Context
An international loan for refugees
The proposed loan brought refugee assistance into international finance. In April 1926, Britain’s foreign secretary said that a League-backed loan would have its proceeds reserved for refugee purposes. The object was therefore a defined public need, rather than unrestricted money for the Bulgarian government.
Who would control the money?
British parliamentary questions linked the loan to concerns about political prisoners and police spending in Bulgaria. Chamberlain distinguished safeguarding refugee funds from using the loan to control domestic government. That tension explains why humanitarian finance also became a question of sovereignty and political conditions.
The prime minister’s economic argument
Lyapchev presents the loan as a benefit to the economy, not only as emergency assistance.
