Leidsch Dagblad’s 28 September 1926 reports covered international negotiations and financial uncertainty alongside everyday life in Leiden. The disarmament article described the division between preparatory military advice and the commission’s final responsibility, alongside American preferences for regional land-armament treaties and attention to ship types outside the Washington agreement. City news welcomed the mayor home from hospital and enthusiastically described Van Luyken’s refurbished gramophone shop, its listening demonstrations and electrical recordings, before mentioning a monument collection. The Poincaré report presented his argument that cooperation among parties and acceptance of heavy sacrifices were necessary to curb the franc’s fall.

Disarmament.
The preparatory commission for the disarmament conference, chaired by the Dutch delegate, Jonkheer Loudon, completed its work today. The commission adopted a resolution.
Its first part states that the committee’s work must be brought to a conclusion as soon as possible and that account must be taken of the fact that the committee serves an exclusively preparatory purpose. Answering the questionnaire remains reserved to the commission, which bears sole responsibility for the definitive answers.
The second part of the resolution instructs the military committee, instead of taking decisions, to record the views expressed during the discussions, naming the delegations that supported the respective opinions and setting out the arguments advanced in their support.
During the discussions, Gibson read a lengthy statement defining the position of the United States as follows:
1. In the American view, land armaments can best be reduced through regional treaties.
2. As regards naval armaments, account must be taken of those types of ships that fall outside the Washington agreement.
The government in Washington believes that success can be achieved only if, from the great multitude of questions connected with these matters, a few specific problems are selected which

— This evening the shops on the Breestraat will once again be enriched by premises that are an ornament to this part of the city in every respect. We mean the distinguished building at Breestraat 39, formerly occupied by the Hanzebank, which Mr H. G. van Luyken has now fitted out as a gramophone shop for the well-known manufacturer “His Master’s Voice”, for which he holds the exclusive dealership in Leiden.
The alterations have taken considerable time, but a good look at the thoroughly restored building makes this entirely understandable. The contractor, the local firm of Boekweit, has indeed done itself credit, but the other firms that contributed to this splendid result also deserve a word of praise.
They were the local firm of J. Meerburg for the wallpapering and upholstery, Mr Brugmans for the painting, the Rotterdam firm of Bruinzeel for the parquet floors, and the local Mr Frankhuizen for the electric lighting installation.
In the spacious, dust-free display window we find a large number of machines of various models and prices, tastefully displayed. Behind it are the shop and two showrooms, furnished with sumptuous elegance and impeccably decorated in a consistent style.
Mr Van Luyken demonstrated the latest invention from the “His Master’s Voice” factories and treated us in succession to several piano and violin solos, organ music, choral singing and orchestral music. We must honestly confess that we had never heard gramophone music like it before. The terribly irritating nasal sound had been reduced to a minimum, and one imagined oneself sitting in a concert hall, so clear and so true to life was the sound that reached us.
The manufacturer owes this fine result to an improved construction of the instrument, but above all to the electrical recording of the records according to the patented Bell Telephone system. This also allows tones to be recorded that could not previously be captured, greatly improving the result as a whole. Another practical feature is the self-stopping mechanism, which stops the machine automatically when the record has finished playing.

Poincaré’s second speech.
Poincaré delivered another speech on Saturday, this time before the departmental council at Bar-le-Duc. He said that he had felt unable to refuse the premiership in order to undertake the national reconciliation that was the only means of curbing the franc’s dizzying fall.
He paid tribute to the leaders of the various parties for the cordial cooperation they had extended to him, and argued that they had not hesitated to choose between a catastrophe and a period of heavy sacrifices, knowing full well that unpopularity and fierce opposition would be their lot.

Who could turn military advice into a disarmament policy?
The resolution distinguished the work of military experts from the commission’s authority to give final answers. The American diplomatic record’s list of papers describes Gibson’s proposed September 22 statement as asking Subcommittee A to answer on technical grounds without political or economic considerations. That contemporary entry helps explain why the newspaper devoted space to procedure: deciding who could answer also determined where political judgment would enter the negotiations. The resolution required the military committee to record differing views, their supporting delegations and their arguments, leaving final responsibility with the preparatory commission. The American positions reported alongside it distinguished regional treaties for land armaments from attention to naval categories outside the Washington agreement. Together, these passages show how the negotiations separated both institutional responsibilities and different kinds of armament questions.
Making improved sound tangible in a Leiden shop
Van Luyken’s dealership presented electrical recording through a listening experience in an elegantly refurbished shop. The report moves from the building and furnishings to piano, violin, organ, choir and orchestra, using varied performances to demonstrate the claimed improvement. Its praise of reduced nasal sound and concert-hall realism records the writers’ listening judgment. The Library of Congress timeline places Columbia’s and Victor’s introduction of electrical recording in 1925 and identifies a much wider tonal range as an improvement. That development supplies context for the Leiden article’s emphasis on previously unrecordable tones. The article also credits improved instrument construction, distinguishing the recording process from the equipment used to reproduce the sound. Its final technical detail, the automatic stop, combines the promise of musical fidelity with everyday convenience.
Why Poincaré linked party cooperation to sacrifice
Poincaré’s reported argument made cooperation the political means of sustaining unpopular action: party leaders had accepted heavy sacrifices because the alternative, he said, was catastrophe. His tribute presented their willingness to face opposition as a commitment to defending the franc. A Banque de France working paper published in 2024 places this appeal in the political and monetary crisis of 1926 and describes his new government’s attempt to restore monetary stability by restructuring public debt. This retrospective research supplies a concrete financial setting for the speech’s language of reconciliation and sacrifice. Against that background, the speech can be read as an effort to sustain cooperation under pressure. The assertion that national reconciliation was the only remedy remains Poincaré’s own argument; the debt restructuring explains the financial stakes without establishing that claim.

BUITENLAND. DE ALGEMEENE TOESTAND. De ontwapening. De voorbereidende commissie voor de ontwapenings-conferentie, onder voorzitterschap van den Nederlandschen gedelegeerde, jhr. Loudon, is heden met haar arbeid gereedgekomen. De commissie nam een resolutie aan. In het eerste deel wordt gezegd, dat de werkzaamheden van het comité zoo spoedig mogelijk ten einde moeten worden gebracht en dat rekening moet worden gehouden met het feit, dat het comité uitsluitend dient ter voorbereiding. De beantwoording van de vragenlijst blijft aan de commissie voorbehouden, die de uitsluitende verantwoordelijkheid voor de definitieve beantwoording der vragenlijst draagt. In het tweede deel der resolutie wordt aan het militaire comité opgedragen in plaats van besluiten te nemen, de inzichten te vermelden, die in den loop der discussies tot uiting zijn gekomen, met vermelding der delegaties, die zich bij de respectieve meeningen hebben aangesloten en de argumenten aan te geven, die ter ondersteuning dezer inzichten te berde zijn gebracht. In den loop der discussies las Gibson een lange verklaring voor, waarin het standpunt der Vereenigde Staten als volgt werd gepreciseerd: 1e. De bewapening te land kan, volgens de Amerikaansche opvatting, het best door regionale verdragen worden verminderd. 2e. Wat de bewapening ter zee betreft, moet rekening worden gehouden met die scheepstypes, die niet vallen onder de overeenkomst van Washington. De regeering te Washington meent, dat succes slechts kan worden bereikt, wanneer uit de groote menigte met deze kwesties verband houdende vraagstukken enkele speciale problemen worden uitgekozen, welke

onzen Leidschen lezers, genoegen doen te vernemen, dat onze burgemeester heden het Diaconessenhuis weder heeft verlaten en naar huis is gegaan. - Hedenavond zal de winkelstand op de Breestraat wederom verrijkt zijn met een pand, dat dit stadsgedeelte in alle opzichten tot sieraad strekt. Wij bedoelen het voorname perceel Breestraat 39, waarin eertijds de Hanzebank was gevestigd en dat thans door den heer H. G. van Luyken is ingericht als gramofoonhandel voor de bekende fabriek " His Master's Voice ", waarvan de heer Van Luyken het alleen vertegenwoordigingsrecht voor Leiden bezit. Met de verbouwing is geruimen tijd gemoeid gegaan, doch wanneer men het geheel gerestaureerde pand eens goed bekijkt, behoeft dit geenszins verwondering te wekken. De aannemer, de firma Boekweit alhier, heeft inderdaad eer van zijn werk, doch daarnaast mag ook den anderen firma's, welke medewerkten tot dit prachtige geheel, een woord van lof niet onthouden worden. Het waren de firma J. Meerburg alhier voor het behangers - en stoffeerderswerk, de heer Brugmans voor het schilderwerk, de firma Bruinzeel uit Rotterdam voor de parketvloeren en de heer Frankhuizen alhier voor de electrische licht-installatie. In de royale stofvrije étalage vinden wij een groot aantal machines in diverse modellen en prijzen, met smaak tentoongesteld. Hierachter gelegen vinden wij den winkel en twee toonkamers, rijk voornaam gemeubileerd en keurig in stijl ingericht. De heer Van Luyken demonstreerde ons de nieuwste vinding van de " His Master's Voice " - fabrieken en deed ons achtereenvolgens genieten van eenige piano - en vioolsoli, orgelmuziek, koorzang - en orkestmuziek. Wij moeten eerlijk bekennen, dat wij dergelijke gramophoonmuziek nooit eerder hoorden. Het zoo hinderlijke nasale geluid was tot een minimum gereduceerd en men waande zich in de concertzaal te zitten, zóó helder en zóó natuurgetrouw kwam het geluid tot ons. Dit fraaie resultaat dankt de fabriek aan een verbeterde constructie van het instrument, maar bovenal aan de electrische opname der platen, volgens Bells-Telephonesysteem, waarop patent is genomen. Hierdoor kunnen ook de tonen geregistreerd worden, welke tot dusverre niet verwerkt konden worden, waardoor het geheel zeer belangrijk heeft gewonnen. Practisch is ook de zelfarreteerinrichting, waardoor de machine, wanneer de plaat is afgedraaid, automatisch stopt. Wij wenschen den heer Van Luyken in zijn nieuwe omgeving van harte succes. - Wij herinneren aan de collecte, welke morgen gehouden wordt en waarvan de opbrengst bestemd is voor een op te richten Juliana-van-Stolberg-monument. in de commissie vervangen door België en Tsjecho-Slowakije. FRANKRIJK. Tweede rede van Poincaré. Poincaré heeft Zaterdag nog een rede gehouden en wel voor den departementalen raad te Bar-le-Duc. Hij zeide, dat hij gemeend heeft het premierschap niet te kunnen afwijzen ter onderneming van de nationale verzoening, die het eenige middel is om den duizelingwekkenden val van den frank te beperken. Hij bracht hulde aan de hoofden der verschillende partijen voor de hartelijke samenwerking, welke zij hem verleend hebben, en betoogde, dat zij niet geaarzeld hadden te kiezen tusschen een catastrofe en een periode van zware offers, terwijl zij zeer wel wisten, dat impopulariteit en felle oppositie hun deel zouden zijn.
