Fascist disturbances in Trieste
According to reports reaching here late in the evening, serious clashes have occurred in Trieste between police and Fascists, with firearms used on both sides. As far as has become known here, one Fascist was killed and another seriously wounded. There are also said to be numerous wounded among the police. Travellers arriving from Italy report that a state of siege has been imposed on Trieste. Further details cannot be obtained because the strictest telephone and telegraph censorship is being enforced on the Italian side.
Minor frontier incidents
According to the French evening press, incidents occurred today at two points on the Franco-Italian border. At one, two Italian soldiers crossed the border to steal fruit and vegetables from a French garden. When the owner tried to drive them off his property, they called for reinforcements from the Italian side. At another point, two women were harassed by Italian customs officers. In both cases the aggressors took flight only when French police arrived.
In this connection, the Paris evening press points out that such minor frontier incidents have become extraordinarily frequent lately and that the government in Paris has received numerous letters of complaint from French border communities.
The Polish Council seat
In the First Committee, which is still discussing the method of election to the non-permanent Council seats, there was a long debate today on whether blank ballots should be included when calculating the Assembly’s required two-thirds majority.

In reality, this is not a political symptom. It is simply that France, and now Britain too, are outwardly doing everything to ensure that the League fulfils the pledge they have made to Poland. Germany has already declared several times that it has no interest in creating difficulties over the Polish Council seat. It must finally be understood that, with Germany sitting in the League, it is far better to discuss disputes with Poland at the same table than to have Poland agitating behind the scenes and recruiting advocates within the League for its position.
Context
Why clashes with police complicated the image of Fascist order
Fascism’s rise to dictatorship did not make every act of its militants identical with routine state policing. The Trieste report describes armed conflict between those two forces, exposing tension over who could use coercion in the streets. The reported state of siege represents an attempt to restore central control over a local confrontation. In this story, the regime’s claim to order sits uneasily beside the violence of its own adherents.
How small border incidents acquire diplomatic weight
The two episodes begin as local confrontations over a garden and the treatment of women. Their significance changes when newspapers group them into an alleged pattern and border communities address complaints to the national government. Soldiers and customs officers represent state authority, so their reported behaviour is readily interpreted across the frontier as the conduct of the neighbouring country. Accumulating small grievances can therefore enter a much larger diplomatic dispute.
Why a German commentator favoured a Polish seat
Germany’s entry into the League changed the choices available for managing disagreements with Poland. This passage advocates direct discussion within the Council rather than competition for sympathetic intermediaries outside it. The Council’s mixture of permanent and elected members gave an elected seat diplomatic value: it could bring a rival into the same decision-making setting. The writer consequently treats shared membership as a tool for handling conflict, not as a reward that must be denied to an opponent.

Fascisten-Krawalle in Triest
Nach hier spät abends angelangten Nachrichten ist es in Triest zu schweren Zusammenstößen zwischen Polizei und Fascisten gekommen, in deren Verlauf auf beiden Seiten von der Schußwaffe Gebrauch gemacht wurde. Soweit hier bekannt wurde, sind bei diesen Zusammenstößen ein Fascist getötet und einer schwer verwundet worden. Auch auf seiten der Polizei soll es zahlreiche Verwundete gegeben haben. Nach Mitteilungen von aus Italien eintreffenden Reisenden ist über Triest der Belagerungszustand verhängt worden. Nähere Einzelheiten sind nicht in Erfahrung zu bringen, da auf italienischer Seite die strengste Telephon- und Telegraphenzensur geübt wird.
Kleine Grenzzwischenfälle
Wie die französische Abendpresse zu melden weiß, ist es heute an zwei Stellen der französisch-italienischen Grenze zu Zwischenfällen gekommen. An der einen Stelle überschritten zwei italienische Soldaten die Grenze, um in einem französischen Garten Obst und Gemüse zu stehlen. Als der Besitzer sie von seinem Grundstück verjagen wollte, riefen sie weitere Hilfe von italienischem Boden herbei. An einer anderen Stelle wurden zwei Frauen von italienischen Zöllnern belästigt. In beiden Fällen nahmen die Angreifer erst dann Reißaus, als die französische Polizei an Ort und Stelle erschienen war.
Die Pariser Abendpresse weist in diesem Zusammenhang darauf hin, daß sich derartige kleine Grenzzwischenfälle in der letzten Zeit außerordentlich häuften, und daß bei der Pariser Regierung zahlreiche Beschwerdeschreiben der französischen Grenzgemeinden eingelaufen seien.
Der polnische Ratssitz
In der ersten Kommission, die noch immer über den Wahlmodus für die nichtpermanenten Ratssitze diskutiert, kam es heute zu einer langen Debatte über die Frage, ob bei der notwendigen Zweidrittel-Mehrheit der Versammlung die abgegebenen weißen Stimmzettel für die Berechnung mitgezählt werden sollen oder nicht.

In Wirklichkeit handelt es sich hier nicht um ein politisches Symptom, sondern lediglich darum, daß Frankreich, jetzt aber auch England, nach außen hin alles tun, für ihre an Polen nun einmal gemachte Zusage auch sicher die Erfüllung durch den Völkerbund zu erhalten. Deutschland hat ja bereits mehrfach erklärt, daß es kein Interesse daran habe, dem polnischen Ratssitz irgendwelche Schwierigkeiten zu bereiten. Tatsächlich muß man endlich einsehen, daß, wenn Deutschland im Völkerbund sitzt, es viel günstiger ist, Streitfragen mit Polen am selben Tisch diskutieren zu können, als daß Polen hinter den Kulissen agitiert und Anwälte im Völkerbund für seine Auffassung wirbt.
