Yesterday left this impression: the Social Democrats have lost the great battle and now resort to relentless guerrilla warfare, conducted with brilliant technique. Yesterday the finance minister and the federal chancellor stood in the dock—the chief custodians of the tax money, the villains whose ministerial lives are forfeit. The Social Democrats have a wonderful way of exploiting the public’s forgetfulness. Like the Pinto brothers, they are splendidly successful at letting off an enormous firework display from the lofty heights of their platform rhetoric. And when the facts are examined and tested, when the accusations turn out to be entirely unfounded, or at least unjustified in this form and with this vehemence, the curtain suddenly falls. Another tune is hastily put on, and the cheap everyday remedy is applied: let us talk about something else.

The Cabinet discussed the miners’ strike at a two-hour meeting this afternoon. Its trade committee is reportedly to be instructed to try to bring about a compromise between the positions of the miners and the mine owners.
A procedure apparently being considered as a suitable basis would have the owners first negotiate district agreements with the miners. The individual agreements would become binding only when approved by the miners’ union’s central executive in London.
Hungary and Yugoslavia draw closer

The Geneva correspondent of the Journal des Débats reports that Yugoslavia and Hungary are negotiating certain technical agreements intended to bring the two countries closer to signing a guarantee pact along the lines of Locarno.

A financial controversy becomes a battle over political credibility
The Zentralbank affair put the handling of public money and the ministers responsible for it under scrutiny. The editorial shifts the dispute onto a second terrain: whether opposition accusations remain persuasive after investigation. Its courtroom, military and theatrical metaphors turn scrutiny into a contest over who can command public attention. That language helps explain the bitterness of the controversy: reputations and the government’s ability to defend itself were being fought over alongside the financial questions.
Two levels of bargaining in the coal dispute
The miners’ stoppage continued after Britain’s May General Strike ended, eventually lasting into November. One obstacle was the level at which terms should be settled: separate districts or the industry as a whole. The proposed procedure combined local negotiation with national union approval. It would let district conditions shape agreements while preserving the central union’s ability to reject them, explaining why a question of procedure could be central to a settlement.
Why Locarno offered a diplomatic model
The 1925 Locarno guarantee treaty linked Germany, Belgium, France, Britain and Italy in a framework protecting the Franco-German and Belgian-German frontiers. It offered other governments an example of security negotiated through guarantees rather than unilateral assurances. The Hungarian–Yugoslav report applies that aspiration to a different pair of neighbours: practical agreements were being pursued as steps toward a wider security commitment.

Der Eindruck des gestrigen Tages ist folgender: Die Sozialdemokraten haben die große Schlacht verloren und jetzt verlegen sie sich auf den unentwegten Guerillakrieg, der mit glänzender Technik durchgeführt wird. Gestern standen der Finanzminister und der Bundeskanzler an der Barre, also die Hauptträger an den Steuergeldern, die Uebeltäter, deren ministerielles Leben verwirkt ist. Die Sozialdemokraten haben eine wunderbare Art, die Vergeßlichkeit der Bevölkerung auszunützen und es gelingt ihnen herrlich, wie die Brüder Pinto ein ungeheures Feuerwerk von der Hohen Warte ihrer Versammlungsrhetorik abflackern zu lassen, und wenn die Dinge noch nachgeprüft und abgetastet werden, wenn sich dann herausstellt, daß die Beschuldigungen gar nicht oder wenigstens nicht in dieser Form und in dieser Heftigkeit begründet sind, dann fällt plötzlich die Kurtine, dann wird rasch irgendeine andere Walze eingelegt und das billige Rezept des Alltags angewendet: Reden wir von etwas anderem.

Das Kabinett hat heute nachmittag in zweistündiger Sitzung den Bergbaustreik erörtert. Es verlautet, daß der Handelsausschuß des Kabinetts beauftragt sein soll, zu versuchen, ein Kompromiß zwischen den Standpunkten der Bergarbeiter und der Grubenbesitzer herbeizuführen.
Als geeignete Basis scheint man sich ein Verfahren vorzustellen, wonach die Grubenbesitzer zuerst Distriktsvereinbarungen mit den Bergarbeitern verhandeln, die einzelnen Distriktsabkommen aber nur dann verbindlich sein sollen, wenn sie von dem Zentralvorstand der Bergarbeitergewerkschaft in London genehmigt worden sind.

Der Genfer Berichterstatter des „Journal des Débats“ meldet, daß zwischen Jugoslawien und Ungarn Verhandlungen über gewisse technische Abkommen im Gange seien, durch welche die beiden Länder der Unterzeichnung eines Garantiepakts im Sinne von Locarno nähergebracht werden sollen.
