In Politika of September 5 this year, I set out my opinion on whether the office of municipal president is incompatible with service as a member of parliament. Mr Boža Karajovanović, a lawyer, then came forward with his own arguments on the same question, intending to save the public from the impression my erroneous opinion might leave upon it. We must therefore establish clearly on which side the erroneous opinions actually lie.
Sentence on the Spanish rebels
Madrid, September 14
The military court in Segovia sentenced the colonel commanding the artillery academy to death and forty-five officers to various penalties. On the government’s recommendation, the king pardoned the commandant, commuting the death sentence to lifelong penal imprisonment.
Mr Beneš’s defence
Prague, September 14
Mr Beneš sent a long letter to Sunday’s assembly of legionnaires, rejecting the slanders and attacks of his political opponents. His surrender of his parliamentary mandate was a protest against disloyal and unpolitical intrigues. Mr Beneš categorically denies the widespread rumours that he intends to suspend the constitution, calling them a fantastic invention by opponents who attribute their own plans to him. Having taken note of the letter, the assembly resolved to express its confidence in Mr Beneš.
Context
What is at stake in holding local and national office together
A municipal president administers a local community, while a parliamentarian takes part in national lawmaking. Allowing one person to hold both can connect local needs with national decisions, but also concentrates responsibilities and influence. Ilić’s reply concerns whether these roles are legally incompatible. The sharp exchange shows that the boundary between levels of government was being argued in the public press, with lawyers competing to shape citizens’ understanding of public office.
How punishment and royal clemency worked together
The Segovia report places two exercises of authority side by side: a military court imposes punishment within the officer corps, and the king, acting on the government’s recommendation, changes its most severe sentence. Commutation preserves a heavy penalty while avoiding the commandant’s execution. Why Beneš sought confidence beyond parliament
Beneš combined a national political career with his long-standing role in foreign affairs; he had served as foreign minister since the state’s founding and belonged to the National Socialist Party from 1923. Giving up a parliamentary seat therefore did not mean withdrawing from public life. Addressing the legionnaires let him defend his constitutional loyalty before another politically significant audience. Their confidence supplied public support at the very moment his opponents were questioning his intentions.

У „Политици“ од 5 септембра ове године изложио сам своје мишљење о питању да ли постоји несагласност између службе председника општина и службе народних посланика. Јавио се затим г. Божа Карајовановић, адвокат, са својим разлагањима о истом питању, а у намери да спасе јавност од утиска, које би моје погрешно мишљење могло оставити на њу. Потребно је онда повести начисто, на којој се страни у истини налазе погрешна мишљења.
Пресуда шпанским побуњеницима

Војни суд у Сеговији осудио је на смрт пуковника команданта артиљеријске академије и 45 официра на разне казне. На предлог владе, краљ је помиловао команданта и заменио смртну казну доживотном робијом.
