Context
Why Danzig had a special status
The Versailles settlement removed Danzig from German sovereignty and made it a Free City under League protection. Poland received important rights concerning the port, customs and transport. This arrangement sought to combine the city’s separate political existence with Poland’s access to the sea, making local affairs a continuing international concern.
The League’s role in disputes over the city
The treaty placed Danzig’s constitution under League guarantee and assigned a High Commissioner to deal initially with differences between the city and Poland. The Council was therefore an institutional forum for questions about Danzig, rather than simply a convenient gathering of diplomats. Stresemann was intervening within that postwar system.
Germany gains a place at the table
Germany joined the League in September 1926. Its foreign minister could now participate from within an organization created after Germany’s defeat in the First World War.
