Leidsch Dagblad

The front page of the Leidsch Dagblad for 16 October 1926 carried the second instalment of a public appeal to re-found the Leidsche Hout, Leiden's lost wooded park. Signed by N. C. de Gijselaar, A. G. Bosman and B. F. Krantz, the appeal credited the Leiden citizen D. J. J. de Koster with starting the plan through a gift of f 11,500 to the municipality more than a year earlier. It reported that f 25,000 in founding capital was already in hand, hinted at plans still under private discussion, and asked every reader directly what they would give. Just above it, a donation notice earmarked 'KW. logger 152' gave a running total of f 1,176.56. Under a headline about employers asking for a more flexible application of the Labour Act, the readable text is actually part of a report on a lecture about Daudet's novels and their memorable characters, from Delobelle and Tartarin to Sappho.

THE LEIDSCHE HOUT. An appeal. II.

The Hout restored! — Does it not sound like a fairy tale? And yet the idea, once awakened, can no longer be driven away. It has even come closer to realization than many a Leidener suspects. The moment has come to make the plans for re-founding the Leidsche Hout more widely known.

The honour of having given the first impetus belongs to a citizen of Leiden, Mr D. J. J. de Koster. He spoke the first word and performed the first deed. It is now a little more than a year ago that Mr De Koster donated a sum of f 11,500 to the municipality…

THE LEIDEN DUNE WATER COMPANY.

A founding capital of f 25,000 has thus already been brought together. With that, something can already be accomplished! Even more than one would think, though this belongs to deliberations behind closed doors and no further particulars can be given about it at this moment.

But more is needed, infinitely much more, and we need every help, yours too, you who are reading this. Very personally we turn to you and ask you: What will you give, CITIZEN of Leiden?

The Leidsche Hout! — Does it not sound like a new vow that the city makes to itself! It will keep it!

A MORE FLEXIBLE APPLICATION OF THE LABOUR ACT REQUESTED.

…are characterized in unforgettable fashion by secondary figures. The speaker recalls Delobelle, who at the funeral of his beloved only daughter remarks to his neighbour, not without pride: "Il y'a deux voitures de maître". Delobelle, the type of the failed actor, Tartarin, the type of the Frenchman from the south, they live, and even if Daudet were no longer read, people would still go on speaking of a Delobelle and a Tartarin.

In "Le Nabab" we are given history, the Second Empire. The death of Morny is one of the most moving pages in Daudet's work. "Sappho" is mentioned with much warmth. An almost perfect work, this warning to the younger generation. How powerfully Daudet drew the Protestant Norwegian woman in "l'Evangeliste". The North he did not know, but the speaker has lived there and …

Context

From a 1926 citizens' appeal to the park opened in 1931

The appeal on this page presents the restoration of the Leidsche Hout as closer to realization than most Leideners suspected. By its own account, D. J. J. de Koster had given the municipality f 11,500 a little over a year earlier, a founding capital of f 25,000 was already assembled, and the three signatories, with B. F. Krantz acting as the fund's secretary-treasurer, now asked every citizen for more. These figures are the campaigners' own, and the page says only that further plans were being discussed privately. The park itself did come into being: the public Leidse Hout was opened on 30 June 1931, and it was laid out as part of a government programme that provided work for the unemployed. That nearly five-year gap, and the role of relief labour, indicate that the private giving solicited in 1926 was not by itself the route by which the park was finally built; how much of the fund's capital went into the 1931 park cannot be determined from the sources used here.

What the 1919 Labour Act laid down

The headline's 'Labour Act' is the Arbeidswet carried through the Second Chamber on 11 July 1919 by Aalberse, the country's first Minister of Labour, who took great satisfaction in the statutory limitation of working time to eight hours a day. The law introduced an eight-hour day with a free Saturday afternoon, a 45-hour week, for factories, workshops and offices, and a ten-hour day with a 55-hour week for shops, cafés, hospitals and similar establishments, with a gradual transition to eight hours. When Aalberse submitted the bill on 11 April 1919, its 45-hour week put the Netherlands ahead internationally, and the Chamber passed it by 69 votes to 3, with only the revolutionary socialists against. Employers in 1926 were therefore operating under a working-hours regime that had been at the international forefront when enacted, and the headline reports pressure to soften how it was applied.

Overtime permits and exceptions written into the law

The 1919 Act already contained the flexibility that employers later sought to widen. It gave the minister power to grant permits for overtime in special cases, and it allowed businesses unable to introduce the eight-hour day at once to postpone it for some time. At the time of passage, the four revolutionary socialists argued that these exception clauses turned the whole bill into a sham and demanded the immediate introduction of the eight-hour day in all enterprises. A 1926 call for a more flexible 'application' of the Act thus bears on how widely the ministry used discretionary provisions such as overtime permits. The body of the article lies outside this reading, so the petitioners' specific demands and the government's response cannot be stated from this page.
