Crítica

Crítica's foreign-news columns on 14 October 1926 carried wire reports from Berlin, Rome and Philadelphia. An Associated Press dispatch said Berlin police had banned the open-air demonstrations the Communists planned that afternoon against the settlement of the Hohenzollern property question. From Rome, the AP called a story that the Austrian surgeon Sauerbruch was rushing to operate on Mussolini the latest in a series of false rumors, officially denied and contradicted by the premier's busy activity. A third report announced that diplomats of all the American republics, Secretary of State Kellogg and the Pan American Union board would meet on the 22nd at Philadelphia's Sesquicentennial Exposition. Shorter items covered a proposed Brazil–Venezuela treaty, a London horse race and a football team's travel schedule.

How Prussia settled with the Hohenzollerns in October 1926

The settlement the Berlin Communists wanted to protest was the agreement between the state of Prussia and the former royal house, which was being completed in the same days as this dispatch. The German Historical Museum dates the agreement between Prussia and the House of Hohenzollern to 15 October 1926, the day after Crítica's report. TIME, in its issue of 25 October 1926, described Prussian Finance Minister Höpker-Aschoff's proposal as a grant of 15,000,000 gold marks, then $3,570,000, to the Hohenzollerns in final settlement of their claims against Prussia. The same TIME report says that when the Landtag president announced the bill's first reading, the Communist deputies rose en masse shouting, and that the bill finally passed by 258 votes to 37 with 65 abstentions. The quarrel was older than this vote: an earlier Prussian Finance Ministry draft had been heavily criticized because it would have returned about three-quarters of the disputed real estate to the princely house. The street demonstration that Berlin police banned, according to the paper, belonged to the same moment as the Communists' fight against the bill inside the Prussian parliament.

Why the Hohenzollern question was a Communist cause

The German Communist Party had made the princes' property its own issue months before this ban. The proposal to expropriate the former ruling houses without compensation began as a petition for a referendum that the KPD initiated and that the Social Democrats joined only with some reluctance. At the petition stage, 12.5 million of the 39.4 million eligible voters entered their names in the official lists, but the referendum itself failed. According to the German Historical Museum, after the failed referendum of 20 June 1926 most state governments reached financial compromises with their former princely houses fairly quickly. Expropriation without compensation gave way to individual compensation agreements that divided the estates between the states and the former dynasties. For the KPD, the Prussian deal with the Hohenzollerns was the concrete result of the campaign it had lost, which helps explain why the party tried to carry its protest onto the streets of Berlin.

Mussolini's health behind the surgery rumor

Crítica's Rome dispatch treats the Sauerbruch story as one of a series of false rumors about Italy and offers the official denial and Mussolini's visible activity as the proof against it; it says nothing more about what the rumors contained. Later research shows that doubts about Mussolini's health had a real basis in the preceding two years. In a 2007 interview about his book Quando Mussolini rischiò di morire, the journalist Paolo Cacace said that Mussolini suffered a serious collapse in February 1925 and was forced into a long absence, while the official version said he had influenza and he was in fact kept on a long convalescence and a milk diet. A consultation of eminent physicians pressed for surgery, Cacace said, but Mussolini refused and played for time because he feared the repercussions of the Matteotti murder trial; further ulcer crises followed at the end of 1925. Cacace also pointed out that four assassination attempts, real or alleged, preceded the 'fascistissime' laws of November 1926. A government that had already concealed one serious illness had good reason to answer a surgery rumor in 1926 by pointing to its leader's energy.

The Sesquicentennial Exposition as a stage for Pan-American diplomacy

The Philadelphia meeting announced in the third dispatch was to take place at the Sesquicentennial International Exposition, the world's fair Philadelphia hosted in 1926 to commemorate the 150th anniversary of the signing of the Declaration of Independence. Bringing the diplomatic representatives of all the American republics, Secretary of State Kellogg and the Pan American Union's governing board to a fair celebrating United States independence gave the gathering a ceremonial setting, and the dispatch frames it in exactly those terms: city officials, it says, hoped the meeting would be one of the most expressive demonstrations of international friendship in the history of the Americas. The claim that it would be the first official meeting of its kind held outside some usual venue is the paper's own statement, and the sentence breaks off before naming that venue. The exposition itself had opened to great fanfare but failed to attract enough visitors, so a diplomatic event of this kind could also lend prestige to a fair struggling for attention.
