the Council and that it would therefore be advisable to choose someone with the necessary experience and practice to chair this session. He warmly recommended that Czechoslovakia’s representative, Dr. Beneš, continue as chairman, a function he had performed so successfully during the Council’s 51st session.
Dr. Stresemann’s motion was adopted unanimously. When the meeting was opened to the public at 5:45 p.m., the press representatives found Dr. Beneš in the chair.
Fascist imperialism
Paris, 16 September.—The French ambassador in Rome, Besnard, who has returned to his post after a lengthy leave, had a conversation this morning before his departure with Poincaré, who is conducting Foreign Ministry business in Briand’s place. They discussed the recent events in Italy.
The forceful protest lodged yesterday by the French chargé d’affaires in Rome on his government’s instructions caused the Fascist press to moderate its anti-French attacks briefly.

No fewer than six divisions are said to be concentrated in the French Alps, and the frontier fortresses are also said to have received substantial reinforcements of armaments and artillery in recent days. The sole purpose of these measures is protection against surprises from the Italian side.
Settled
The League of Nations, by contrast, is organized throughout to press for discussion and settlement. Admittedly, discussion does not always look civil, and settlement has the weakness of compromise and an eye on concessions. Yet the very fact that a question is settled before the tribunal of all states gives it the feeling of being done with, the character of a decision by a solemn peace conference. A peace conference before the war—that is already the League’s function today. Our recent past has hardly spoiled us enough to let us despise such a function. Even the worst intrigues and the most spiteful, envious struggles around Geneva’s conference table can still be preferable and more welcome to us survivors of the “great years of 1914 to 1918” than the most heroic struggles on a bloody battlefield.
Context
Continuity inside an enlarged Council
The League Council’s non-permanent membership increased to nine in 1926, bringing a substantial change in personnel. Stresemann’s proposal answered the practical problem that expansion created: an experienced chair could guide newcomers through Council business. By giving up Germany’s turn and recommending Beneš, he also made continuity a unanimous decision of the new membership rather than simply an inherited practice.
Diplomatic protest and military precautions
France’s response to events in Italy ran through several channels: an ambassador’s consultations, a chargé d’affaires’ protest and reported border reinforcements. The first two channels conveyed demands and coordinated policy; military precautions addressed the possibility of another surprise. The brief moderation of Fascist press attacks mattered because public agitation and official relations were interacting. This helps explain the dispatch’s movement from a meeting in Paris to fortresses in the Alps.
A peace conference before war
The editorial defends the League without claiming that its diplomacy was harmonious. Its argument is that compromise and even bitter bargaining are preferable to fighting. The memory of the First World War supplies the standard of comparison: survivors could tolerate an untidy conference table more readily than another battlefield. Calling the League a peace conference held in advance expresses its preventive purpose in terms readers who had lived through the war would immediately recognize.

Die erste Sitzung des neuen erweiterten Rates.
Genf, 16. September. Der neugewählte Rat ist um 17 Uhr zu einer vertraulichen Sitzung zusammengetreten, in welcher er sich konstituierte. Der Vorsitz sollte nach der Geschäftsordnung gemäß dem französischen Alphabet auf Deutschland fallen. Dr. Stresemann erklärte aber, daß im Rate eine Reihe neuer Mitglieder sitze und daß es daher empfehlenswert wäre, zum Vorsitzenden dieser Session ein Mitglied zu wählen, das die notwendigen Erfahrungen und Praxis hat. Er empfehle daher wärmstens, daß der Vertreter der Tschechoslowakei, Dr. Benes, auch weiterhin die Funktion des Vorsitzenden ausübe, welche er so erfolgreich in der 51. Session des Rates versah.
Der Antrag Dr. Stresemanns wurde einstimmig angenommen. Die Pressevertreter fanden, als die Sitzung um 17 Uhr 45 Min. für öffentlich erklärt wurde, Doktor Benes auf dem Präsidentensitz.
Der fascistische Imperialismus.
Paris, 16. September. Der französische Botschafter in Rom Besnard, der nach längerem Urlaube auf seinen Posten zurückgekehrt ist, hatte heute Vormittag vor seiner Abreise eine Unterredung mit Poincaré, der in Vertretung Briands die Geschäfte des Außenministeriums leitet. Die Aussprache hatte die jüngsten Ereignisse in Italien zum Gegenstande.
Der sehr energische Protest, den gestern der französische Geschäftsträger in Rom über Auftrag seiner Regierung eingelegt hat, hatte zur Folge, daß die fascistischen Organe ihre antifranzösischen Ausfälle kurze Zeit gemäßigt haben.

Es sollen in dem französischen Alpengebiet nicht weniger als sechs Divisionen konzentriert sein, auch die Armierung und die Artilleriebestände der Grenzfestungen sollen in den letzten Tagen wesentlich verstärkt worden sein. Der Zweck dieser Maßnahmen ist lediglich die Sicherung gegen Ueberraschungen von italienischer Seite.
Abgetan.
Der Völkerbund dagegen drängt, seiner ganzen Organisation nach, auf Diskussion und Erledigung. Gewiß, die Diskussion bietet noch nicht immer einen urbanen Eindruck, die Erledigung hat Kompromißschwäche und schielt nach Konzessionen, — aber schon die Tatsache, daß die Frage vor dem Areopag aller Staaten erledigt wird, gibt ihr den Stimmungsakzent des Abgetanseins, den Charakter des Votums einer solennen Friedenskonferenz. Eine Friedenskonferenz vor dem Kriege, — das ist heute schon die Funktion des Völkerbundes und wir sind durch die jüngste Vergangenheit nicht verwöhnt genug, eine solche Funktion geringschätzen zu dürfen. Die schlimmsten Intrigen, die gehässigsten und neidvollsten Kämpfe am grünen Tisch von Genf können uns Ueberlebenden der „Großen Zeit von 1914 bis 1918“ noch immer lieber und sympathischer sein als die heldenhaftesten Kämpfe auf blutigem Feld.
