Context
Why tariffs were a European question
A tariff protects a domestic producer by making competing imports more expensive, but it can also obstruct sales across borders. The pairing of economic crisis and customs barriers raises a question about recovery: could national protection become a collective obstacle to trade? That is the issue an appeal for European agreement brings into view.
Why ask parliamentarians?
The Inter-Parliamentary Union had brought legislators from different countries together since 1889, initially around peaceful settlement of disputes. Its survey offered a channel for comparing political views across national borders. Agreement among governments depended in part on the positions that legislatures and their members would support at home.
A crisis before the Great Depression
The heading dates from 1926. Its phrase “world economic crisis” therefore addresses the difficulties of its own moment, before the stock-market collapse of 1929. Reading the tariff debate in that sequence reveals that international trade and recovery were already contested during the middle of the decade.
