The example of the Centre
Since his return, the government reportedly made every effort to bring him to its side, but he would surrender none of his dignity. Hoàng wrote more than once to Resident Superior Pasquier to say that “the government’s policy of lies has had its day” and that he would never participate in dubious administrative arrangements. He was deciding to devote himself to educating youth when popular will, out of admiration as much as gratitude, pushed him back into politics, not without difficulty. Now he is president of the Chamber of Representatives of the People of Annam. Our brothers’ interests in the Centre are in good hands. Let us rejoice and hope the people of Nam-Ky will follow their example in the forthcoming colonial elections.
The Pacific conflict
Yesterday two new indications of the gravity of events reached us. First, the departure for Chinese waters of the British destroyer flotilla based at Malta. Sending warships near any shore cannot, even for the most optimistic minds, be interpreted as a peaceful demonstration.
Convention concerning slavery
Among other measures, the Sixth Committee adopted a draft resolution on the international convention concerning slavery presented by Lord Cecil, the British Empire’s delegate, with amendments proposed by the Persian and French delegates and the chairman of the Temporary Slavery Commission. Representatives of Belgium, Great Britain, Canada, Portugal, Norway and Germany declared that they had received full powers from their governments to sign the convention.
Context
Independence within colonial politics
The editorial praises a representative who refuses administrative bargains while accepting elected office. Its appeal to voters in Nam-Ky turns an example from Annam into an argument about how people elsewhere under colonial rule should choose their representatives.
Warships as a political signal
The movement of a destroyer flotilla makes distant naval power visible near China. The editorial treats deployment itself as pressure: even before a ship fires, its presence changes the balance between diplomacy and the possibility of force.
From a League committee to an international convention
The Slavery Convention bears the date 25 September 1926 at Geneva. The committee report captures the diplomatic work immediately around its adoption: delegates negotiated amendments and obtained authority from their governments to sign a common instrument.

Belgique, de la Grande-Bretagne, du
Canada, du Portugal, de la Norvège
et d'Allemagne ont déclaré avoir reçu
les pleins pouvoirs de leurs gouverne-
ments pour signer cette convention.
