The Journal de Genève of 5 October 1926 led with an editorial signed W. M. on the continental steel cartel just signed in Brussels. It set out the promoters' claim that the cartel would share out production rather than cut it, reported Louis Loucheur's objections that no governments took part and that Britain was left out, and argued that by making "their own Locarno" the steel magnates gave the Franco-German rapprochement of Briand and Stresemann an economic footing. A column signed J. M. attacked the Federal Council's plan to raise Swiss stamp duties by some 11 million francs, saying the money would only pay for the officials' salary increases voted by the National Council. It urged the Council of States to cut off the funds. An Assisi correspondent described how the town was being restored for the seventh centenary of St Francis's death.

… of the arrangement insist that its aim is not to restrict production but to distribute it. What they want is to prevent the disorderly play of supply and demand, which inflates production excessively when prices rise and then drives prices down excessively once the market's needs are satisfied. It is clear that an arrangement of this kind cannot win the approval of liberal economists. The socialists, for their part, although they agree with the principle of international regulation, fear the purely capitalist and mercantile form of the present arrangement. They see in it a barely disguised means of raising prices by suppressing competition. That is why M. Loucheur, in an article in the Berliner Tageblatt, regretted that the cartel had been concluded without any participation by the governments, which alone are in a position to represent and protect the mass of consumers. The main aim of the cartel, in Germany above all, is to allow heavy industry to dominate the processing industry. That is a fact of great consequence, and that is why M. Loucheur sets against the steel cartel, a limited understanding between private interests, his own formula, that of the economic conference of the League of Nations: a general understanding making it possible to take account of all the national and economic interests involved.
M. Loucheur regrets, for similar reasons, that the cartel made no room for British industry. That is not, in truth, the fault of its promoters. They tried, in their own interest, to broaden its base as far as possible. In the first drafts, the organization's seat was to be in London, and British industry was to have a larger quota than France and Germany combined. Despite these conditions, advantageous in appearance, the British industrialists have so far preferred to stay outside the combination. But their place remains reserved, and it is not impossible that they will soon take it. In any case, the steel cartel is not directed against Great Britain. As for Italy, if it is not part of it, that is because it produces neither coal nor iron and, being a consumer, has no place in an organization of producers.
M. de Wendel, president of the Comité des forges de France, has stressed that the steel cartel has no political character. That may be so, in the intention of its creators. Its formation will nonetheless have the greatest political consequences. The cartel would hardly have been conceivable if a certain prior rapprochement had not taken place, in the moral and political sphere, between the German and French peoples. But it is truer still to say that this rapprochement would have had neither value nor durability had it not been based on a community of economic interests. In the past, the strongest opposition to any sincere détente came, in both countries, from the circles of big industry. The role of the Lorraine ironmasters in the occupation of the Ruhr has never been entirely cleared up. That of the Thyssens, the Vöglers and the Hugenbergs in the German nationalist reaction is obvious. The establishment of a sincere moral peace between the two countries would have been extremely difficult and precarious against the will and the interests of these great press magnates. The fact that they have made their own Locarno and their own Thoiry among themselves is a pledge of success for the peace policy of MM. Briand and Stresemann, and for all the efforts that will aim at cementing, in the face of the United States, the economic and moral unity of Western Europe.

The increase in stamp duties
It is with no enthusiasm whatever that the Council of States voted to take up the bill raising the stamp duties. Its ill humour is very understandable: its members, a good number of whom sit or have sat in cantonal governments, generally have a much keener sense than those of the other Assembly of the responsibilities of executive power. They had already gone a little higher on the salary scale for officials than the Federal Council's original proposals; but the gap was minimal, and the Federal Council was able to rally to the States' scale. It therefore seemed that budget balance was drawing near and that the additional effort requested by M. Musy on malt, beer, alcohol and stamps would suffice to balance revenue and expenditure. It was on this basis that the government submitted to the Chambers the bill on raising the stamp duty. But the whole situation has just been overturned by the demagogic decision of the National Council: if, every time a new economy is decreed or a new resource is found by the treasury, the people's deputies dig a fresh hole of a few millions in the budget, what is the use of taking these measures of financial recovery? Instead of encouraging good administration, they become, on the contrary, a bait for the squanderers of public money. Any increase in revenue ought to be rigorously refused as long as one of the Councils continues its race to the abyss of spending.
So it is no surprise that, in the Council of States, several voices were raised and nearly a third of the hands went up against taking up the bill raising the stamp duty: M. Pierre de Meuron of Neuchâtel, the representative of the centre in that Council, vigorously opposed the increase of a tax that is in reality a second wealth tax; M. Brügger, a Catholic from the Grisons, argued in the same sense, stressing how absurd it would be for the Council of States to decree 11 millions in surcharges that would be swallowed up by decisions of the other Chamber contrary to its wishes. M. Isler, an Aargau Radical, observed that with the 40 millions already collected at present, the new stamp duty would bring the Confederation revenues as large as the customs duties before the war. And M. Messmer, a St. Gallen Catholic, declared that the people would no doubt have rejected the stamp duties in the vote of 13 May 1917 had it suspected that […]

Call these various increases and new taxes what you like; the result will nonetheless be, in fact, an additional tax of 11 millions levied by the Confederation. Deputies and citizens who might have been prepared to accept it had it served the purpose for which it was created, restoring financial balance, will find it unacceptable that the State should levy it to raise officials' salaries. The Council of States, which until now has shown more wisdom than the National Council on the question of salaries, has a great part to play if it so wishes; it would only have to tell its younger brother firmly, "If you go on squandering, I'll cut off your allowance," for everything to fall back into order. The stamp tax gives it the opportunity.

On 3 October 1226, in the valley that runs from Spoleto to Perugia, ten paces from a tiny sanctuary said to date back to the fourth century, Jean, son of Bernardone, a cloth merchant of Assisi, whom his father had nicknamed François, that is, "the Frenchman", breathed his last at the age of 44, naked on the naked earth, surrounded by a few disciples clad in coarse habits of grey wool.
To give extraordinary prominence to the seventh centenary of the death of the "Poverello" (or, in the liturgical expression, of his "passing"), the Holy See and the Italian government decided, by common agreement, to celebrate the event with grand and evocative festivities, whose programme was drawn up by an international religious and civil committee.
For the occasion, Assisi has made a point of rejuvenating its discreet and mystical beauty. Under the active and skilful direction of its mayor, M. Arnaldo Fortini, an inspired poet and learned historian, author of a Life of Saint Francis composed from unpublished documents, which is appearing thanks to the support of M. Mussolini (who granted a subsidy of one million lire for the purpose), the little Umbrian town has been able to restore its principal buildings intelligently: the Palace of the Priors (the Town Hall), the Chiesa Nuova, built over the family home of the stigmatized saint, the old church of St Nicholas, the beautiful church of St Clare; to reopen the Sermentone gate, through which St Francis passed on his way to die at the Portiuncula; and to give the houses back their medieval character. The streets, christened with modern and sometimes ill-suited names, are taking back the naive and charming names they bore six centuries ago.
The basilica of St Francis, which rises on a spur west of the town with its reddish walls, and that of St Mary of the Angels, which emerges from the plain dotted with pale olive trees, have not escaped this fever of renovation. In the first, a highly talented architect, M. Ugo Tarchi, has freed the saint's tomb, hewn into the rock by Brother Elias, from the neo-classical ornaments of dubious taste with which it had been decked out
Context
Who founded the steel cartel, and on what shares?
The cartel that W. M. discusses was founded on 30 September 1926, five days before this issue, by the steel industries of France, Belgium, Luxembourg, the Saar and Germany under the name International Crude Steel Community. According to a historical overview, the Luxembourger Emil Mayrisch and the German Fritz Thyssen led the negotiations, which also had the support of the governments of the participating groups. That account gives German industry a quota of 40 per cent of total steel output. The editorial printed its own quota figures, but the OCR has destroyed most of that paragraph. The legible fragments mention an annual production figure of 27, a share of 43% for Germany, and quotas that were "modified at the last" moment. These broken numbers are the newspaper's and cannot be read as a firm table. The historical account of government backing also differs from the complaint the editorial attributes to Loucheur, that governments took no part at all. The name Thyssen appears in both texts. The editorial lists the Thyssens among the leaders of the German nationalist reaction, while the historical record names Fritz Thyssen as one of the cartel's builders. This overlap explains why W. M. saw the agreement as a 'Locarno' made by the very industrialists who had opposed détente.
Did the British take the seat kept for them?
W. M. wrote that British producers had so far stayed outside but that 'it is not impossible that they will soon' join. The 1926 arrangement itself did not last long enough for that. The historical record shows that the German group left first, in May 1929. In 1933 the cartel was refounded as the International Crude Steel Export Community, which regulated only the exports of the national cartel associations. British steel producers joined only in 1935, nine years after this editorial and in a body different from the one W. M. described. The paper's view that the cartel was 'not directed against Great Britain' should therefore be read alongside its own report that the first drafts had offered London the seat and the largest quota and that British industry had still refused.
What had the 1917 stamp duty vote decided?
The senators and the Thurgauer Zeitung quoted in J. M.'s column kept returning to the vote of 13 May 1917. On that day Swiss voters decided in a referendum whether to amend the federal constitution to cover stamp duties, and the proposal was approved by a majority of voters and of cantons. Its critics in 1926 argued that it had been sold to the people with assurances it would not be widened. The Thurgauer Zeitung's figure of a 'modest accepting majority of 22,000 votes' is the paper's own statement. J. M.'s case rested on a link between two separate bills: the 1926 plan for roughly 11.32 million francs in new or higher duties, and the National Council's vote on a higher salary scale for federal officials. The column claims that the second would absorb the first. That claim is the column's political argument. It came from a Geneva paper that wanted the Council of States to refuse new revenue until spending was checked.
How does the Assisi report fit the record of Francis's life?
The correspondent's opening details match the standard record. Francis was born Giovanni di Pietro di Bernardone, and his father Pietro, returning from business in France, took to calling his son Francesco. That matches the paper's 'Jean, son of Bernardone' and its gloss of the nickname as 'the Frenchman'. He died on 3 October 1226, aged about 44, so the festivities described here marked exactly seven hundred years since his death. The report's other claims rest on the correspondent alone: that the Holy See and the Italian government organised the celebrations together, that a joint religious and civil committee drew up the programme, and that Mussolini gave Mayor Arnaldo Fortini a subsidy of one million lire for his Life of Saint Francis. The restoration of named buildings and the clearing of the tomb by Ugo Tarchi are also the correspondent's account.

Le rôle des métallurgistes lorrains dans l'occupation de la Ruhr n'a jamais été tout à fait éclairci. Celui des Thyssen, des Vögler et des Hugenberg dans la réaction nationaliste allemande est évident. L'établissement d'une paix morale sincère entre les deux pays eût été extrêmement difficile et précaire contre la volonté et les intérêts de ces grands magnats de la presse. Mais toute la situation vient d'être bouleversée par la décision démagogique du Conseil national: si, à mesure qu'une nouvelle économie est décrétée ou qu'une nouvelle ressource est trouvée par le fisc, les députés du peuple créent un nouveau gouffre de quelques millions dans le budget, à quoi bon prendre ces mesures d'assainissement? Au lieu d'encourager à bien administrer, elles deviennent, au contraire, un appât pour les gaspilleurs des deniers publics. Toute augmentation de ressources devrait être rigoureusement refusée aussi longtemps que l'un des Conseils continue la course à l'abîme des dépenses. Aussi ne faut-il pas s'étonner si, au Conseil des Etats, plusieurs voix se sont fait entendre et près du tiers des mains se sont levées contre l'entrée en matière sur le projet élevant le droit de timbre: M. Tels députés et citoyens qui auraient pu être disposés à l'accepter s'il avait rempli le but pour lequel il était créé: rétablir l'équilibre financier, jugeront inadmissible que l'Etat le prélève pour augmenter les traitements des fonctionnaires. Pour donner au VIIe centenaire de la mort du «Poverello» - ou, selon l'expression liturgique, de son «passage» - un relief extraordinaire, le Saint-Siège et le gouvernement italien ont décidé, d'un commun accord, de célébrer cet événement par des fêtes grandioses et suggestives dont le programme a été dressé par un comité international religieux et civil. Assise a tenu, pour la circonstance, à rajeunir sa discrète et mystique beauté. Sous l'active et habile direction de son maire, M. Arnaldo Fortini, poète inspiré et historien érudit, auteur d'une Vie de saint François, composée d'après des documents inédits, qui paraît grâce à l'appui de M. Mussolini (lequel a accordé à cet effet un subside d'un million de lires), la petite ville ombrienne a été en mesure de restaurer intelligemment ses principaux édifices: le palais des Prieurs (l'Hôtel de ville), la Chiesa nuova, bâtie sur la maison paternelle du stigmatisé, la vieille église de Saint-Nicolas, la belle église de SainteClaire, de rouvrir la porte du Sermentone par où passa saint François pour s'en aller mourir à la Portioncule, de rendre aux maisons leur cachet médiéval. Les rues, baptisées de noms modernes et parfois déplacés, reprennent les noms naïfs et charmants qu'elles portaient il y a six siècles. La basilique de Saint-François, qui se dresse sur un éperon à l'ouest de la ville aux murs rougeâtres, et celle de Sainte-Mariedes-Anges, qui émerge de la plaine piquée de pâles oliviers, n'ont pas échappé à cette fièvre de rénovation.
