Context
Disarmament as part of collective security
Article 8 of the League Covenant linked peace to lower levels of armaments consistent with national safety and common obligations. Reducing weapons was therefore not simply an accounting exercise. Governments also had to decide how their security would be protected after reductions.
Why a general conference was needed
The Covenant envisaged plans for national governments to consider and accept. A general conference could bring those separate governments into negotiation over a common arrangement. Preparing proposals and obtaining commitments were different tasks, which gave the projected meeting its political importance.
Armaments beyond the battlefield
Article 8 also called for sharing information about the scale of armaments, military programs and relevant industries. A reduction agreement had to reach into national planning and production, not just troops already deployed. That breadth helps explain the need for preparation before a worldwide discussion could settle practical terms.
