Context
Security under a consolidating dictatorship
Mussolini’s government was strengthening authoritarian rule. Later in 1926, measures ending political association and press freedom further closed the space for opposition. The September call for a firmer security organization belongs to this period of concentrated power, rather than an ordinary administrative adjustment.
Financial policy amid a weak lira
The lira had fallen to about 150 to the pound in the summer of 1926. Financial policy was therefore being debated against severe currency weakness. The attention to falling industrial securities shows that confidence in markets, as well as the exchange rate, was a concern for the political leadership.
Calling a market fall unwarranted
The adjective “unwarranted” contests the legitimacy of the price movement. It presents falling shares as something that should not be happening, making market behavior an object of political judgment. Placing that language beside security policy projects an expectation that the government will impose stability in both fields.
