Il Piccolo of Trieste led its 9 October 1926 front page with “Roma mediatrice”, an editorial that used King Boris III's eighth jubilee to trace Bulgaria's recovery from defeat, civil strife and its refugee burden. The editorial hailed Foreign Minister Burov's visit to Mussolini as the completion of a Balkan policy that Fascist Italy had begun with the Italo-Yugoslav pact. A Rome report described the Fascist Grand Council unanimously approving Augusto Turati's principle that party offices would no longer be elected: the Duce would appoint the general secretary, who would appoint the provincial secretaries. The same column carried General Gonzaga's farewell to the Militia officers and plans for the March on Rome anniversary. A London dispatch described the Miners' Federation drawing back from withdrawing pit safety crews and sending the question back to the districts, while noting how few men had voted to return to work. On 3 October last the whole Bulgarian people celebrated with calm dignity the eighth anniversary of the accession to the throne of the present King, Boris III. In the newspaper articles recalling the event a single note dominated: the comparison between those troubled days when Boris ascended his father's throne and the slow but sure progress that Bulgaria has made over these eight years on the road to a definitive settlement.

When, in the days when the war ended disastrously for the Central Empires and their allies, Ferdinand was forced to abdicate in favour of his son, distrust and anarchy, working together, were driving Bulgaria irresistibly toward the abyss of civil war; and it was a true miracle that the capital could be saved from the vandal rage that drove the mutineers and the revolutionaries. The first difficulties of the new reign were followed by others, and worse, such as to make up the blackest pages of Bulgarian history in the last twenty years. Two opposed conceptions, two worlds in conflict and irreconcilably hostile, contended for mastery of the country in a most bitter struggle that cost blood: the young King himself more than once ran the risk of paying for his boldness with his life. The whole nation, under the especially heavy weight of defeat, the clashes of the revolutionaries, the mutinies, the assassination attempts, the collapse of every economic structure and the overturning of all moral and social values, was, it may well be said, in utter disarray, and offered a spectacle at once painful and frightening.

Today, instead, after eight years of constant and superhuman efforts, Bulgaria at last appears set on the road to its resurrection. The decisive victory over the elements of social disintegration, by assuring it calm, has enabled it to regain in part the esteem and confidence of the foreign powers that it had enjoyed before the disastrous war. Moreover, it has also been able to resolve, to great advantage, a particularly distressing problem, that of the refugees, which until now had weighed very heavily on its domestic policy, holding every effort at consolidation in suspense. The rapid and rational settlement of the masses of refugees will soon restore to national production a precious element that will contribute effectively to the restoration of the country's economic strength and well-being. Thus, writes a Sofia newspaper, «the Bulgarian soul, deeply wounded by the multitude of misfortunes it has had to bear, is returning to work. And although its pains are not completely soothed nor its wounds definitively healed, it does not doubt its rapid recovery».

It was in this atmosphere of full confidence in the recovery, and in the consequent success, of the Bulgarian people that the day before yesterday Foreign Minister Buroff made his journey to Italy and held his most cordial conversation with Benito Mussolini. Re-entering the active politics of the European states, Bulgaria, which forms so large and vital a part of the system of Balkan equilibrium, came first of all to Rome. Not only because it is conscious of Italian generosity toward it after its tremendous defeat, but also, and above all, because Italy today appears to be, and is, the principal element of that equilibrium, the high and sure guarantee of Balkan peace.

This friendly and disinterested resumption of contacts with the Bulgarian nation, which will undoubtedly be followed by a similar understanding with Hungary, closes and seals that cycle of continental and Balkan policy which Benito Mussolini began, with a bold eye and a truly brilliant conception, almost on the morrow of the March on Rome, with the Italo-Yugoslav pact of friendship. That pact, which only today reveals itself in all its grand and beneficial consequences, affirmed the concept of Adriatic peace as the fundamental premise for Italy's freedom of action in the Mediterranean and for the very stability of Europe after the whirlwind of the Great War. It affirmed it, but did not yet guarantee it. To arrive at that guarantee it was necessary to eliminate from the whole Adriatic and Danubian hinterland the hotbeds of disturbance, the causes of disorder, [?] [?] mutually jealous and unjust; and then, after pacifying them among themselves, to orient them toward Rome, so that the possible work of other powers interested in keeping the Balkans in an uncertain situation, to the danger of the nearby Adriatic, would be prevented or nullified. This was the design conceived; and it has been carried through to the end. Nor do we believe there is any nation sincerely concerned for European peace that should not rejoice at the results achieved by our Foreign Minister.

The turbulent history of this first stretch of the century has clearly shown how Balkan restlessness was one of the most dangerous hotbeds, of an almost permanent character, for the tranquillity of Europe. And if Italy, with firmness, silent tenacity and a generous spirit of understanding, has succeeded in helping to harmonize the policies of the Balkan capitals in their conflicting aspirations, it has accomplished, for the sake of peace and of the well-being of peoples, a highly meritorious work, with moral and economic consequences of the first order. Italy, unlike other powers, is directly interested, by its geographical position and its function as a Mediterranean power, in the life of the Near East. The revival, the industriousness and the cordial collaboration of those peoples, their cultural and social elevation, their intensified trade and their progress cannot fail to have beneficial repercussions on us, since the Adriatic is their natural outlet to the sea and Italy forms a kind of bridge between the Balkans and Western Europe.

The new Party statute

ROME, 8 — This evening at 10 p.m., in the hall of the Library of Palazzo Chigi, the Fascist Grand Council met to continue the work suspended at yesterday's session. Besides the Hon. Mussolini, those present were all the ministers, the undersecretaries to the Presidency, Foreign Affairs and the Interior, the Hon. Suardo, Grandi and Teruzzi, the quadrumvirs of the March on Rome, the Party general secretary the Hon. Turati, Sen. Corradini representing the National Union of Fascist Senators, Sen. Gentile representing the Federation of Fascist Culture, Gen. Bazan, chief of staff of the Militia, the Hon. Rossoni and Benni representing, respectively, the Confederation of Fascist Corporations and the Fascist Corporation of Industry, the vice-secretaries of the Party and all the other members of the national Directorate. The Hon. Giunta acted as secretary.

Opening the session, the Hon. Mussolini again gave the floor to the Hon. Turati, who began reading, article by article, the draft reform of the Party Statute, explaining at length the reasons for each individual provision. On the various changes, and particularly on the first twelve articles of the draft, which contains 40 articles in all, an important discussion took place in which all those present took part and in which the Head of Government frequently intervened. The fundamental criterion of the reform, which consists in the absolute elimination of the elective procedure in the designation of offices, was accepted unanimously. The discussion, which went on into the early hours of the morning, continues.

According to authoritative information, the draft reform of the Party statute submitted for the approval of the Grand Council provides as follows: At the summit of the hierarchy is the Duce. The Duce appoints the general secretary, who in turn appoints the provincial secretaries, who will keep their present title. The provincial secretary would also be the secretary of the Fascio of the provincial capital. Alongside the general secretary a national Directorate will be set up, composed of eight members elected by the Grand Council. The provincial regent and the national Directorate would constitute the National Council of the Party. Other provisions of the new statute would concern the composition of the Grand Council, to which, besides the present members, one representative of the workers' organizations and one of the employers' would be called to belong by right. The Prime Minister retains the power to call, from time to time, Party personnel of unquestionable Fascist merit to take part in sessions of the Grand Council.

ROME, 8 — This morning at 10, at Palazzo Viminale, H. E. General Gonzaga received in full assembly all the officers of the general command of the National Militia and addressed them with the following words: «Officers! I have gathered you to offer you my farewell on leaving the command of the Militia. Even if in this year that my command has lasted, for reasons of various kinds, I have not been able to have with each of you gentlemen as many immediate and continuous personal contacts as I would have wished, I have nevertheless observed and followed your daily work, and with the experience that comes to me from a long career it took me little effort to recognize the good will, the diligence and the faith with which each of you gentlemen constantly attends to his duties. For this I give to each, in leaving you, the share of praise due to him, praise all the more deserved because you lack that not inconsiderable share of immediate and essentially moral satisfactions that is found daily in the actual command of units. Yours is essentially silent and modest work in the general interest of the Militia and of Fascism, and as such it deserves to be especially appreciated, and I wish you that it may be so.

«As with all the other questions that, in my view, I held to be essential so that the Militia might be a firmer instrument and, as the Duce aptly puts it, ever more suited to the ends for which it arose, I have also, whenever I could and as far as my strength and my authority allowed, concerned myself with your position, your prestige and also your well-being. In this field too I wish you gentlemen to gather fruits worthy of your silent and faithful work. I believe a year has been enough for each of you who has feeling to notice how much sympathy, how much affection and how much unconditional solidarity, even through my frankly and essentially soldierly manner, I nourish toward the Black Shirt, which I consider my uniform as much as my general's tunic. Sympathy, affection and solidarity that date neither from a day nor from a year, but date back, and were also given practical expression. You perhaps do not know it, but I know it, and others know it, ever since the time when it might not have been prudent to show them. With this I give you gentlemen my last greeting as commander, and invite you to acclaim with me the two supreme forces that represent for every Italian and every Fascist the greatness and the future of the Fatherland: H. M. the King and the Duce. Long live the King! Long live the Duce!»

A new “referendum” on abandoning the pits

LONDON, 8 — The 200 delegates of the Miners' Federation met this morning to discuss the policy to follow after yesterday's grave decisions. Night brings counsel, and the atmosphere this morning was much changed. The delegates showed that they feared the consequences of their decisions and resolved to leave the districts to decide what to do. As is known, the question is one of withdrawing from work also the men assigned to the pumps, the lifts and the maintenance of the pits. But such a gesture sounds above all like a challenge to the Government and the Nation. It cannot be allowed that the mine pits, the prime source of the country's wealth, should be destroyed. Withdrawing the maintenance crews from the pits means that work could not be resumed for a very long time; not only that, water would flood the galleries and gas would accumulate there, making entry deadly. The cost of putting the pits back into operation would be so heavy that many mines that today have a small margin of profit certainly could not bear the burden of the consequences. In 1919, in another memorable strike, the Miners' Federation had withdrawn in some districts the crews of workers assigned to the safety of the pits. The consequence was that certain mines were never reopened from then on, so deep and irreparable had the damage been. Certainly today the Government would not tolerate such a catastrophe and would send sailors to work the pits. Furthermore, the Minister of Mines has made it known that he now has a long list of people ready to come forward voluntarily. These reasons explain why this morning the Miners' Federation appeared rather perplexed. It fears, first, the resentment of public opinion, which would deprive the miners of the currents of sympathy they still enjoy in many circles, and, second, a defeat in the face of the energetic measures the Government is prepared to take. Once again, therefore, the Federation invites the districts to give their verdict. The dispute will remain suspended until the new votes have been held and the answers brought to London. These answers will not come before Thursday, but the latest vote is the one whose results became known yesterday, and which gave 737,000 votes in favour of the strike against 42,000 in favour of returning to work. The Daily Telegraph notes that this vote is a degeneration of democratic systems. It is indeed strangely illogical that only 42,000 miners should turn out to be in favour of resuming work, when the statistics say that 187,000 miners have already gone back to the pits. Thus, for example, in the district of Annek Chase only 2,000 men took part in the vote, whereas that district counts 10,000, the majority of whom have resumed work. If the Miners' Federation did not today have the nerve to carry out the decision taken yesterday to abandon the pits, it did, however, dare to suspend from office the miners' representative, the MP Spencer, who is accused of having shown himself in favour of resuming work. Cook is once again preaching his formula, which he had completely forgotten during the long and laborious negotiations. His formula says: «Not a penny less and not an hour more». The phrase alludes to the labour agreement. Cook has declared that after yesterday's victory the Federation intends to take up again in full its programme of the first days of the strike.

VIENNA, 8 — This afternoon a Council of Ministers was held at which the demands of the state employees were examined. It was decided to postpone negotiations with the state employees to 12 October. It is expected, however, that the strike of all the employees of the Bund will be proclaimed tomorrow afternoon, as the ultimatum expires tomorrow at noon.

Burov's Rome visit and the Adriatic settlement of 1924

The editorial presents Atanas Burov's talks with Mussolini as the closing piece of a Balkan design that, in its account, began with an “Italo-Yugoslav friendship pact” concluded soon after the March on Rome. The documented agreement behind that claim is the one Italy and the Kingdom of Serbs, Croats and Slovenes reached in Rome on 27 January 1924, which ended the long quarrel over Fiume; a joint commission then worked out the border, and its results were agreed in the Treaty of Nettuno on 20 July 1925. Burov was a new foreign minister, having taken office on 4 January 1926, and he held the post until 1931. His record in that office matches the editorial's emphasis on refugees: with the finance minister Mollov he negotiated a Refugee Loan and a Stability Loan, and won an extension of the moratorium on reparation debts. The editorial's other claims are Fascist advocacy rather than established results of the visit. These include the claims that Bulgaria came “first of all” to Rome, that Italy was the guarantor of Balkan peace, and that a Hungarian understanding would “undoubtedly” follow.

How Turati's statute replaced party elections with appointments

The Grand Council report shows Augusto Turati, PNF secretary from 1926 to 1930, reading his 40-article draft statute article by article while Mussolini repeatedly intervened. The core of the reform, which the paper says was accepted unanimously, removed elections from the choice of party officers. The Duce would appoint the general secretary, the general secretary would appoint the provincial secretaries, and the Grand Council itself would elect an eight-member national Directorate. The Grand Council was itself a creation of the new regime: it was founded on 15 December, weeks after the King handed Mussolini power in October 1922, and it served as the supreme organ of the PNF. The statute followed the broader turn of early 1925, when Mussolini dropped all pretence of democracy and set up a dictatorship. Inside the party the change meant that local Fascists no longer chose their own leaders, and appointments ran downward from Mussolini. The details printed on “authoritative information” use conditional verbs for the National Council and for the union and employer seats on the Grand Council, so the page reports a draft still under debate.

Why the miners threatened to pull the pit safety crews

By October 1926 the British coal dispute had outlasted the general strike of 4–12 May. The TUC had called that strike in an unsuccessful attempt to force the government to prevent wage cuts and worse conditions for 1.2 million locked-out miners. The dispute went back to the Samuel Commission, which reported on 10 March 1926 and recommended a 13.5 per cent cut in miners' wages and the end of the government subsidy. The Miners' Federation had already rejected the owners' wage demands with the slogan “Not a penny off the pay, not a minute on the day”, which Il Piccolo renders as Cook's “Not a penny less and not an hour more”. Withdrawing the men who worked the pumps, lifts and upkeep of the pits was the Federation's most extreme weapon. As the dispatch explains, flooding and gas could close pits for good, so the threat struck at the owners' capital and challenged the government directly. The reported counter-measures, sailors at the pumps and the Minister of Mines' list of volunteers, followed the pattern of May, when the government was well prepared and enlisted middle- and upper-class volunteers to keep essential services running. The ballot figures the paper quotes come through the hostile Daily Telegraph: 737,000 votes to continue against 42,000 to return, while 187,000 men were said to be back at work. They point to a drift back to work that the Federation's vote did not register.

Why the regime celebrated 28 and 31 October

The notice that rallies would be held across Italy on 28 October and that Mussolini would speak in Rome on 31 October follows the calendar of 1922. On 28 October 1922 Mussolini attempted the coup that Fascist propaganda called the March on Rome, in which almost 30,000 Fascists took part. On 31 October he was asked to form a cabinet while some 25,000 Blackshirts paraded in the capital. The quadrumvirs listed among those present at the Grand Council on the same page were the men who had led that march: Emilio De Bono, Italo Balbo, Michele Bianchi and Cesare Maria De Vecchi. Historical accounts describe the march as the force that precipitated a transfer of power within the constitution, while the regime later celebrated it as a conquest of power. The paper's promise of a “superb review of the Fascist forces” belongs to that celebratory version.

Tutta la nazione, sotto il peso particolarmente grave della sconfitta, i conflitti dei rivoluzionari, gli ammutinamenti, gli attentati, il crollo d'ogni struttura economica e il sovvertimento di tutti i valori morali e sociali, era, può ben dirsi, allo sbaraglio, offriva uno spettacolo penoso e insieme pauroso. Oggi invece, dopo otto anni di sforzi costanti e sovrumani, la Bulgaria appare finalmente orientata verso la sua resurrezione. La vittoria decisiva sugli elementi della disgregazione sociale, assicurandole la calma, ha fatto sì ch'essa abbia potuto riconquistare in parte quella stima e fiducia delle potenze estere di cui aveva goduto prima della guerra disastrosa. Inoltre, ha potuto anche risolvere, con grande vantaggio, un problema particolarmente angoscioso, quello dei rifugiati, che sino ad ora aveva pesato in modo assai grave sulla sua politica interna, tenendo in sospeso ogni sforzo per il consolidamento. La sistemazione rapida e razionale delle masse dei rifugiati non tarderà a ridare alla produzione nazionale un elemento prezioso che contribuirà validamente alla restaurazione delle forze economiche e del benessere del paese. Così - scrive un giornale di Sofia - «l'anima bulgara, profondamente ferita in seguito alla moltitudine di sciagure ch'ella ha dovuto sopportare, ritorna a operare. E sebbene i suoi dolori non siano completamente placati nè le sue piaghe definitivamente cicatrizzate, essa non dubita della sua rapida guarigione». In quest'atmosfera di piena fiducia nel risanamento e nella conseguente riuscita del popolo bulgaro s'è compiuto, ieri l'altro, il viaggio del ministro degli Esteri Buroff in Italia e il suo cordialissimo colloquio con Benito Mussolini. Rientrando nella politica attiva degli Stati europei, la Bulgaria, che forma tanta e vitale parte del sistema dell'equilibrio balcanico, è venuta per prima cosa a Roma. Non soltanto perchè conscia della generosità italiana verso di lei dopo la sua tremenda disfatta, ma anche, e sopra tutto, perchè l'Italia oggi appare ed è, l'elemento principale di cotesto equilibrio, la garenzia alta e sicura della pace balcanica. Questa ripresa amichevole e disinteressata di contatti con la nazione bulgara, cui senza dubbio seguirà un'intesa analoga con l'Ungheria, chiude e suggella quel ciclo di politica continentale e balcanica che Benito Mussolini iniziò, con occhio ardito e concezione veramente geniale, all'indomani quasi della Marcia su Roma, col patto d'amicizia italo-jugoslavo. Quel patto, che soltanto oggi si rivela in tutte le sue grandiose benefiche conseguenze, affermava il concetto della pace adriatica come premessa fondamentale alla libertà d'azione italiana nel Mediterraneo e alla stessa stabilità dell'Europa, dopo il turbine della grande guerra. L'affermava, ma non ancora la garantiva. Per giungere a cotesta garenzia era necessario eliminare da tutto il retroterra adriatico e danubiano i focolai di turbamento, le ragioni del disordine, [?] [?] reciprocamente gelosi e ingiusti; e quindi, dopo averli pacificati tra loro, orientarli su Roma, onde fosse impedita o annullata l'eventuale opera d'altre potenze interessate a mantenere nei Balcani una situazione aleatoria, con pericolo del vicino Adriatico. Questo era il disegno concepito; ed è stato condotto a termine. Nè crediamo vi sia nazione sinceramente sollecita della pace europea, la quale non debba rallegrarsi dei risultati conseguiti dal nostro ministro degli Esteri. L'Italia, al contrario di altre potenze, è direttamente interessata, per la sua posizione geografica e la sua funzione di potenza mediterranea, alla vita del vicino Oriente. Il Gran Consiglio decide l'abolizione delle cariche elettive nel P. N. F. Il nuovo statuto del Partito ROMA, 8 Stasera alle ore 22 nel salone della Biblioteca di Palazzo Chigi si è riunito il Gran Consiglio fascista per continuare i lavori sospesi nella seduta di ieri. Oltre all'on. Mussolini erano presenti tutti i ministri, i sottosegretari alla Presidenza, agli Esteri e agli Interni, l'on. Suardo, Grandi e Teruzzi, i quadrumviri della Marcia su Roma, il segretario generale del Partito on. Turati, il sen. Corradini in rappresentanza dell'Unione nazionale dei senatori fascisti, il sen. Gentile in rappresentanza della Federazione di cultura fascista, il gen. Bazan, capo di S. M. della Milizia, gli on. Rossoni e Benni in rappresentanza, rispettivamente della Confederazione delle Corporazioni Fasciste e della Corporazione fascista dell'industria, i vice segretari del Partito e tutti gli altri membri del Direttorio nazionale. Fungeva da segretario l'on. Giunta. Aperta la seduta l'on. Mussolini ha dato nuovamente la parola all'on. Turati, il quale ha iniziato la lettura, articolo per articolo, del progetto di riforma dello Statuto del Partito, illustrando diffusamente le ragioni di ogni singola disposizione. Sulle varie modifiche e particolarmente sui primi dodici articoli del progetto, contenente complessivamente 40 articoli, si è svolta un'importante discussione alla quale hanno partecipato tutti i presenti e nella quale ha frequentemente interloquito il Capo del Governo. Il criterio fondamentale della riforma, che consiste nell'assoluta eliminazione del procedimento elettivo nella designazione delle cariche è stato accolto all'unanimità. La discussione protrattasi fino alle prime ore del mattino continua. Secondo informazioni autorevoli lo schema di riforma dello statuto del Partito sottoposto all'approvazione del Gran Consiglio, dispone quanto segue: A somma della gerarchia è il Duce. Il Duce nomina il segretario generale, il quale a sua volta nomina i segretari provinciali che conserveranno l'attuale denominazione. Il segretario provinciale sarebbe anche il segretario del Fascio capoluogo di provincia. Accanto al segretario generale sarà costituito un Direttorio nazionale, composto di otto membri eletti dal Gran Consiglio. Il reggente provinciale e il Direttorio nazionale costituirebbero il Consiglio Nazionale del Partito. Altre norme del nuovo statuto riguarderebbero la composizione del Gran Consiglio, del quale sarebbero chiamati a far parte di diritto oltre ai membri attuali, un rappresentante delle organizzazioni dei lavoratori ed uno dei datori di lavoro. Rimane in facoltà del Primo ministro di chiamare di volta in volta a partecipare alla seduta del Gran Consiglio personale del Partito di indiscutibile merito fascista. I colloqui del Capo del Governo Il comiato del gen. Gonzaga dagli ufficiali del comando della Milizia ROMA, 8 Stamane alle 10, a Palazzo Viminale, S. E. il generale Gonzaga ha ricevuto a gran rapporto tutti gli ufficiali del comando generale della Milizia nazionale ed ha loro rivolto le seguenti parole: «Signori ufficiali! Li ho riuniti per porgere loro il mio saluto nel lasciare il comando della Milizia. Anche se in questo anno che il mio comando è durato, per ragioni di vario genere, io non ho potuto avere con ognuno di lor signori contatti personali immediati e continui, quanti ne avrei desiderati, io ho però osservata e seguita l'opera loro diuturna, e con la esperienza che dalla lunga carriera mi deriva, non ho durato molta fatica a rendermi conto della buona volontà, della assiduità e della fede con cui ognuno di lor signori attende costantemente ai propri doveri. Di questo io dò ad ognuno, nel lasciarvi, la parte di lode che gli spetta, lode tanto più meritata in quanto manca a loro quella parte non indifferente di soddisfazioni immediate ed essenzialmente morali che si trova quotidianamente nel comando effettivo di reparti. Il loro è lavoro essenzialmente silenzioso e modesto nell'interesse generale della Milizia e del Fascismo e come tale merita di essere particolarmente apprezzato, ed io auguro loro che così sia. «Come di tutte le altre questioni che, secondo il mio modo di vedere, io ho ritenute essenziali perchè la Milizia fosse strumento più saldo e, come ben si esprime il Duce, sempre più adeguato ai fini dei quali è sorta, io mi sono, anche ogniqualvolta ho potuto e per quanto me lo hanno consentito le mie forze e la mia autorità, interessato della loro posizione, del loro prestigio ed anche del loro benessere. Anche in questo campo io auguro a lor signori di raccogliere frutti adeguati alla loro opera silenziosa e fedele. Credo che un anno sia bastato perchè ognuno di loro che abbia sentimento abbia potuto accorgersi di quanta simpatia, di quanto affetto e di quanta incondizionata solidarietà, anche attraverso la mia forma francamente ed essenzialmente soldatesca, io nutra verso la Camicia nera che considero mia divisa quanto la mia giubba di generale. Simpatia, affetto e solidarietà che non datano nè da un giorno nè da un anno, ma datano ed ebbero anche pratica esplicazione. Loro forse non lo sanno, ma lo so io e lo sanno altri, fin da quando poteva non essere prudente il manifestarsi. Con questo io porgo a lor signori il mio ultimo saluto di comandante, e li invito ad acclamare con me alle due forze supreme che rappresentano per ogni italiano e per ogni fascista la grandezza e l'avvenire della Patria: S. Nuova Serie - N. 2132 La minaccia dei minatori inglesi Un nuovo " referendum,, per l'abbandono dei pozzi LONDRA, 8 I 200 delegati della Federazione dei minatori si sono riuniti stamane per discutere sulla politica da seguire dopo le gravi deliberazioni di ieri. La notte porta consiglio e l'atmosfera era stamane molto mutata. I delegati hanno mostrato di temere le conseguenze delle loro deliberazioni e hanno stabilito di lasciare i distretti arbitri della decisione da prendere. Come è noto si tratta di allontanare dal lavoro anche gli uomini addetti alle pompe, agli ascensori e alla manutenzione dei pozzi. Ma un simile gesto suona anzitutto sfida al Governo e alla Nazione. Non si può ammettere che i pozzi delle miniere, fonte prima della ricchessa del Paese, vengano distrutti. L'allontanare dai pozzi le squadre addette ai lavori di manutenzione, significa che il lavoro non potrebbe venir ripreso per lunghissimo tempo; non solo, le acque invaderebbero le gallerie, e i gas vi si accumulerebbero rendendo mortale l'accesso. Le spese per riporre in esercizio i pozzi sarebbero così gravi che molte miniere aventi oggi un piccolo margine di attivo non potrebbero certo sottostare all'aggravio delle conseguenze. Nel 1919 in un altro memorabile sciopero la Federazione dei minatori aveva allontanato in alcuni distretti le squadre degli operai addetti alla sicurezza dei pozzi. La conseguenza fu che talune miniere non vennero da allora più riaperte, tanto profondi e irrimediabili erano stati i danni. Certo oggi il Governo non tollererebbe una simile catastrofe e invierebbe i marinai ai lavori dei pozzi. Inoltre il ministro delle Miniere ha fatto sapere di avere ormai un ampio elenco di persone pronte ad accorrere volontariamente. Questo ragioni fanno sì che stamane la Federazione dei minatori si sia mostrata alquanto perplessa. Si teme in primo luogo il risentimento dell'opinione pubblica che priverebbe i minatori delle correnti di simpatia di cui ancora godono in molti ambienti, e in secondo luogo uno scacco di fronte alle energiche misure che il Governo è disposto a prendere. Ancora una volta dunque la Federazione invita i distretti a pronunciarsi. La vertenza rimarrà sospesa fino a quando siano compiute le nuove votazioni e le risposte vengano portate a Londra. Tali risposte non si avranno che giovedì, ma l'ultima votazione avvenuta è quella i cui risultati si conobbero ieri e che diede 737. 000 voti favorevoli allo sciopero contro 42. 000 favorevoli alla ripresa del lavoro. Nota il Daily Telegraph che tale votazione è una degenerazione dei sistemi democratici. E ' infatti è stranamente illogico che soltanto 42. 000 minatori risultino favorevoli alla ripresa del lavoro, dal momento che le statistiche dicono come già 187. 000 minatori siano ritornati ai pozzi. Così, ad esempio, nel distretto di Annek Chase non partecipароno alla votazione che 2000 uomini, mentre quel distretto ne conta 10. 000, di cui la maggioranza ha ripreso il lavoro. Se la Federazione dei minatori non ha avuto oggi l'ardire di porre in effetto la deliberazione presa ieri per l'abbandono dei pozzi, ha osato però sospendere dalla funzione il rappresentante dei minatori, il deputato Spencer, il quale è accusato di essersi mostrato favorevole alla ripresa del lavoro. Cook torna a predicare la sua formula, di cui durante le lunghe e laboriose trattative si era completamente scordato. La sua formula dice: «Non un penny di meno e non un'ora di più». La frase allude al patto di lavoro. Cook ha dichiarato che dopo la vittoria di ieri, la Federazione intende riprendere intero il suo programma dei primi giorni dello sciopero. Lo sciopero degli impiegati austriaci verrebbe proclamato oggi VIENNA, 8 Nel pomeriggio di oggi si è tenuto un Consiglio di ministri nel quale sono state prese in esame le richieste degli impiegati statali. E ' stato deciso di rinviare le trattative con gli impiegati statali al 12 ottobre. Si prevede però che lo sciopero di tutti gli impiegati del Bund sarà proclamato domani nel pomeriggio, scadendo l'ultimatum domani a mezzogiorno.
