Paris, September 21. The following communiqué has been issued concerning this morning’s cabinet meeting: “Foreign Minister Briand reported to the cabinet on the position and activities of the French delegation in Geneva. The government congratulated him on the results achieved.”
Context
Diplomacy needs support at home
The cabinet’s congratulations gave Briand a public expression of support from his own government. The importance lies in connecting negotiations abroad with authority at home: an external opening becomes more credible when ministers present it as the government’s shared policy.
The rapprochement behind the Geneva talks
Briand and Stresemann had helped negotiate the Locarno agreements, and Germany entered the League in September 1926.
