Reform of the assize jury
We are assured that the appropriate offices of the Ministry of Justice are studying a plan to reform the popular jury in the Court of Assizes. Justice Minister Rocco is personally attending to its transformation into a body better suited to the principles of Fascism and the new national legislation.
If our information is correct, the popular jury as presently constituted would be replaced by a judging panel composed mainly of magistrates and a small number of citizens called assessors, who would have to meet certain special requirements.

It also seems possible that the new jury may be called upon to try offences punishable by death under the bill currently in the Head of Government’s hands, which the two houses of Parliament are preparing to make law. Reform of the popular jury will be discussed at the same time as the proposal to restore capital punishment.
New bread and sweets
This afternoon the Central Provisioning Committee met at the Ministry of National Economy to answer questions submitted to it about applying the breadmaking decree. The committee confirmed its decision to allow provincial commissions to authorize loaves weighing more than 250 grams where necessary. In reply to another question, it also decided to permit milk, oil, brewer’s yeast, anise and raisins to be added to bread. Interpreting the spirit and content of the bill prohibiting the manufacture of sweets, however, it expressed the view that adding eggs, butter or margarine to breadmaking should be prohibited.
Context
Romania seeks support for its postwar position
Romania’s diplomacy after the First World War sought to protect its territorial settlement through relationships with other states. Its negotiations with Italy also concerned recognition of Bessarabia, while Italy wanted greater influence in the Balkans. These interests gave substance to the ceremony at Palazzo Chigi. The luncheon and speeches presented a strategic bargain as personal friendship and traditional closeness between governments.
Changing who judges serious crimes
The proposed reform would shift the balance from a popular jury toward a panel dominated by professional magistrates, with fewer specially qualified citizens. That made the composition of the court a political question as well as an administrative one. The article explicitly connects the change to Fascist principles and to restoring capital punishment. Who would decide guilt therefore mattered alongside what punishment the state could impose.
A bread decree reaches the baker’s recipe
Applying a national rule required decisions about both loaf size and ingredients. Provincial commissions could allow larger loaves where needed, while the central committee drew a boundary between permitted bread additions and ingredients associated with prohibited sweets. The distinction explains why milk and raisins could be allowed while eggs and butter were not. Food regulation reached beyond the quantity sold into the everyday recipe and the discretion of local officials.

La riforma della giuria d’Assise
Si assicura che presso gli uffici competenti del Ministero di Grazia e Giustizia è allo studio un progetto di riforma alla giuria popolare in Corte d’Assise. Il guardasigilli on. Rocco si occupa personalmente della trasformazione della giuria in altro organo più rispondente ai postulati del Fascismo e alla nuova legislazione nazionale.
Se le nostre informazioni sono esatte, al posto della giuria popolare, così come è oggi costituita, verrebbe sostituito un collegio giudicante, composto in maggioranza di magistrati e in piccola parte di cittadini, che avrebbero la denominazione di assessori, i quali, per altro, dovrebbero essere in possesso di alcuni speciali requisiti.

Sembra anche possibile che la nuova Giuria possa essere chiamata a giudicare i reati passibili della pena di morte, secondo il progetto attualmente in mano del Capo del Governo, e che i rami del Parlamento si apprestano a rendere legge dello Stato. La riforma della giuria popolare sarà in discussione contemporaneamente al progetto di ripristino della pena capitale.
Nuovo pane e dolci
Nel pomeriggio di oggi si è riunito al Ministero dell’Economia Nazionale il Comitato centrale per gli approvvigionamenti, per rispondere ad alcuni quesiti sottoposti al suo esame per l’applicazione del decreto sulla panificazione. La Commissione ha confermato il proprio deliberato di dare facoltà alle Commissioni provinciali di consentire, nei luoghi ove si presenti la necessità, la panificazione di forme superiori a 250 grammi. Ha inoltre deciso, rispondendo ad un altro quesito, di consentire l’aggiunta di latte, di olio, di lievito di birra, di anice e di uva passa al pane, mentre, interpretando lo spirito e il contenuto del disegno di legge, che vietava la fabbricazione di dolci, ha espresso l’avviso che sia vietata l’aggiunta di uova, burro o margarina alla panificazione.
