Vossische Zeitung

The Vossische Zeitung’s front page of 19 October 1926 led with a Budapest report: Bethlen told the reconvened Hungarian National Assembly that his government’s course was unchanged and that the upper house bill came first, while the paper’s correspondent learned of a plan to make Regent Horthy a “Palatine”, a Habsburg-era office the paper itself called constitutionally impossible after the dethronement law; it added talk of a Christmas amnesty for the franc forgers. The page also carried the Reich President’s confirmation of Dorpmüller as Reichsbahn director general, ending the dispute that followed Oeser’s death through a consultation procedure between the railway board and the transport minister, and an obituary of Cologne’s district president Count Adelmann. A leading article attacked the Kölnische Zeitung for welcoming the Stahlhelm’s new course under Captain Ehrhardt and his slogan “Into the State”, which it read as a campaign against parliament and democracy.

Since the Habsburgs were dethroned by a law passed after the second royal putsch, and a new king has not yet been elected, the restoration of the dignity of Palatine is actually a constitutional impossibility. A way out will probably be found by amending the law on the dignity of Palatine accordingly. For a repeal of the dethronement law is out of the question in view of the international situation, and this is not the government’s intention either. The National Assembly begins its deliberation of the upper house law as early as Wednesday.

Pardon for the Franc Forgers

Before the supreme court handed down its verdict in the franc forgers’ trial, there was agitation in radical-right circles for a pardon for Windischgraetz and Radossy. France’s benevolent neutrality toward such a “settlement” of the franc-forgery scandal is to be secured in advance through an appropriate diplomatic move. As your correspondent learns, the authoritative circles are not opposed to this idea. The pardon is to take place at Christmas, and, in order to disarm the opposition’s resistance, it is to be carried out within the framework of a general amnesty, in which a great many convicts from the ranks of the left-wing parties are also to share. According to one version, Horthy would proclaim the general amnesty on the occasion of his election as Palatine of Hungary.

Dorpmüller Confirmed
Reichsbahn Conflict Settled

The conflict between the Reich government and the Reichsbahn administration that arose after the death of the first Director General of the Reichsbahn, Rudolf Oeser, appears to have been settled. Yesterday, Monday, the following announcement was issued: “This evening, on the proposal of the Reich Cabinet, the Reich President confirmed the election of the previous Deputy Director General of the Reichsbahn, Dorpmüller, as Director General of the Reichsbahn.”

The understanding between the Reich government and the Reichsbahn company on future cooperation was reached essentially on the following basis: The Administrative Board of the Reichsbahn company regularly informs the Reich Minister of Transport of the agenda of its meetings in good time. The Reich Minister of Transport states his position on those agenda items that affect general interests of the Reich. He communicates the view of the Reich government to the Administrative Board and represents it before the Board. Conversely, the Reich Cabinet notifies the Administrative Board when deliberations on railway and transport questions etc. take place, so that the Board can then likewise define its position and communicate it to the Reich government. This ensures that decisions taking either side by surprise are avoided and that an exchange of views takes place before every decision.

This basis of agreement takes into account that the experts who drew up the railway law wanted to avoid any direct influence of political bodies on the business of the Reichsbahn company. For that reason the Reichsbahn law originally made no provision at all for participation of the Reich Minister of Transport in the deliberations of the Administrative Board. Even now the Reich Minister of Transport does not receive a seat and vote on the Administrative Board. The Reichsbahn company’s duty to provide information to the Reich Minister of Transport had been restricted to quite specific areas. Compared with this original version of the Reichsbahn law, a more far-reaching cooperation between the leading Reichsbahn authorities and the railway bodies has now been established without a formal amendment of the law. The Reich government’s main influence on the supervisory board of the Reich government, however, continues to lie in the right of the Reich government to appoint half of the supervisory board members. Under the Reichsbahn law, at the end of this year three members each, determined by lot, must leave the group of Administrative Board members appointed by the Reich government and the group appointed by the Reichsbahn trustee. The Reich government will thus have to appoint three new Administrative Board members as of 1 January 1927, and in selecting them will take into account that, in the previous composition of the Administrative Board, the composition did not always correspond to the wishes of the political authorities.

District President Count Adelmann †
News service of the “Vossische Zeitung”
hb Cologne, 18 October

The Cologne District President, Count Adelmann von Adelmannsfelden, died this evening.

*

District President Count Adelmann was a Swabian by birth. He came to the Rhine as early as 1899, first to the local court at Linz am Rhein, later worked in Wiesbaden at the regional court and with the government in Wiesbaden and Rüdesheim. Then, as government assessor in Düsseldorf, he became Landrat of the Bitburg district in 1913 and Landrat of Koblenz-Land in 1919. For some time he was at the ministry in Berlin; in 1922 he was appointed District President in Cologne. The years of his work in Cologne brought difficult tasks connected with the inflation, the Ruhr struggle, the separatist turmoil, the stabilization, economic hardship and unemployment, which was of quite exceptional extent in the West in particular. – The deceased was a member of the Centre Party.

What Will Become of the Leagues?
The Stahlhelm under Ehrhardt

The gratifying fact of the ever stronger consolidation of the republican form of state puts on the agenda the question of what is to become of the leagues that were founded to fight and to defend the new state. The question arises of its own accord in the radical-right camp, where lack of money and dwindling membership are making clear the need for a “regrouping” to the all-too-many chieftains who, as professional conspirators, had enjoyed a relatively secure existence. But with the waning of the acute danger of a violent overthrow, a new situation is also created for the “Reichsbanner Schwarz-Rot-Gold,” and a timely and objective discussion of it appears necessary.

Admittedly, the way a great liberal paper of the rank of the “Kölnische Zeitung” treats the matter cannot be called such an objective discussion. There the Reichsbanner is summarily sentenced to death, while the right-wing associations, in particular the “Stahlhelm,” are assigned the task of cultivating a “new ideal of manhood” and of contributing to the political and national education of the people. That, as we said, appears in the “Kölnische Zeitung,” and not, as one might suppose, in an organ of the extreme Right. And this at a moment when it becomes known that Captain Ehrhardt has joined the leadership of the Stahlhelm. It is his programme that is now supposed to conjure new life out of the ruins after the bankruptcy of the conspiratorial societies that rose to their fullest bloom in the inflation period. From him comes the slogan “Into the State,” which draws enthusiasm and delight from the “Kölnische Zeitung.” From him also comes the plan to use this slogan to blow parties and parliaments sky-high and to reach the dictatorship of the strong men by roundabout ways. The Republic is recognized – for the time being – as a fact, now that it has been understood that removing it is beyond their strength. The fight is now directed against democracy and parliament.

It seems to have entirely escaped the “Kölnische Zeitung” that the new Ehrhardt slogan has already been tried out in the Saxon elections. There the so-called defence leagues attempted to seize the leadership of the election campaign. The deputies who would be elected on the Ehrhardt programme were to pledge themselves to take their instructions permanently from the defence leagues. In addition, any kind of cooperation with Social Democracy was to be renounced on principle. The whole thing amounted to a clumsy attempt to give electoral help to the völkisch wing of the German National People’s Party. The attempt failed miserably, much to the chagrin of the German Nationals, who in their press accuse all the world of having broken the “national united front in Saxony.” According to the same recipe, as Ehrhardt has revealed, they intend to proceed in future too. He has also obligingly given information about the goal he is pursuing, in a programme statement distributed in great numbers, to which Claß and Hugenberg evidently stood as intellectual godparents. First of all, power in parliament is to be striven for by all means. The decision about what is to happen after power has been obtained is to be left trustingly to the “leadership” standing mysteriously in the background. The Grand Master of the German Order, Mahraun, has already raised the question by what right this “leadership” claims such boundless trust. What Captain Ehrhardt has achieved so far, he said, inspires anything but confidence in his political abilities. In fact, after the failure of the Kapp Putsch Ehrhardt took a leading part in all the undertakings against the Reich; he let himself be recruited by Kahr for the cause of the Wittelsbachs, and until well into the last few months he recommended and practised playing at soldiers and putschism as the only means of salvation. That is the leader! That is the spirit in which the “Stahlhelm” is carrying out its transformation from a “League of Front-Line Soldiers” into a purely political organization!

The mere prospect that the Ehrhardt Stahlhelm will be so kind as no longer to threaten the Republic directly is supposed to be enough to stop the work of winning support for the new state and to wait with folded arms while the Ehrhardts, Claßes and Hugenbergs “cultivate the new German ideal of manhood” and “educate the people politically and nationally”… Well, is it then only a matter of the mere form? Is it a matter of indifference with what content this form is filled? Even if they no longer want to attack the Republic with weapons, because they no longer can, they will nevertheless go on cultivating the evil spirit that shows itself in contempt …

Context

Hungary's revived upper house and the Palatine plan

The Budapest report centres the reconvened National Assembly on Bethlen's upper house bill, which the opposition linked to the unresolved constitutional position of a head of state who, in the paper's words, still governed on a provisional basis. The chamber at stake had a long history: the House of Magnates sat as Hungary's upper chamber from 1867 to 1918 and then again from 1927 to 1945, so the bill whose debate the paper announced for that Wednesday did lead to a restored second chamber the following year. Before 1918 its membership had rested on birth, office and wealth, including hereditary peers who paid at least 3,000 florins a year in land tax. The Palatine story is a claim of a different kind. The paper presented it as an intention learned by its correspondent, explained that Palatines had acted for a Habsburg king residing in Vienna, and itself judged the revival a constitutional impossibility after the dethronement law. The article therefore records a plan under discussion in October 1926, not an adopted decision, and the same holds for the reported Christmas amnesty for Windischgraetz and Radossy, which it traces to right-wing agitation and to one version circulating in Budapest.

Why Dorpmüller's confirmation took four months

Dorpmüller was already running the Reichsbahn in practice when Oeser died. With Oeser seriously ill, the board had created a permanent deputy post and appointed Dorpmüller to it on 3 July 1925; his railway experience had earlier led to his being consulted as part of the Dawes Plan. On 3 June 1926, the day of Oeser's death, the board chose him as general manager, but the Reich President confirmed the choice only on 18 October 1926, for political reasons. That date matches the communiqué the paper printed on 19 October, which spoke of a confirmation given that evening on the cabinet's proposal. The article indicates what was at stake: the confirmation came together with an agreed procedure under which the transport minister would see the board's agendas and put the government's view, while the company kept its legal independence. The paper's opening sentence remains cautious, saying only that the conflict appears to be settled.

The 1924 railway company and the limits of government influence

The article's careful wording about agendas and exchanges of views reflects how the 1924 reform had built the railway. That reform turned the Reichsbahn into a commercially run operating company whose aim was to earn profits and to carry a large share of Germany's First World War reparations debt, and it placed management under an administrative board on which members of the government and parliaments were not allowed to sit. The points the paper lists all follow from that design: the minister still gets no seat or vote, the company's duty to inform him had been narrowly drawn, and the new cooperation came without a formal amendment of the law. The government's real lever remained the appointment of half the board, which it meant to use when three of its appointees rotated out on 1 January 1927. The separation that the 1926 compromise respected did not last. By 1937 the Reichsbahn was fully integrated into the Nazi state and its director general held the office of Reich transport minister in personal union; Dorpmüller himself became Reich Transport Minister on 2 February 1937.

Ehrhardt's record behind the 'Into the State' slogan

The editorial's portrait of Ehrhardt as a career putschist matches his documented record. The Brigade Ehrhardt took part in crushing the Munich soviet republic in 1919 and secured the Kapp Putsch militarily in 1920, and in 1923 Gustav von Kahr called Ehrhardt back to Bavaria, where he worked with a right-wing rallying movement; this is presumably the episode the paper meant when it said he had let himself be recruited by Kahr. The article's timing also fits his biography. Ehrhardt had lived abroad from 1924 under a new arrest warrant until his amnesty in 1926, and in the late Weimar Republic he moved closer to Reich politics without giving up the aim of overturning the constitution by force. That combination is what the paper described as the meaning of 'Into the State': accepting the Republic as a fact while aiming at parliament and democracy. His later course pointed the same way; at the turn of 1931/32 he founded the defence league 'Die Gefolgschaft', which declared itself in favour of the state while claiming the right to lead it. The editorial's specific claims about the Saxon election pledge and about Claß and Hugenberg standing behind his programme belong to the paper's own polemic.

The Stahlhelm's path from veterans' league to political force

The editorial warned that the Stahlhelm was turning from a 'League of Front-Line Soldiers' into a purely political organization and named Hugenberg among the godparents of the new line. The league's later history moved in the direction the paper feared. Officially non-partisan and above party politics, the Stahlhelm took on an anti-republican and anti-democratic character after 1929. In 1929 it supported the initiative of DNVP leader Alfred Hugenberg and the Nazis for a referendum against the Young Plan, and with 500,000 members in 1930 it was the largest paramilitary organization of the Weimar Republic. The Kölnische Zeitung's hope, quoted in the editorial, that such leagues would serve the political and national education of the people thus stands against what the Stahlhelm became within a few years of this article.

Adresse: Ullsteinhaus, Berlin. Postscheckkonto Berlin 660.
