L’Écho d’Alger

L'Écho d'Alger prints a French delegation correction: Briand's meeting with Stresemann was a courtesy visit, while substantive cooperation talks were only anticipated. Its China dispatch reports foreigners leaving the upper Yangtze and failed efforts to secure detained British vessels. A local aviation account follows the Laté 21's return to Marseille, names its crew and official well-wishers, and treats the round trip as inaugurating a regular link. The page moves from diplomatic caution to imperial security and technological confidence.

The Briand–Stresemann meeting

A clarification.
GENEVA, September 12.—The French delegation announces:
A number of newspapers have published reports about yesterday’s meeting between Briand and Stresemann that bear no relation to reality. It was purely a courtesy call: Briand was returning the visit Stresemann had paid him the day before.
No problem directly concerning either country was examined during the conversation.
Before the Assembly ends, Briand and Stresemann will very probably discuss the best means of making effective cooperation between France and Germany possible in the spirit of the Locarno agreement. But so far these conversations have not taken place.

Events in China

All foreigners have abandoned their homes.
PEKING, September 12.—It is reported from Hankow that two officers and eighteen men have left the city aboard a cargo ship to help the American gunboat Monocacy evacuate foreigners living beyond Ching-King.
Shanghai also reports that all British subjects and other foreigners staying in the upper Yangtze region have abandoned their homes and fled to escape Chinese bandits.
Practically all British ships in the upper waters of the Yangtze have been shelled by the Chinese. Negotiations for the release of British vessels captured by the Chinese at Wanhsien have failed. General Sang Sen threatens to fire on the gunboat Cockchafer if it attempts to free the ships or deliver an ultimatum.

The Latécoère seaplane returns to Marseille

It alights at Saumaty-Estaque after six hours and ten minutes in the air.
As we anticipated in yesterday’s report, the Laté 21, piloted by Enderlin with wireless operator Urvoy and mechanic Bérald aboard, left for Marseille yesterday morning.
Jean Causeret, secretary of the Government-General; M. Bordes, prefect of Algiers, accompanied by his chief of staff Marcel Bordes; M. Abeilhé, chairman of the Financial Delegations’ finance committee; M. Chavannes, deputy to the director of Public Works; and M. Laussel, acting director of General Security, came to Agha airport to witness the departure and wish the intrepid airmen a good journey. M. Pourcher, director of the S.N.A., received them with his customary affability.
The aircraft took off at 6:50 a.m. Greenwich time, headed due north and quickly disappeared over the horizon. At precisely 1 p.m., our wireless station picked up the message announcing the seaplane’s safe arrival at Saumaty-Estaque airport. Enderlin and his companions had therefore taken forty minutes less to return to their Marseille base.
Once again, we congratulate the Laté 21 crew on their round trip, which already allows us to regard the Algiers–Marseille air service and its return route as officially inaugurated.

Context

Courtesy calls during a diplomatic opening

The League’s September Assembly brought national delegations together in Geneva and provided opportunities for meetings outside the formal sessions. That setting explains why even a reciprocal courtesy visit between the French and German ministers attracted speculation. The French statement tried to keep the distinction clear while leaving room for substantial talks on cooperation under Locarno. It shows diplomacy unfolding through public expectations as well as private conversations.

Foreign shipping in the fighting on the Yangtze

The evacuation news belongs to a wider confrontation over foreign vessels on the Yangtze. A contemporary American telegram describes the British attempt to free detained merchant ships at Wanhsien and the exchange of fire with Chinese forces, including British shells striking the town. Shipping, armed protection and the safety of residents were intertwined. This explains the presence of gunboats in what might otherwise appear to be simply an account of civilians leaving their homes.

A sea crossing linked by aircraft and wireless

The Algiers–Marseille report follows a journey across the Mediterranean through two clocks: departure at 6:50 and a wireless message at 13:00. The aircraft carried a pilot, wireless operator and mechanic, making communication and maintenance part of the expedition itself. Officials from finance, public works and security attended the departure. Together, these details explain the paper’s enthusiasm: the flight was being presented as a practical connection between two cities and a matter of public development.

L'ENTRETIEN DE. MM. BRIAND
ET STRESEMANN
Une mise au point
Genève, 12 septembre. — La délé-
gation française communique :
Un certain nombre de journaux ont
oublié, sur l'entretien que M. Briand
ii eu hier avec M. Stresemann, des in-
formations qui ne correspondent en
rien à la. réalité. Cette entrevue a été
de pure courtoisie.; M. Briand rendait
à" fil: Stresemann la visite que celui-ci
lui avait faite la veille.
Aucun problème intéressant directe-
ment l'un ou l'autre des deux pays n'a
:. ëté examiné au cours de cette conver-
sation.
MM. Briand et Stresemann s'entre-
tiendront, très probablement, avant la
en de l'Assemblée, des moyens les plus
propres pour rendre possible, entre la
France et l'Allemagne, une collabora-
tion efficace dans l'esprit même de
i'accord de Locarno. Mais jusqu'à pré-
sent ces conversations n'ont pas eu
heu.
