On colonial concessions

In ordinary public borrowing, bondholders are, one might say, unsecured creditors; under the proposed system they become mortgage creditors preferred to all others, even earlier ones. They also have the right to pursue the property: they can have the pledged asset sold whoever holds it, and receive its price. Let us be precise: we are not dealing with a public-law operation, but a private-law undertaking by the state as owner of its private domain, just as an individual might undertake, enforceable through the Civil Code alone. Under the guarantee mechanism, concessionaires buying mortgaged assets from the state would become direct debtors of the lenders, or of the land-credit institution through which the operation is arranged. They would pay the land price into those institutions’ funds to clear the mortgage; thus revenues from the public domain would leave colonial budgets and go directly to creditors.

And the post office?

The central receiving office near the railway terminus, with internal postal-service organization provided by suitably distributed neighborhood offices: that is sound logic. What are we waiting for to meet this public need?

The role of the community

Collection and transport of household refuse.—The dustbin. To fulfill its purpose, a dustbin must be watertight and fitted with a lid to prevent odors and protect the refuse from insects and rats. The most practical model is metal because it permits easy cleaning. To avoid rapid deterioration it must be easy to handle and therefore of limited size. It is best to adopt a single model with a maximum capacity, residents being free to have as many bins as they consider necessary. To obtain this uniformity, the city must supply them itself, either by renting them out or offering them for sale.

Context

Land revenue pledged to creditors

The concession proposal would make buyers pay a credit institution to clear mortgages on land acquired from the state. It redirected revenue that might otherwise enter colonial budgets. The dispute therefore concerned not only borrowing more money, but also which future public resources creditors would control.

The post office as part of an urban network

Locating the central office by the railway terminus would connect incoming transport with local distribution. Neighborhood offices would then bring the service closer to residents. The appeal treats postal access as a question of how a city organizes movement and everyday public services.

Household cleanliness requires collective organization

The bin proposal goes beyond telling residents to be clean: the city should supply a common design that can be handled and cleaned easily. This fits a wider concern with preventing disease through local infrastructure. Madagascar’s Pasteur Institute had been established in 1898, when producing effective vaccines locally was itself a practical public-health problem.
