Crítica

Crítica's front page of 20 October 1926 gave most of its space to the South American Championship in Santiago. It ran a minute-by-minute account of Argentina's lopsided win over Paraguay, with goals from Sosa, Delgado and Miguel and injuries to Paraguayan goalkeeper Recalde and to Argentina's Fortunato. Hugo Marini reported a stormy session of the football congress in which Chile's delegate Cariola, during a row over the Bolivian-nominated referee Cursach, accused the Argentines of exploiting tension between Chile and Bolivia; the words were struck from the record and the matter was postponed. The page also announced that the Executive had promulgated the enrolment and general amnesty law, No. 11.386, with enrolment due to begin within ninety days. It also carried a sabre duel between two newspaper directors, a note that the Brazilian aviator Ribeiro do Barros had reached Las Palmas, and the start of a story about an identity card found in a taxi.

The Argentines Easily Defeated the Paraguayans

The Argentines keep up their dominance, and when 31 minutes had been played they score a new goal, through Sosa. The goal came about as follows: Brizuela fouls Sosa, and Fortunato, taking the penalty, puts it wide. From the clearance the Argentines win the ball back and mount an excellent advance. Sosa [?], in possession of the ball, passed it to Delgado, and the latter, after a short run, sends over a cross that Sosa himself receives, and he immediately passed it to Miguel. The diminutive Rosario forward, after dodging one of the defenders, passed it to Sosa, who had no trouble scoring the third goal of the afternoon. The Argentines keep attacking, and the Paraguayan defence has to work miracles to stop them. Recalde, the Paraguayans' goalkeeper, has a dislocated joint in one of his fingers.

Fourth goal
39 minutes have been played and the Argentines gain a new lead, through Delgado, who, in possession of the ball, manages in an individual move to get past Fretes and from a fair distance scores the fourth goal of the afternoon.

Fifth goal
At 42 minutes of play, Delgado gains a new lead for the white-and-sky-blues, scoring the fifth goal. Sosa won the ball in the centre of the field and put the Boca Juniors left winger into play, and the latter, after giving the Paraguayan defenders the impression that he was going to cross, quickly decided to slip away down one of the sides of the field, and after changing

The Executive Promulgated the Enrolment and General Amnesty Law This Afternoon

The first exchanges are hesitant, with some nervousness noticeable among the players. For a few moments the play takes place in the middle of the pitch. Little by little the Argentines settle and carry the play into the … field, and from a distance of more than 15 metres leaves Recalde no chance with a violent high, angled shot. 15 minutes had been played. A strong wind is blowing that somewhat hampers the performance of both teams. Faced with an Argentine advance, G. Nessi makes

“The Argentine Delegates Come Here to Exploit the International Situation!”

…a personal confrontation between Mr. Bonifacio and Mr. Cariola, the latter being president of the Chilean delegation. The conflict arose from the appointment of Mr. Cursach, the Bolivian referee whom the Argentine delegation maintained was in accordance with the regulations, while the Uruguayans and the Chileans, above all the latter, raised objections.

The time of the matches
The session opened with a petition from Mr. Rodeyro, arising from a request of ours that the start of the matches be brought forward by one hour, invoking the disadvantage of the time difference and the need to give a million Argentine fans complete information. The speaker also praised the Argentine press, saying that it spared no expense to satisfy public expectation.

The Argentines–Paraguayans match
He then referred to the presence of the Paraguayan delegation and said he wished to place on record that only out of deference to Chile, organizer of the Championship, and out of courtesy to the Paraguayans.
…Argentine …, a brief scramble took place in front of the Paraguayan goal. Miguel took advantage of this to score, with a short, violent shot, the new goal for the River Plate side.

Another Paraguayan injured
The Paraguayan inside left suffers an accident when he collides with the post of the goal defended by Díaz, on account of which play is momentarily suspended.

Corner against the Paraguayans
As a result of an Argentine attack the Paraguayan goalkeeper is forced to concede a corner, which, taken by Delgado, brings no great advantage, as the ball is cleared well by the Paraguayan defence. Fortunato advances and from close range fires a violent shot that Ramírez clears in good style. The public continually cheers on the Paraguayans, whose forwards make several attacks into the Argentine half without any result.

Fortunato injured
In a clash with an opponent Fortunato is injured, so play is suspended for a few minutes. The Argentine half-back is taken off the field as a result of the accident he suffered. He walks with a limp.

Both teams with ten men
From this moment both teams play with 10 men.

The last minutes
The play falls off somewhat, owing to the players' fatigue. Fortunato returns after a few minutes and rejoins his team. The play is not very brilliant. The Paraguayans concede a corner that brings no great advantage. When the referee announced the end of the match the “score” was as follows: Argentines Paraguayans

The Argentine attitude
He recalled the disruption caused by the match programme prepared by the Chilean Federation to the detriment of Argentina, describing the programme as aggressive. He went on to say that despite everything the Argentine delegation did not make an issue of that point. That it offered to play the first match on the tenth against the Uruguayans or the Chileans, without anyone being willing to accept, even though the Uruguayans had arrived together with the Argentines and the Chileans were in their own country, an offer that meant taking a high-minded view of the sporting and economic situation of the Championship.

The Cursach affair
Mr. Cariola replied that there had been no aggressiveness in the preparation of the programme, provoking a most heated debate, which then ended with the intervention of the chair. When the note from the Bolivian delegation naming Mr. Cursach as referee was read, the Chileans began by raising objections under the regulations, Mr. Cursach being neither a native nor a resident of Bolivia. The Argentine delegation recalled precedents in favour of that appointment, among others the fact that the last match was refereed by a Chilean referee.

A Congress, after all...
An angry argument then broke out between Mr. Bonifacio and Mr. Cariola, and Mr. Cariola, going beyond the bounds of a sporting congress and revealing his malicious purpose, said these exact words: “we are tired now of tolerating the aggressiveness of the Argentine delegates, who exploit the international situation, tense between Chile and Bol… would encourage it, becoming insolent with Bonifacio, the latter tried to leave the chamber to repel the aggression of an intruder.

Calm returns
On the way he came face to face with Mr. Cariola, who was loudly repeating the same phrase, stressing the words “exploiting the international tension between Chile and Bolivia.” Once calm had been restored, the president announced his decision to have the public gallery cleared, which Mr. Rodeyro flatly opposed, saying that if the gallery were expelled he would leave the chamber together with it.

Speech of fraternity
Mr. Rodeyro then delivered a thoughtful speech on South American fraternity, and his words left the categorical conviction that it had not even crossed the mind of the Argentine sporting delegation to take advantage of the international situation in a purely sporting question, free of any advantage of another order for the Argentine delegation.

As in the Chamber of Deputies
The president of the Congress asked for the withdrawal of the phrases uttered by Mr. Cariola and Mr. Bonifacio, both agreeing that they be struck from the stenographic record. It was resolved to leave the discussion of the Cursach affair for the next session, with the Bolivians in attendance. Mr. Rodeyro's petition to bring forward the time of the matches was rejected. The Congress, in truth, owing to Cariola's attitude, seemed to be dealing more with a question of nationality than with sporting tournaments.

The directors of “El Orden” and “La Unión” fought a duel
DR. LOZANO MUÑOZ WAS WOUNDED
Today, before noon, a duel with sabres, edge against edge and point, took place between the director of the Irigoyenist daily “La Unión”, Dr. José Lozano Muñoz, and the director of “El Orden”, Dr. Julio Rosenvald, the former being wounded by a slash to the face and the left arm. Rosenvald was unhurt. The incident was prompted by a fierce campaign waged by “La Unión”, a pro-government paper that answers to Minister Taboada, against “El Orden”, an opposition organ, the former going so far as to say that Rosenvald's paper was fighting the government because, among other things, the government had refused to grant it concessions to run prohibited games.

How the 8–0 rout compares with the tournament record

The compiled tournament record gives the result of the 20 October match as Argentina 8, Paraguay 0, with Gabino Sosa scoring four times; the final figures printed in Crítica are not captured by the OCR. The RSSSF goal list (Sosa at 11 minutes, Cherro at 16, Sosa at 32, Delgado at 40 and 42, De Miguel at 52) closely tracks the paper's own timings: a long-range goal at about 15 minutes, Sosa's third at 31, and Delgado's fourth and fifth at 39 and 42, so the two accounts differ by about a minute. The paper's “diminutive Rosario forward” Miguel is Antonio De Miguel, who is listed with Tiro Federal of Rosario, and the second-half goal the paper credits to him fits the record's 52nd-minute goal. The rout did not decide the title. Uruguay were crowned champions for the sixth time after beating Paraguay 6–1 in their final match.

What Law 11.386 set up

Crítica reported that the Executive promulgated the law on the afternoon of 20 October, that the Ministry of War would issue its regulations within days, and that enrolment had to begin within ninety days, by 20 January. Congress had sanctioned Law 11.386 on 30 September 1926. Its text organised the enrolment of citizens around a numbered enrolment book. At the moment of enrolment the offices drew up an individual registration and two cards, a military card in duplicate and an electoral card, and the age and last address entered in the book were declared the only valid ones for military and electoral purposes. A single register thus served both conscription and the electoral roll, which fits the paper's report that the War Ministry, not an electoral body, would write the regulations.

The quarrel over the referee Cursach

According to Hugo Marini's report, the Bolivian delegation nominated Mr. Cursach to referee. The Chileans objected under the regulations that he was neither a native nor a resident of Bolivia. Argentina argued the appointment was in order and cited precedents, including that the last match had been refereed by a Chilean. The tournament record shows that host-nation officials were indeed used: the Uruguay–Chile match of 17 October, the most recent fixture before Argentina–Paraguay, is listed with Chile's Pedro José Malbrán as referee. This was the kind of precedent the Argentine delegation invoked. Because Argentina was backing Bolivia's nominee against Chilean objections, the dispute provoked Cariola's charge about Chile–Bolivia tension. The congress put the question off to a session with the Bolivians present. Over the whole championship, six referees handled the ten matches.

Why Chile–Bolivia tension was raw in 1926

As Crítica reported it, Cariola accused the Argentine delegates of exploiting “the international tension between Chile and Bolivia.” Rodeyro answered with a speech on South American fraternity, and the phrases exchanged by Cariola and Bonifacio were struck from the stenographic record. The tension Cariola named went back decades. The Tacna–Arica controversy was a direct aftermath of the War of the Pacific, in which Chile fought Peru and Bolivia, and Chile had administered the two provinces since 1883. In 1926 the question was in United States arbitration. General William Lassiter took over from Pershing that year, and neither arbitrator broke the deadlock. Chile and Peru settled the dispute only with the Treaty of Lima in 1929, and that compromise disappointed Bolivia's ruling elite, who had hoped to gain access to the sea. The Santiago congress of October 1926 therefore met while Bolivia's hopes for a Pacific outlet were still unsettled. The paper calls Cariola's charge malicious, and the Argentine delegation denied it.
