Context

Economy as a question of government

The title links saving to the government, placing restraint in spending in the public sphere. The underlying choice is how a state uses limited resources: what it maintains, what it postpones and who bears the cost. That is a political question, even when expressed through the everyday language of thrift.

A larger state with a shared financial system

After the new South Slav state formed in 1918, the former Serbian central bank’s jurisdiction expanded in 1920. Public finance was operating across a much larger territory than before the war. Discussions of government economy belonged to the work of sustaining that enlarged state and its common institutions.

Currency stability and the use of money

The dinar had stabilized by May 1925, according to the central bank’s historical chronology. A steadier currency did not remove decisions over how public money should be spent. Monetary stabilization and economy in government concerned different parts of financial order: the value of money and the purposes for which it was used.
