Il Piccolo of Trieste led with Finance Minister Giuseppe Volpi's departure for Genoa, where he was expected to pledge continued deflation, credit the lira's rise (quoted at 115 to the pound in London) to foreign confidence rather than state intervention, and praise the budget; a ministerial circular tightened stockbrokers' reporting of trading volumes. The same column carried Mussolini's speech to farmers with Senator Corradini's eulogy of the regime, a report on an Anglo-German industrialists' conference on tariffs, and an angry rebuttal of foreign stories about an Italian purchase of Angola and a war with Turkey. A second column reported the British Labour Party conference rejecting Communist affiliation by 2,706,000 votes to 349,000 and chairman Robert Williams attacking the miners' coal-embargo policy, next to a British health society's letter praising Italy's wholemeal-bread decree. An editorial column welcomed Minister Fedele's commission on a single lower secondary school and listed its advantages, from choosing a career at 14 instead of 10 to savings and steadier teaching staffs.

Anticipation for Volpi's statements today
A circular from the minister on compliance with Stock Exchange legislation – The lira quoted at 115 in London
ROME, 11 — This evening the Minister of Finance left for Genoa, where tomorrow, at the Chamber of Commerce, he will deliver the announced statements, which are awaited with the keenest anticipation in economic and financial circles. Tomorrow evening Count Volpi, together with the Under-Secretary of State for the Merchant Marine, the Hon. Celesia, will take part in the celebrations of Marco Polo and Christopher Columbus. The citizens of Genoa will take advantage of the celebration of the two daring navigators to confer honorary citizenship and pay solemn honours to the two new Italians, General Nobile and Commander De Pinedo, and to present a gold medal of merit to the Duke of the Abruzzi.
What the minister would say
As regards the speech to be delivered by the Minister of Finance, it is learned that it will not be very long, but will contain a concise yet precise examination of the financial situation, also in relation to the economic situation. Minister Volpi would make clear that it is the Government's firm intention not to retreat from the deflationary policy announced and carried out by the national Government, and he will deal with the satisfactory situation of our currency. Above all he will emphasize the spontaneity with which the revaluation of the lira has come about on all markets, which has been the effect of the ever-growing confidence of foreign financial markets in Italy and not of interventions by institutions or by the State. The Minister of Finance will also deal with the course of the stock markets, in order to deny the alarmist rumours and to declare that the Italian economic situation, and that of the various industries, deserves greater consideration and confidence from the public. The Minister of Finance will also touch on the flourishing condition of the State budget, which increasingly confirms the forecasts made at the beginning of the financial year.
Before leaving, Count Volpi was received by the Head of the Government, with whom he had a long conversation. The minister set out to the Hon. Mussolini the lines … also that of the number of securities traded, separately for cash and for forward transactions. To this end, the declarations that stockbrokers must submit in writing to the Stock Exchange syndicate for the compilation of the price list will also state, for each security, the quantity of securities traded. «I consider it superfluous to recall that every ascertained failure to observe the rules governing the activity of stockbrokers must be reported to this Ministry for the corresponding penal sanctions within its competence, giving notice of those already adopted by the deputation. I await an acknowledgement. – Minister Volpi».
Mussolini's speech to the farmers
The superb gathering of farmers at the Teatro Costanzi is judged one of the most Fascist ceremonies celebrated in the four years of the new regime. The will to achieve one of the greatest objectives of national economic independence is expressed in the Hon. Mussolini's sober and complete speech, a speech which, like the others delivered on other occasions, fits into the new rhythm imparted to Italian life. Senator Corradini observes in this regard: «The Franciscan festivities, the de facto rapprochement between Church and State, the reflowering of religious sentiment, the renewed cult of Rome, the Head of the Government's lesson in vast Roman history at Perugia, the search for all that is Roman, the battle for grain, agricultural development, the new fertility put into the soil by the eager effort of the farmers, the industrial expansion that will resume more soundly after this necessary period of retrenchment, the new military spirit in Italian youth, the care given to the preparation of arms on land, at sea and in the sky, the possibility of power that springs from the innermost depths of the Nation — these are all connected facts. Indeed, they are one single fact: it is Italy's reconquest of all the forms of her life in her depths, of all the sources of her life in time and space; it is Italy's gathering of all her forces to attain the fullness of her life and launch herself toward the future».

Anglo-German industrial overtures and the plan for a European economic union
LONDON, 11 — The Daily Chronicle states that the conference between German and British industrialists dealt above all with the question of customs tariffs. Each delegate had been given a copy of a very recent study compiled by the Bank of England and furnished with numerous charts, illustrating the customs tariffs of the various nations of Europe and the barriers they place on the different import items. According to the newspaper, the participants dwelt on the possibility of a new orientation of international trade, which could be described as a step toward the United States of Europe as far as the circulation of European products is concerned. Above all, the danger that could come to industrial nations from a return to the practice of «dumping» was pointed out. The German delegates, who represent a powerfully organized industry, presented data drawn from their by now long experience.
It is noted today that this conference was preceded, in the post-war period, by some attempts at rapprochement between British and German industrialists, which however remained without result. Already four years ago the president of the present meeting and Dawson had made a journey to Germany, seeking to lay the basis for some understanding, but this, like other subsequent attempts, remained fruitless. Certain eminent figures of British politics, who today all sit in the Baldwin Cabinet, had invited one of the most authoritative leaders of German industry to a banquet. Some claim that this personage was Hugo Stinnes; but these talks, too, had come to nothing.
Foreign nonsense about Italy
From the purchase of Angola to war against the Turks
ROME, 11 — The day before yesterday the international press launched a report utterly without foundation about the purchase of the Portuguese colonies of Angola by Italy. Today a newspaper that calls itself serious — the Daily Express — carries across six columns the announcement of an imminent war that Italy would declare on Turkey, and this nonsense is reproduced and amplified by the German press. «The motive of these fibs — writes the semi-official Tribuna — is clear: the aim is to show that our country is a factor of perpetual disturbance to the peace of Europe and that Fascist imperialism represents a grave threat to the international balance, and this to say nothing of other, even less avowable aims that such a system pro-

With new laws, spiritually armed and the Country united, the people disciplined, Italy given new respect among other nations, Italians are ready today to win this supreme battle too. For ancient Rome agriculture was the mainstay of empire, source of conquest and foundation. These memories alone ensure that the Duce's speech yesterday at the Costanzi marks a most important page in the history of the nation».
English applause for brown bread
Sir William Arbuthnot Lane, president of the New Health Society, has sent the Head of the Government a letter in which, in the name of the society itself, he congratulates H.E. Mussolini on the introduction in Italy of a single type of high-extraction bread, a measure which the New Health Society considers essential to the dietary hygiene of peoples. The letter reads as follows: «Sir William Arbuthnot Lane, president of the New Health Society, presents his compliments to H.E. the Duce and wishes to say with what deep pleasure the Council of the Society learned of the decree establishing the use of wholemeal bread alone for the Italian people, a practice which the Society has long sought to introduce in England, but so far without success. Among the numerous benefits that the Duce has brought to Italy, this essential contribution to the health and happiness of the people will certainly not be the least. The principal teaching of this society, supported by a most interesting group of doctors and scientists who gather in this country to discuss questions concerning the well-being of the public, is that pure food, and in particular wholemeal bread, forms the true basis of health, and that the consumption of impure foods, in particular white bread, is the cause of most of the diseases that afflict civilized peoples. Our society is therefore most grateful for the immense encouragement that the Duce's recent decree has given to its movement, and begs …

The British Labour Congress against affiliation to the Communist International
LONDON, 11 — Today the congress of the «Labour Party» opened, and naturally it dealt with the coal strike. The best-known Labour leaders were present, among them Macdonald and Thomas. The chair was taken by Robert Williams, «leader» of the party, who by an irony of fate bears the same surname as the president of the Mine Owners' Federation. Today's sitting was of great importance, since the party once again rejected the motion to affiliate the «Labour Party» to the Communist party. Some delegates wanted the proposal referred to the executive committee. The motion was at first rejected by a show of hands; then, at the request of a group of delegates of the extreme left, a vote by blocs was held. Each delegate represents a given number of party members, and the vote gave the following results: against the motion 2,706,000, in favour 349,000. The discussion on the strike gave rise to interesting statements by the chairman, Williams, who spoke very severe words against the «leader» of the miners. He accused the Miners' Federation of never having consulted the leadership of the «Labour Party» during the grave dispute; he sharply criticized the Federation for wanting to «impose the embargo», that is, to immobilize in the ports the vessels carrying foreign coal; he called such a gesture «the policy of despair» and recalled that it had already failed in 1921. According to Williams, the miners' resistance is heroic but harmful. The miners would like to be modern Samsons bent on breaking the pillars of the temple. In other words, they are eager to destroy the mines. They should instead remember that by annihilating this basic industry, everything that is called «British civilization» is destroyed. Such phrases raised the liveliest protes-

For a single lower secondary school
As readers of the Ultime Notizie know, our correspondent in Rome has reported that the Minister of Public Instruction, the Hon. Fedele, has decided to appoint a Commission charged with proposing possible reforms concerning the organization of all secondary institutes of the first grade and with studying the possibility of adopting a single type of lower secondary school.
The idea of a single lower secondary school has been put forward several times in the past, not only in Italy but elsewhere too; at present it is being debated in Austria as well, where it seems likely to take root. The very fact that the problem can be raised barely three years after the Gentile Reform shows its importance. For the present Minister of Public Instruction would not take it on if the advantages of so radical a reform did not appear truly considerable.
In a certain sense the Gentile Reform set the solution in motion. In fact — leaving aside the Complementary School — all the types of lower secondary school (Ginnasio, Technical Institute, Teacher-training Institute) were brought closer together by the introduction of Latin teaching, whereas before this subject was a distinctive feature and privilege of the Ginnasio, determining its splendid isolation. The subjects common to the three types of school are many: the Italian language, Latin, history and geography, mathematics, a foreign language; the Technical Institute and the Teacher-training Institute have drawing in addition to what the Ginnasio has; the Technical Institute has nothing of its own except the teaching of stenography in the third and fourth classes; the Teacher-training Institute has nothing specifically its own except the teaching of the elements of music and choral singing. The greatest differentiation is constituted, from the fourth ginnasio class onward, by the presence of Greek in the programme. So that, more or less, the first three classes of the three types of lower secondary school could already now, with a slight retouching, bring their programmes into line. Conscious of this great resemblance, Minister Gentile ordered that the admission examination to the first class be the same for all types of school. But the Hon. Fedele has already drawn a further and very important consequence from this affinity of programmes, by establishing, in article 8 of the Royal Decree of 4 May 1925, no. 653, that promotion or qualification obtained in the lower Ginnasio or in the lower courses of the Technical or Teacher-training Institute may be considered valid for enrolment in the corresponding class of an institute of a different type, and that admission obtained to the fourth class of the Ginnasio may count as admission to the fourth class of the Technical or Teacher-training Institute. Everyone can see in this provision the intention of moving toward the unity of the lower secondary school.
What reasons would recommend the new reform? Anticipating what the intentions of the Ministry of Instruction may be, let us suppose that the lower secondary school is to have four classes, that is, that the Technical Institute and the Teacher-training Institute keep the number of classes they have at present, while the Ginnasio is reduced from five classes to four, the Liceo course being increased instead from three classes to four. Let us look at the practical consequences: a single admission examination would give access, as happens now, but more rationally, to the first class of the single school; the admission examination to the fourth class of the Ginnasio would become superfluous; the pupils, having completed the fourth class, would sit an admission examination to the classical Liceo (4 years), or the scientific Liceo (4 years), or the Teacher-training Institute (3 years), or the Technical Institute (4 years), or the girls' Liceo (… years). This innovation would be of the utmost importance, because the choice of a school career would be made not at 10 (which in most cases is a real absurdity) but at 14, the age at which young people's aptitudes and inclinations show themselves more surely; in small provincial places the single school would make it possible to direct boys toward any type of upper secondary school and to keep them at home until their fourteenth year, whereas now the families of such places must either renounce their own aspirations or those of the boys, or send the boys away from home, at risk and at enormous expense, to the larger centres; the Government would realize a saving of millions, because in the large centres the number of classes of the secondary school would always be lower than the combined number of classes of the various types of institute; it could consequently improve the economic condition of teachers, inducing young people to devote themselves to this career, which most of them avoid today, and selecting the best elements more rigorously; the competitions for vacant chairs, instead of being distinguished by type, as happens now, would be common, and it would therefore be easier to fill vacant posts, eliminating the plague of substitute teaching and forming in every school a stable body of tenured teachers, who would have every interest in creating in their institute a tradition of excellence and organic unity; the reduced number of examinations would benefit the time devoted to teaching; the scientific collections and the libraries, of which at present, in the large cities, every lower school has its own, could, gathered in the single school, be enriched much more at considerably smaller expense.
We have listed the advantages as they came to mind; others, perhaps, might oppose them. What, by contrast, would the disadvantages be? Perhaps that all pupils without distinc-

How far the lira had moved toward Mussolini's Quota 90
Volpi's Genoa speech came less than two months after Mussolini's speech at Pesaro on 18 August 1926, which launched the revaluation later known as Quota 90 and set the goal at 92.46 lire to the pound sterling. Earlier in 1926 the lira had sunk as low as 150 to the pound, so the London quotation of 115 printed in this column shows that a large part of the climb had already taken place by mid-October. The paper presents the minister as wholly committed to deflation, yet Volpi's own preference, as historians record it, was a rate of 120 or 125 to the pound, and he regarded Mussolini's target as a drastic overvaluation. Read against that record, the 115 quotation already stood beyond the level the finance minister himself thought right, and the announced promise not to retreat from deflation bound him publicly to a course whose final target he considered excessive.
The government's claim of a 'spontaneous' revaluation
According to the preview, Volpi would stress that the lira's rise came spontaneously from foreign confidence in Italy and not from intervention by institutions or the State. That is the government's account as relayed by the paper, not an independent finding. Historians describe Quota 90 in other terms: many regard it as driven by Mussolini's wish to "exert his will" rather than by economic reasoning, and the target rate itself had been proclaimed as a political goal at Pesaro. The costs of the revaluation fell largely on wage earners, as Italian workers were pressed to accept pay cuts to match the new value of the lira. The column's reassurances about the stock market and the budget can therefore be read as part of an effort to present a politically chosen exchange rate as the verdict of the markets.
Labour at Margate: the Communists and the miners' embargo
The congress reported from London was the Labour Party's annual conference at Margate, held in October 1926 as the dateline shows. Its rejection of Communist affiliation continued the line set at the Liverpool conference of 1925, which ended the right of Communists to be individual members of the party. The "vote by blocs" the correspondent describes was the block vote, in which delegates cast the membership totals they represented; left-wingers who had hoped Margate would reverse the party's rightward drift were disappointed by its use, which fits the lopsided 2,706,000 to 349,000 result. Williams's attack on the miners' "embargo" referred to a real demand: on 15 July 1926 the Miners' Federation of Great Britain had asked the TUC General Council to impose an embargo on movements of coal, and the Council refused, offering financial support to the locked-out miners instead. The lockout was still running when the conference met; it ended between 27 and 30 November 1926, when the miners returned to work on lower pay and longer hours.
Pietro Fedele and the school policy behind the commission
Pietro Fedele, the minister the paper says was setting up the commission, was a historian who served as Minister of Public Education from 1925 to 1928. His appointment had been opposed by Giovanni Gentile, the former minister whose reform the editorial treats as the starting point for a single lower school. Fedele's recorded priorities in office were the complete fascistization of schools, including blocking the appointment of teachers who were not Fascist Party members, and the start of work on a single textbook for the whole nation. The editorial argues for the single school in administrative terms, such as a career choice at 14, savings and common teacher competitions, while the minister's documented programme pointed toward political control of teaching. Fedele left office on 9 July 1928 under criticism from within the party and was replaced by Giuseppe Belluzzo.

Il ministro ha esposto all'on.
