French papers welcome the Briand–Stresemann discussion while warning that negotiations will take time. Loucheur may visit Berlin in October; another report says Polish and Yugoslav delegates signed two treaties, with ratification still to precede their registration.

The Franco-German pact: approval in France

Briand went to the Finance Ministry this afternoon, where he spoke with Poincaré for more than two hours. A short communiqué sent to the press says Briand briefed Prime Minister Poincaré on his talks with Stresemann.

The evening papers comment on yesterday’s discussion between Briand and Stresemann in thoroughly friendly and sympathetic terms. Like Paris Midi before it, the left-leaning Paris Soir speaks of a new era in Franco-German relations. It calls yesterday’s most important result the evidence of a living desire on both sides to settle finally the situation created by the war, in the spirit of Locarno, through close political and economic cooperation. There must, however, be no illusion that a goal of such significance and scope can be achieved in a few days; negotiations will take some time.

Loucheur coming to Berlin

We hear that the French deputy and former minister Loucheur is very likely to visit Berlin during October. Loucheur has long intended to travel to Vienna towards the end of October and will probably go via Berlin. He may take the opportunity to accept the Berlin Chamber of Commerce’s earlier invitation to speak in Berlin about the World Economic Conference.

Warsaw–Belgrade treaties concluded

Negotiations here between the Polish and Yugoslav delegations on a treaty of friendship and arbitration concluded today. The two delegations decided to divide the treaty into two parts. Accordingly, today at the Polish delegation’s premises, Ninčić for the Yugoslav government and Zaleski for the Polish government signed first a treaty of arbitration and conciliation, then a treaty of friendship between the Kingdom of Yugoslavia and the Republic of Poland. Under a clause they contain, the treaties will be registered and published in accordance with the League Covenant as soon as they are ratified.

Bringing the Thoiry understanding back into government

The meeting at the Finance Ministry marks the movement from personal diplomacy to government decision. Briand’s understanding with Stresemann had to be explained to Poincaré, whose position linked political leadership to France’s financial concerns. The favourable newspaper reaction could help create room for agreement, but the quoted warning about time recognizes that reconciling political and economic interests required more than a successful conversation between two ministers.

Why a chamber of commerce invited a foreign politician

Loucheur’s possible lecture would put a discussion of the world economy before Berlin’s business community. The Chamber of Commerce supplies an audience outside the formal diplomatic conference, while a former minister brings political experience to it. Such a visit could connect international economic plans with people whose trade and investment would be affected. The proposed stop illustrates how rapprochement could also travel through professional and commercial institutions.

Friendship and a method for settling disputes

The two treaties separate a general political relationship from a procedure for handling disagreements. Friendship says the governments want cooperation; arbitration and conciliation specify ways to manage a dispute when goodwill is insufficient. Their promised registration and publication place the bilateral arrangement within the League’s framework. The result combines ties between two states with a wider effort to make international commitments visible and disputes manageable.

Der deutsch-französische Pakt — Zustimmung in Frankreich

Briand hat sich heute nachmittag auf das Finanzministerium begeben, wo er mit Poincaré eine Besprechung von über zwei Stunden hatte. In einem kurzen Communiqué, das der Presse übermittelt wurde, heißt es, daß Briand den Ministerpräsidenten Poincaré über seine Besprechungen mit Stresemann unterrichtete.
Die Abendblätter kommentieren die gestrige Aussprache zwischen Briand und Stresemann in durchaus freundschaftlichen und sympathischen Tönen. Der linksstehende „Paris Soir“ spricht ebenso wie bereits der „Paris Midi“ von einer neuen Aera in den deutsch-französischen Beziehungen. Er bezeichnet als das wichtigste Ergebnis des gestrigen Tages, daß sich auf beiden Seiten der Wunsch bereits lebendig erwiesen habe, durch eine enge Zusammenarbeit sowohl auf politischem, wie auch auf wirtschaftlichem Gebiet die durch den Krieg entstandene Situation im Geiste von Locarno endgültig zu liquidieren. Allerdings dürfe man sich keineswegs Illusionen darüber hingeben, daß ein Ziel von solcher Bedeutung und Tragweite sich in wenigen Tagen verwirklichen lassen könne, sondern daß die Verhandlungen darüber eine gewisse Zeit in Anspruch nehmen werden.

Loucheur kommt nach Berlin

Wie wir hören, ist es sehr wahrscheinlich, daß der französische Abgeordnete und frühere Minister Loucheur im Laufe des Monats Oktober Berlin besuchen wird. Loucheur hat schon seit längerer Zeit die Absicht, gegen Ende Oktober nach Wien zu fahren, und wird wahrscheinlich seinen Weg über Berlin nehmen. Es ist nicht ausgeschlossen, daß Loucheur bei dieser Gelegenheit die schon früher an ihn ergangene Einladung der Berliner Handelskammer, in Berlin über die Weltwirtschaftskonferenz zu sprechen, annehmen wird.

Verträge Warschau–Belgrad abgeschlossen

Heute sind hier zwischen der polnischen und jugoslawischen Delegation die Verhandlungen über einen Freundschafts- und Schiedsgerichtsvertrag zum Abschluß gekommen. Die beiden Delegationen haben beschlossen, den Vertrag in zwei Teile zu zerlegen und infolgedessen haben heute Nintschitsch für die jugoslawische Regierung und Zaleski für die polnische Regierung in den Räumen der hiesigen polnischen Delegation erst einen Schieds- und Vermittlungsvertrag und dann einen Freundschaftsvertrag zwischen dem Königreich Jugoslawien und der Republik Polen unterzeichnet. Die Verträge werden entsprechend einer in ihnen enthaltenen Klausel gemäß den Bestimmungen des Völkerbundspaktes registriert und veröffentlicht werden, sobald sie ratifiziert sind.
