In the Spanish zone, conditions are normal around Chefchaouen and very calm in the Targuist region, as well as east of the Senhadjas de Sraïr.
But south of that tribe, unrest continues.
Colonel Capaz has linked up with the reinforcements sent to him, but in effect he has abandoned the ground to the Beni Khaled.
We face the Beni Khaled and the Senhadjas de Sraïr along a front of 100 kilometres, with no Spanish force providing a counterweight on the other side of the border to suppress the resistance.
This winter, our auxiliaries and regular supporting forces will once again bear the full brunt.
His Thoiry meeting with Mr Stresemann
At the beginning of this conversation, Mr Briand explained that he could disclose nothing of yesterday’s meeting with Mr Stresemann, since the two governments had not yet been informed and consequently had not deliberated.
“I shall brief the Council of Ministers next Tuesday on my talks with Mr Stresemann,” Mr Briand said in substance. “He, for his part, will speak to his colleagues.
“If we obtain our respective governments’ approval, Mr Stresemann and I will meet again.”
“On what date?”
“I cannot specify that now, but certainly before December.
“I believe we can reasonably settle the differences between the two countries and achieve close and loyal cooperation between France and Germany.”
Mr Bokanowski’s reply
The Minister of Commerce replied:
“In his eloquent address, the president of the Chamber of Commerce kindly noted that the state contributes financially to municipal budgets in Alsace and Lorraine, showing its concern for the life and prosperity of local bodies.
“Gentlemen, you may be assured that this is one of the guiding principles of the government of the Republic.
“The reforms and economies to which the president referred just now are intended above all to revitalize the great economic regions by organizing them around their natural centres, breaking down compartments and watertight partitions that no longer belong to our time, so that national life is no longer swaddled and bound like a mummy in its wrappings.
“We must also pursue a tenacious and persistent effort to develop our metropolitan and colonial territory, increasing the output of the great French machine, which can certainly be expanded enormously, so that all French people may live better and more comfortably.
“To do this, we must develop every kind of communication route and our economic relations.
“Development abroad through commercial agreements and the simplification of certain outdated, cumbersome customs formalities.
“Development at home through extending the network of routes into the interior and equipping seaports and river ports.
“From this standpoint, the work done in Strasbourg in recent years, complemented by the improvement of the Rhine between Strasbourg and Basel, offers the finest prospects.
“Through the Rhine, the waterway reaching deepest into Europe’s heart, Strasbourg is destined to become one of the great European ports, an outlet for a vast hinterland not only in France but in neighbouring countries.
“That will be the reward and completion of sustained work for which I am happy today to congratulate and thank the municipality, the Strasbourg Chamber of Commerce and all the trades that have so brilliantly contributed to the exhibition we have just opened.”

Why a boundary complicated the Moroccan campaign
The military commentary looks across the boundary between French and Spanish zones. Pressure on one side could ease if forces on the other withdrew or failed to act, leaving the French line more exposed. Its complaint is therefore about coordination between two colonial powers, as much as about the opposing tribes. The reference to auxiliaries also shows that the French campaign depended on local supporters as well as regular troops.
A second meeting depended on two cabinet decisions
Briand’s timetable contains an institutional sequence: report to colleagues, obtain approval, then meet again. The reciprocal French and German decisions are essential because neither minister’s conversation alone can commit an entire government to a settlement. This helps explain why the interview offers a broad deadline but no fixed date. Further diplomacy depends on securing political consent at home, not only on finding time in two calendars.
Why Strasbourg’s port needed a hinterland
A port’s value depends on the inland territory whose goods it can collect and distribute. Bokanowski links Rhine improvements, transport routes, customs simplification and commercial agreements to enlarge that reach. Strasbourg would serve neighbouring countries as well as France, making a border city a regional gateway. His speech treats infrastructure and administrative reform as parts of the same economic programme: both should reduce obstacles between production and markets.

Au début de cette conversation, M. Briand
expliqua qu’il ne pouvait rien divulguer de
son entretien d’hier avec M. Stresemann, les
deux Gouvernements n’élant pas encore in
formés et par conséquent n’ayant pas en
core délibéré.
« Je saisirai mardi prochain, dit en subs
tance M. Briand, le Conseil des Ministres de
mes pourparlers avec M. Stresemann, qui.,
de son côté, entretiendra ses collègues.
« Si nous obtenons l’approbation respec
tive de nos Gouvernements nous nous ren
contrerons de nouveau, M. Stresemann et
moi. »
« — A quelle date ? »
« — Je ne saurais préciser dès à présent,
mais certainement d’ici le mois de décembre.
« J’estime qu’on peut arriver à régler rai
sonnablement les différends qui existent en
tre les deux pays, et aboutir à une collabora
tion de la France et de l'Allemagne, étroite
et loyale.

Le Ministre du Commerce répondit :
« Monsieur le Président de la Chambre de
Commerce, dans son éloquente allocution, a
bien voulu remarquer que l’Etat apportait
son concours financier aux budgets munici
paux, d’Alsace et de Lorraine et lui manifesta
tout son intérêt pour la vie et là prospérité
des organismes locaux.
« C’est là, Messieurs, vous pouvez en être
assurés, une des pensées directrices du Gou
vernement de la République.
« Les réformes et les économies auxquel
les le Président faisait tout à l’heure allu
sion ont avant tout pour but de vivifier, en
les organisant autour de leur centre naturel,
les grandes régions économiques, en faisant
sauter les compartiments et les cloisons
étanches qui ne sont plus de saison, afin que
la vie nationale ne soit plus emmaillotée, li
gotée, comme une momie dans ses bande
lettes.
« Il s’agit de poursuivre aussi un effort
tenace et obstiné; c’est la mise en valeur de
notre territoire métropolitain et colonial,
augmenter le rendement qui pourra certes
être immensément accru de la grande ma
chine française, afin que tous les français vi
vent mieux et plus largement,
« Pour cela le développement des voies
de communication de toute espèce, celui des
relations économiques s’impose.
« Développement à l’extérieur par des ac-
cords commerciaux, par la simplification de
certaines formalités douanières surannées,
encombrantes.
« Développement à l’intérieur par l’exten
sion du réseau des voies de pénétration, par
l’outillage des ports maritimes et fluviaux.
« L’œuvre accomplie à Strasbourg depuis
quelques années, complétée par l’aménage
ment du Rhin entre Strasbourg et Bâle, ap
porte à ce point de vue les plus belles pro

« Par le Rhin, voie fluviale qui pénètre le
plus profondément au cœur de l’Europe,
Strasbourg est destinée à devenir un des
grands ports européens, à servir de débou
ché à un vaste Hinterland non seulement en
France mais dans les pays voisins.

d’un labeur soutenu dont je suis heureux de
pouvoir aujourd’hui féliciter et remercier la
Municipalité, la Chambre de Commerce de
Strasbourg et tous les corps de métiers qui
