Context
An economic program for an enlarged state
The South Slav state created in 1918 had to build economic institutions across its enlarged territory. The central bank extended its operations in 1920, and the dinar stabilized in 1925. A national economic program therefore concerned how to turn a common monetary framework into development, not simply the management of the prewar Serbian economy.
Which civil war in China?
In 1926 China was divided among military power holders. The Northern Expedition sought to defeat the warlords and reunify the country. The headline belongs to that struggle over national authority; it is not referring to the later postwar phase of the Communist–Nationalist civil war.
Why rapprochement with Hungary mattered
The collapse of Austria-Hungary and the Treaty of Trianon had redrawn the region. Territory from the former Hungarian state became part of the Serb-Croat-Slovene Kingdom. Better relations with Hungary meant managing a neighborhood shaped by recent territorial losses and gains, rather than merely exchanging diplomatic courtesies.
