L’Écho annamite

L’Écho annamite linked electoral rivalry to disputes over the treatment of Annamites: Dejean de la Batie invoked the reception for Bui-quang-Chiêu and a bank employees’ strike to explain possible boycotts of Lachevrotière’s fellow candidates. An electoral appeal sought renewed confidence through independence from the administration and continued advocacy of unresolved claims. The international report followed the Seventh League Assembly’s decisions on arbitration, international law, representation, mandates, journalists and slavery, alongside a postponed debate over the League’s authority.

The Ardin–Lachevrotière contest

Last March 24, a demonstration took place on the Messageries Maritimes quay to mark Mr. Bui-quang-Chiêu’s return to Cochinchina aboard the Amboise. An immense crowd of Annamites came from every part of the country to welcome their compatriot. Led by Mr. de Lachevrotière, a handful of thugs threw stones and fired shots. A terrible brawl very nearly broke out; an internecine war between French and Annamites nearly erupted. This was how Mr. de Lachevrotière understood working for “Annamite advancement in order and peace.” It was through no lack of effort on his part that this advancement was not marked by bloodshed.

During the recent strike by indigenous employees of the Banque de l’Indochine, Mr. de Lachevrotière openly advocated, through his newspaper, a boycott of Annamite staff by local French firms—perhaps out of pure affection for the Annamites.

This bare enumeration could go on indefinitely. As it stands, it is enough to enlighten readers—and voters—about Mr. de Lachevrotière’s friendship for his racial half-brothers.

No doubt Mr. Ardin had this in mind when he maintained that Mr. de Lachevrotière’s fellow candidates risked being boycotted by the Annamites. On this occasion, Mr. Ardin merely gave these gentlemen a salutary warning. The possibility he foresaw could very well become a reality after Mr. de Lachevrotière’s many exploits of the kind we have just briefly recounted. Trung-Lâp-Bao is indeed being shunned by those who are half-compatriots of both its founder and myself.

ELECTIONS TO THE COLONIAL COUNCIL

Dear compatriots and voters,

We have reached the end of the mandate you entrusted to us four years ago.

We have fulfilled it to the best of our ability; we have gained from it only moral satisfaction, which, admittedly, is for us a far more enviable reward than the administrative favors with which compromises and surrenders of conscience are paid.

We have maintained an independence toward the Administration which, though bringing no profit, was sometimes attended by risks. In doing so, we merely performed our duty, for in seeking your votes we made a commitment to you whose gravity became clear to us whenever our country’s interests were at stake, and which we have scrupulously honored as honest people faithful to their word.

We now ask you to renew this mandate, which we believe we have not failed to fulfill.

We submit no program to you; experience has shown us the futility of promises whose fulfillment depends neither on the goodwill nor on the fervent wishes of those who make them. Moreover, most questions concerning the social and political status of the Annamites still await resolution, remain at the forefront of current affairs, and necessarily demand our attention. We shall not let the just claims they have prompted lapse; we shall renew them tirelessly until they are granted.

Our action will be guided, as it has been, by a rule of conduct flexible enough to adapt to every circumstance, yet firm enough to keep us on the path of duty: a determination to defend our constituents’ interests and faithfully express their feelings and aspirations.

Report of the Seventh Assembly of the League of Nations

Arbitration and security

On the proposal of Mr. Markowiteh (Kingdom of the Serbs, Croats and Slovenes), and following interventions by Mr. Wurtemberg (Sweden) and Mr. Gassin (France), the Assembly adopted the Third Committee’s report on arbitration and security. It emphasized the importance of the Locarno Treaty, whose entry into force had made Germany’s admission possible and whose principal purpose is to ensure peace. It affirmed its conviction that the general ideas emerging from the Locarno Treaty, as a framework for conciliation, arbitration and security through mutual guarantees, could be incorporated into the fundamental rules that should define the foreign policy of every civilized nation, and expressed its hope that these principles would be recognized by all states.

Codification of international law

On the report of Mr. Metta (Switzerland), the Assembly took note of the work accomplished by the committee charged with studying the progressive codification of international law.

Mr. Zekle’s report

On the report of Mr. Zeble (Denmark), it entrusted the League of Nations Secretariat with studying a general system of proportional representation for electing the non-permanent members of the Council and preparing a report for next year.

For journalists

On the report of Mr. Jaramille (Colombia), the Assembly took note of the work on organization, communications and transit, and adopted the Chilean delegation’s proposal concerning facilities to be granted to journalists following the League of Nations debates.

Approval of the Broukère report

The Assembly then approved the work of the Mandates Commission, on the report of Mr. de Broukère (Belgium) and following an intervention by Mr. Nacken (Norway), and thanked the Commission for its devotion to its delicate mission.

Until next year

After taking note of the First Committee’s report on the British delegation’s proposal to define the competence of the League of Nations, and hearing the explanations given by Mr. Barthélémy (France), Lord Cecil (British Empire), Foster (Canada) and Viotta (Switzerland), the Assembly decided, on the proposal of Mr. Bénès (Czechoslovakia), to postpone consideration of this question until next year.

Slavery

On the report of Lord Cecil (British Empire), and following statements by Mr. Bonin Longare (Italy), Mr. Edward Charnier (India), Mr. Peroir d’Andrale (Portugal), Mr. Arva (Persia) and Mr. Sérot (France), the Assembly adopted the text of the convention concerning slavery. This convention is open to signature by states from Saturday.

Context

How earlier confrontations became electoral liabilities

Dejean de la Batie connects two forms of collective pressure. He accuses Lachevrotière of leading violence against the crowd welcoming Bui-quang-Chiêu on March 24 and, during the subsequent bank employees’ strike, advocating a boycott of Annamite personnel by local French firms. In this argument, an employment boycott directed against Annamites supplies a reason for Annamites to withdraw support from Lachevrotière’s fellow candidates. Ardin’s warning thus acquires a concrete political mechanism: candidates sharing a list could bear the consequences of their associate’s conduct. The assertion that Trung-Lâp-Bao was already being shunned supplies an example of this collective pressure operating through newspaper readership. The author’s sarcasm about affection for Annamites attacks the gap he sees between professions of peaceful advancement and actions affecting public assembly and livelihoods.

Representation within colonial administration

The appeal makes independence from the Administration the basis of its request for another mandate. It contrasts moral satisfaction with administrative favors and promises persistence on unresolved social and political claims while refusing a formal program. Hue-Tam Ho Tai’s account supplies an earlier institutional context: the instructions carried by Cochinchina’s first civilian governor in 1879 combined the creation of civilian government with a proposed Vietnamese role in administering the colony. Vietnamese participation was therefore being discussed within a colonial administrative framework. In the 1926 appeal, the candidates distinguish their own conduct from outcomes they cannot secure through goodwill alone. Their pledge is to resist inducements, defend constituents and keep claims alive until accepted, making fidelity to representation the standard by which they ask voters to judge them.

Locarno, representation and international oversight

The Assembly report places the search for peace beside questions about who exercises international authority. A November 1926 account in Proceedings records Germany’s admission and the expansion of non-permanent Council seats from six to nine, giving concrete stakes to the newspaper’s item on proportional representation. That later account describes German admission as a preliminary to Locarno ratification, while the newspaper presents Locarno’s entry into force as enabling admission; both connect the peace settlement with League membership. The Covenant gave the Assembly and Council broad competence over peace and assigned a permanent commission to examine mandatory powers’ annual reports. Those provisions explain the institutional relationships behind the items on competence and mandates. The slavery convention’s preamble explicitly addressed the danger of forced labor developing into conditions analogous to slavery, linking the Assembly’s treaty-making to the regulation of coercive labor.

Le 24 mars dernier, une manifesta-
tion eut lieu, sur le quai des Messa
geries Maritimes, à l'occasion du retour
en Cochinchine deM.Bui-quang-Chiêu
par YAmboise. Une foule considérablt.
d'Annamites accouraient, de tous les
points du pays, au-devant de leur com-
patriote. Conduits par M. de Lache-
vrotière, une poignée de voyous je-
tèrent des pierres, tirèrent des coups
de feu. Peu s'en fallut qu'une bagarre
épouvantable ne se déclanchât,
qu'une guerre intestine franco-anna-
mite n'éclatât. C'est ainsi que M. de
Lachevrotière entendait travailler
pour « l'évolution annamite dans l'or-
dre et la paix ». Ce n'est pas de sa
faute si elle ne fut point marquée par
des événements sanglants.
Lors de la récente grève des emplo-
yés indigènes de la Banque de l'lndo-
chine, M. de Lachevrotière, par la
voie de son journal, préconisa sans
ambage le boycottage du personnel
annamite par les firmes françaises de
la place, par pure annamitophilie peut-
être.
Cette énumération sèche pourrait
s'allonger à l'infini. Telle qu'elle est,
elle suffit à édifier les lecteurs — et
les électeurs, — sur l'amitié de M. de
Lachevrotière pour ses demis-frères
de race.
Sans doute, M. Ardin y pensait-il
en soutenant que les co-listiers de
M. de Lachevrot.ière risquaient d'être
boycottés par les Annamites. M. Ar-
din ne fit, en l'occurence, que donner
un avertissement salutaire à ces mes-
sieurs. L'éventualité prévue par lui
pourrait fort bien se réaliser, après
les multiples exploits de M. de La-
chevrotière du genre de ceux que nous
venons de relater succinctement. Le
Trung-Lâp-Bao est bel et bien mis à
l'index par les demis-compatriotes de
son fondateur et les miens.

Nous avons observé vis -à vit de VAdministration une indépendance qui, pour
être sans profit, ri allait pas parfois sans risques. Ce faisant, nous avons accompli
seulement notre devoir, car en briguant vos suffrages nous avons pris, par devers
vous, un engagement dont la gravité nous est apparue aux heures où les intérêts
de notre pays se sont trouvés en jeu et auquel nous avons scrupuleusement fait hon-
neur en honnêtes gens fidèles à la parole donnée.
Ce mandat, auquel nous avons conscience de riavoir pas failli, nous venons vous
en demander le renouvellement.
ISous ne vous soumettons aucun programme ; l'expérience nous a démontré
Vinanité des promesses dont la réalisation ne dépend ni de la bonne volonté ni de la
ferveur des vœux de celui qui les fait. Aussi bien, la plupart des questions touchant
le statut social et politique des Annamites, qui attendent encore leur solution, de-

Arbitrage et sécurité
Sur la proposition de MM. Marko-
witeh (Royaume des Serbes, Croates
et Slovènes) et après intervention de
MM. Wurtemberg (Suède) et Gassin
(France) elle a adopté le rapport de
la troisième Commission sur la ques-
tion d'arbitrage et de sécurité. Elle a
souligné l'importance du traité de Lo-
carno dont l'entrée en vigueur a ren-
du possible l'admission de l'Alle-
magne et dont le but principal
est d'assurer la paix. Elle a affirmé
sa èonvicition que les idées générales
qui se dégagent du traité de Locarno
en tant qu'organisme de conciliation
d'arbitrage et de sécurité par garantie
mutuelle, sont susceptibles d'être ad
mises par les règles fondamentales
qui doivent définir la politique étran-
gère de chaque nation civilisée, et a
exprimé son espoir que ce3 principes
seront reconnus par tous les Etats.
Codification du droit international
Sur le rapport de M. Metta (Suisse),
l'Assemblée a pris connaissance des
travaux accomplis par le Comité char-
gé d'étudier la question de la codifica-
tion progressive du droit internatio-
nal.
Le rapport de M. Zekle
Sur le rapport de M. Zeble (Dane-
mark) elle a confié au Secrétariat de
la Société des Nations le soin d'étudier
un système de représentation pro-
portionnelle générale pour l'élection
des membres non permanents au Con-
seil et préparer un rapport pour l'an-
née prochaine.
Pour les journalistes
Sur le rapport de M. Jaramille (Co
lombie) l'Assemblée a pris connais-
sance des travaux d'organisation, de
communications et transit et a adop-
té la proposition de la délégation du
Chili en ce qui concerne la facilité à
accorder aux journalistes qui suivent
les débats de la Société des Nations.

L'Assemblée approuve ensuite sur

texte de la convention relative à l'es-
clavage. Cette convention est ouverte,
à partir de Samedi, à la signature des
Etats.
