Il Piccolo presented Poincaré’s willingness to approach Germany alongside firm demands for reparations, disarmament and that the Imperial Government’s war responsibility not be questioned, followed by favourable French press reactions. …Mr Poincaré continued: “It can be achieved only in peace, to which no country is more attached than France. No nation has observed the provisions of the treaties more patiently since their signature.
We ask only that our territory, definitively reconstituted, be safeguarded, and that reparations be paid regularly. France has never refused to discuss matters honestly with Germany and, despite the legitimacy of past grievances, does not intend to pursue a policy of hatred and resentment towards its adversaries. It is ready to try closer relations within the framework of the treaties and its alliances, provided that the Imperial Government’s responsibility for the war is not called into question and that we receive advance proof of our neighbours’ definitive moral and material disarmament.
We are ready,” Mr Poincaré concluded, “to do everything possible to prepare a less bleak future for humanity; but amid the uncertainty of tomorrow, no one will be surprised if we neither sacrifice our treaty rights nor relax our vigilance.”
Commenting on the speech delivered yesterday by Poincaré, L’Œuvre calls it excellent and believes that it reassures those who saw an irreconcilable opposition between Briand’s views and Poincaré’s. Le Figaro praises Poincaré for distinguishing between the German people’s leaders and the German people, while upholding the principle of responsibility for the war and keeping each in their proper place. L’Homme Libre, a newspaper of the left, regards the speech as a necessary reply to Stresemann’s declarations at Geneva. Le Peuple, the newspaper of the General Confederation of Labour, also comments favourably on the speech. [?]

Let the speculators and the defeatists who delude themselves reflect on this, La Tribuna concludes. When a country issues warnings such as these, it is quite certain that no destructive force will halt its progress towards a better destiny.
On financial policy, the semi-official Agenzia Volta points out and refutes several errors published abroad to cast doubt on the work of rebuilding Italian finances. Military and political expenditure is one of the subjects on which foreigners, who do not know how to read our budgets, exercise their malicious imagination. Adjusted for the exchange rate, Italy’s military expenditure is no different from its pre-war level. And political propaganda, insofar as it exists, is conducted on a very modest scale, not by the State but by the private organisations whose business it is. In connection with military and propaganda expenditure, the loans to Poland and Romania have been mentioned. It is well known that their character is essentially economic, excluding any connection with military expenditure, still less with propaganda.
Industrial investment and bankruptcies
It has been said that joint-stock companies have swollen under pressure from the Fascist Government. This is another sign of certain foreigners’ ignorance of Italian affairs. It is well known that the Minister of Finance, concerned about this economically unsound development, introduced temporary measures, still in force, to regulate increases in share capital. These measures have produced effective results. Excessive growth in equity investment has thus been checked without restricting the development of industries that genuinely serve the country’s constructive needs.

British Parliament reconvenes
…of the strike, because the leader Cook, in a comment last Saturday, had begun to speak of retreat, urging that they should set an example and make a show of discipline. But in the House of Commons the situation was once again viewed pessimistically. Lloyd George and MacDonald appealed to the Government to make every effort and devote all its energies to ending the dispute. Baldwin gave a lengthy account of its history, concluding that, contrary to his profound hopes, the situation remained where it had been before. Replying to the accusation that the Government sided with the mine owners, the Prime Minister remarked that they were themselves waiting in vain for a gesture of courtesy from the Government. MacDonald insisted that Parliament should meet again on Wednesday, when the national miners’ federation will hold a conference in London to examine the situation. Today, therefore, no way out is in sight.
Following Prime Minister Baldwin’s speech, discussion of the mining crisis continues. At 23:00 the House adjourned without taking a vote.

Context
The conditions attached to rapprochement
Briand and Stresemann’s September 1926 discussions at Thoiry explored advance reparations payments and an early German repurchase of the Saar coal mines, with financial assistance to France forming part of the bargain. That context helps explain the stakes of Poincaré’s language here. He accepts closer relations while insisting on regular reparations payments, prior evidence of disarmament and that the Imperial Government’s responsibility for the war not be questioned. His insistence on treaty rights sets limits on the concessions rapprochement might involve. L’Œuvre’s favourable reaction presents those limits as reassuring to readers who had seen Briand’s and Poincaré’s positions as irreconcilable.

Who could deliver a coal settlement?
A later Commons debate, on 25 October 1926, referred back to the Chancellor’s attempt on 6 September to obtain the coal owners’ promise to accept a national settlement. This provides a concrete negotiating issue against which to read the September impasse: securing an undertaking from employers about the basis of agreement. In Il Piccolo’s account, Baldwin defends the government against charges of favouring those employers, while MacDonald presses for renewed parliamentary involvement timed to the miners’ conference. Domandiamo soltanto che sia salvaguardato il nostro territorio definitivamente ricostituito, e il pagamento regolare delle riparazioni. La Francia non si rifiutò mai dal discutere lealmente con la Germania e, malgrado la legittimità delle doglianze del passato, non intende praticare, nei riguardi degli avversari, una politica di odio e di rancore. Commentando il discorso pronunciato ieri da Poincaré, l'Oeuvre qualifica eccellente il discorso stesso e ritiene che esso rassicuri coloro i quali vedevano una opposizione irriducibile fra le vedute di Briand e quelle di Poincaré. Il Figaro elogia Poincaré che, pur facendo una distinzione fra i dirigenti il popolo tedesco e il popolo tedesco, ha mantenuto con il principio della responsabilità della guerra ciascuno al suo posto. L'Homme Libre, organo della sinistra, considera il discorso come una replica necessaria alle dichiarazioni di Stresemann a Ginevra. Anche il Peuple, organo della Confederazione generale del lavoro, commenta favorevolmente il discorso. [?]
La tendenziosa campagna straniera contro la saldezza della nostra finanza
Meditino, conclude la Tribuna, gli speculatori, i disfattisti che si illudono. Quando un Paese offre di questi moniti, è ben certo che nessuna forza dissolvente lo arresterà nel suo cammino verso migliori destini. In materia di politica finanziaria l'ufficiosa Agenzia Volta segnala e confuta alcuni errori pubblicati all'estero per mettere in dubbio l'opera di ricostruzione della finanza italiana. Le spese militari e politiche rappresentano uno degli elementi sui quali si appunta la fantasia malevola degli stranieri, che non sanno leggere i nostri bilanci. Le spese militari, ragguagliate al corso della valuta, non differiscono per l'Italia da quelle dell'anteguerra. E la propaganda politica, in quanto esista, è fatta in limiti modestissimi e non dallo Stato, ma dagli organi privati cui spetta. A proposito dello spese militari e di propaganda, si sono ricordati i prestiti alla Polonia e alla Romenia. E ' notorio ch'essi hanno un carattere essenzialmente economico, che esclude ogni connessione con le spese militari e tanto meno di propaganda. Investimenti industriali e fallimenti Si è detto che le Società anonime si sono gonfiate per pressione del Governo fascista. Altro indice della mancanza di conoscenza delle cose italiane da parte di taluni stranieri. E ' notorio che il ministro delle Finanze, preoccupato di questo fenomeno antieconomico, ha disposto provvedimenti temporanei, ma tutt'ora in corso, per la disciplina degli aumenti di capitale. I provvedimenti hanno dato efficaci risultati. La ripresa parlamentare inglese
dello sciopero, perchè il «leader» Cook, in un commento di sabato scorso, aveva principiato a parlare di ritirata, raccomandando che si sarebbe dovuto dare esempio e spettacolo di disciplina. Ma nella Camera dei Comuni la situazione è stata giudicata nuovamente con pessimismo. Lloyd George e Macdonald si sono rivolti al Governo perchè compia ogni sforzo e ponga tutta la sua attività in opera per mettere fine al conflitto. Baldwin ha fatto una lunga cronistoria della vertenza per concludere che la situazione, contrariamente a quanto aveva profondamente sperato, è ancora al punto di prima. Rispondendo poi all'accusa che il Governo sia partigiano dei proprietari di miniere, il Premier ha accennato che questi ultimi aspettano invano un atto di cortesia da parte del Governo. Macdonald ha insistito perchè il Parlamento si raduni ancora mercoledì, giorno in cui la Federazione nazionale dei minatori terrà un convegno a Londra, per esaminare la situazione. Oggi, quindi, questa non presenta alcuna via d'uscita. Dopo il discorso del Primo Ministro Baldwin, prosegue la discussione sulla crisi mineraria. Alle 23 la camera si è aggiornata senza avere proceduto alla votazione. Causa il maltempo che imperversò ieri notte nella nostra Regione, ci è venuta a mancare gran parte delle nostre informazioni dell'interno e dell'estero.
