Il Piccolo

Trieste's Il Piccolo of 16 October 1926 led with the Fascist party's orders for the fourth anniversary of the March on Rome. These included a rally and review in Rome on the 28th with a speech by Mussolini, ministers and party leaders assigned to provincial ceremonies, and the party's own claim of 937,967 members. The same orders announced a new party statute that called for a purge of members, readmitted two deputies, expelled a third and reported on the welfare work of the women's Fasci. From Vienna the paper reported that Rudolf Ramek's cabinet had resigned under a civil servants' strike ultimatum and a bank scandal, and that Ignaz Seipel was expected to return. From Paris it said that the rebuilt 90-million-dollar Morgan fund had steadied the franc, although Poincaré's real test would come the following February. A Berlin dispatch covered coalition talks in Danzig.

The programme of the events
ROME, 15. The Foglio d'Ordini of the P.N.F., under the title «For the celebration of the March on Rome», publishes: «The fourth anniversary of the March on Rome will be solemnly celebrated by the great mass of the Italian people, organised in the Fasci, the Militia, the Syndicates and the youth organisations, at the ceremonies that will take place in every province. Also present will be the decorated, the disabled veterans, the ex-servicemen, the volunteers and all the other organisations that move in the orbit of the regime.»

Comm. Melchiori in Trieste

For the coordination of the various events the following arrangements apply: in Rome on the 28th, in addition to the rally of the Fascist forces, there will be a great review of the Avanguardista organisations of Lazio, Tuscany, Umbria and the Marches. The Duce will deliver a speech after reviewing all the forces. The Hon. Ricci for the National Directorate and Comm. Foschi for the Federation of the City will determine the detailed programme.

The members of the Government and of the Party Directorate will take part in the following ceremonies: in Genoa H.E. Rocco and Dr. Bonelli; in Turin H.E. Belluzzo; in Florence H.E. Volpi and H.E. Balbo; in Bari H.E. Ciano and the Hon. Starace; in Palermo H.E. Di Scalea; in Naples H.E. Bianchi; in Brescia H.E. Suardo; in Venice H.E. Giuriati; in Mantua H.E. Teruzzi; in Taranto Dr. Marghinotti; in Trieste Comm. Melchiori; in Caserta the Hon. Blanc. The Secretary General of the Party will attend the rally in Milan. All the other members of the Government and of the Directorate will take part in the great demonstration in Rome.

In all the other provinces the federal secretaries will convene all the forces of the province — political, military, syndical, economic and youth — and, after reviewing them, will read the Duce's message, which will be communicated confidentially at the start of the ceremony. Each federal secretary, without indulging in rhetorical outbursts, will illustrate the works accomplished by Fascism in the province on the fourth anniversary of the Revolution and will set out the lines of action to be pursued in the new year.

The Militia rally in Bologna

Each provincial leader will give the necessary instructions and make the appropriate arrangements so that the representatives of the families of the war dead and the Fascist dead, of the decorated, the volunteers, the disabled and the ex-servicemen have in the processions and ceremonies [?]

The statute and the forces of the Party
The same Foglio d'Ordini publishes, on the occasion of the fourth anniversary of the March on Rome, a review of the forces of the Party, from which emerge: Fasci [?] with 937,967 members; 1,185 women's Fasci with 53,391 members; Avanguardista sections [?] with 211,189 members; Balilla groups and Piccole Italiane, 4,058 sections, 269,1[?] members.

The Foglio d'Ordini also carries, under the title «The Party statute»: «All the papers that represent the [?] and the spirit of Fascism have welcomed the Party statute with unanimous enthusiasm. Leaders and rank and file have felt that the new rules annul for ever the possibility of squabbling over political and electoral rivalry within the Party. The application of the statute, with its transformations, will take place gradually, province by province, according to the executive instructions to be given by the Secretary General. From now on every leader must demonstrate the spirit and the form of the statute, above all as regards admission to and membership of the Fascio and the energetic revision of all members, proceeding with the due severe [?] to the elimination of all those who have [?] shown understanding of the [?] and of Fascist discipline. Every provincial leader must communicate monthly the list of names of those who are expelled. The National Directorate reserves the right to publish it in the Foglio d'Ordini.»

Revocation of measures against deputies
The Foglio d'Ordini also publishes: «The Secretary General of the Party, having examined the position of some deputies, has resolved: 1) the Hon. Grancelli and Dr. Giuseppe Moretti, suspended from all political activity, are readmitted to their [?] of the Party. 2) the Hon. Damiano Lipani, [suspended] from all political activity following [?] the sentence of the Court of Caltanissetta, is definitively expelled [?]»

Under the title «The work of the women's Fasci» the Foglio d'Ordini writes: «The women's Fasci, which cooperate in the work of national reconstruction through propaganda and welfare, have created a vast network of welfare works, which we summarise here: 300 courses for fascist family [?], which operate throughout Italy; 67 seaside colonies and 40 summer mountain colonies, which have hosted 60 thousand children of the most disadvantaged classes. The Austrian Cabinet Resigns

[Sa]turday 16 October 1926. Telephones: Management, Administration […]

The Austrian Cabinet resigns
Mgr. Seipel will form the new Cabinet
VIENNA, 15. The Ramek Cabinet this afternoon presented the resignation of the entire Cabinet. This sudden decision was taken as a result of the attitude of the state employees, who declared the government's latest concessions insufficient and presented a new «ultimatum» expiring tomorrow at noon, with the threat of a strike. The recent scandal of the Central Bank also contributed to provoking the crisis.

It is expected that the National Assembly, convened for Tuesday, will entrust Mgr. Seipel with forming the new Cabinet. Mgr. Seipel, in all probability, will keep, of the present Christian Social ministers, only the Minister of War, Vaugoin, and the Minister of Agriculture, Thaler. Leaving the Ministry will be the Minister of Education, Rintelen, the Minister for Social Welfare, Dr. Resch, and the Minister of Finance, Kolmann, the last of whom will be replaced by the Christian Social Kienboeck, who already headed this Ministry in the past. The Minister of Transport, the Pan-German Schuerff, will also withdraw and will be replaced by his group colleague Hampel.

Following the resignation of the Government, the state employees will not begin the strike, but will wait for the formation of the new Government to present to it their [?] […]

The Improvement of the Franc

[…] this has not led to any tangible result. […]

A new Government in Danzig
BERLIN, 15. The newspapers report that negotiations are continuing on the formation of a new Government in Danzig on a purely bourgeois basis. The composition of the new Government is expected to be completed at the beginning of next week. The only difficulty still to be overcome is the question of whether the new Government should be granted by law full freedom of action regarding the implementation of the financial reform, or whether the Government should in future also act in collaboration with Parliament. The passing of a law conferring full powers on the Government for a limited period, exclusively in financial matters, is considered likely. It is affirmed that the new Government will, like the previous one, have conciliatory intentions, although the Polish press is already trying to stir up suspicion about the future Cabinet.

The improvement of the franc due to the reconstitution of the Morgan fund
PARIS, 15. Even before replying in words to the questions and criticisms that have been addressed to him from many quarters in recent days about the course he has followed in this or that particular field of the political situation, Poincaré has offered public opinion the surest element for judging the merit of his efforts. The news that the 90 million dollars of the Morgan fund have been reconstituted, without the increase in circulation recorded in recent weeks having been maintained, has at a stroke taken away much of the force of the criticisms made against the Government. The sense of precariousness that until now hung over the exchange market and was painfully reflected in national life has, if not disappeared altogether, been greatly lessened, since the mere presence of this means of defence seems apt to clear out speculation and to curb overly abrupt swings of the currency.

Undoubtedly the success of the government's programme of recovery is still far from assured, and Poincaré himself, by giving up for now fixing the level of the franc definitively, as they wish to do in Belgium, shows that he is aware of the difficulties that remain to be overcome. The real test of his financial policy will come — according to what the experts say — at the beginning of next February, when the Treasury will have to meet a maturity of three billion of internal debt. In those circumstances it will be seen, from the proportion in which the national defence bonds are renewed, to what extent the Cabinet of union has succeeded in restoring the credit of the State. But even now, as has been said, the general impression is excellent, also because the consolidation of French finances seems progressively to devalue those plans for recourse to German or American aid which, for various reasons, aroused serious and widespread mistrust in a good part of the country. On the other hand, the possibility envisaged by the Thoiry agreement of marketing part of the German railway bonds on the American market had been shown to be very problematic, even before the French Government's soundings in Washington, by the indiscretions arriving from America […]

Context

Augusto Turati and the purge in the 1926 party statute

The unnamed 'Secretary General of the Party' who rules on deputies and will issue the statute's implementing instructions was Augusto Turati, who held the post from 1926 to 1930 and, according to his biography, helped consolidate Mussolini's rule. The orders printed on this page show what that consolidation meant inside the party. They present the new statute as ending for ever the quarrels of political and electoral rivalry within the party. They also order an 'energetic revision' of all members and require monthly lists of the expelled to be sent to Rome, where they could be published in the Foglio d'Ordini. The same orders show the secretary's personal discretion, readmitting two suspended deputies and expelling Damiano Lipani after a court ruling. The totals of 9,472 fasci and 937,967 members come from the party's own anniversary review, and the page offers no outside check of them. The party displayed these figures in the same issue in which it announced that unreliable members would be struck from its rolls.

Why the women's Fasci report stressed welfare work

The women's Fasci report lists courses and children's colonies, in keeping with a party leadership that confined women's role to welfare. In May 1926, when members of the Fasci Femminili asked to be allowed to wear the black shirt, Turati answered that the black shirt was the virile symbol of the revolution and had nothing to do with the welfare tasks Fascism had given women. The report printed here follows that framework closely. It gives the strength of the women's organisation, 1,185 Fasci with 53,391 members, and lists 300 courses, 67 seaside colonies and 40 summer mountain colonies said to have hosted 60,000 poor children. It also counts propaganda abroad, carried out with leaflets about Italy's good conditions, as part of the women's work. The report thus presents women as agents of welfare and propaganda for the regime.

Why Ramek's cabinet resigned in October 1926

The Vienna dispatch names the civil servants' strike ultimatum as the main cause of the resignation and the 'Central Bank' scandal as a contributing one. Franz Schausberger's biography of Ramek, as summarised by the University of Innsbruck, confirms the pressure from the civil service and explains why the government could not simply give way. The officials demanded pay rises that were incompatible with Austria's League of Nations agreements, and this civil servants' strike finally led to Ramek's resignation. That left the cabinet little room to meet the ultimatum the paper describes. The same account also says that his government ultimately fell over the school conflict of 1926, so several disputes were converging that autumn. The English-language encyclopaedia entry links the resignation instead to a crisis around the state-owned Österreichische Postsparkasse, the postal savings bank, and dates it to 20 October 1926, while the paper reports the resignations as presented on the 15th. The paper's 'Central Bank' and the Postsparkasse are named differently, and these sources alone cannot establish how the two relate.

Why Seipel was expected to return

Seipel had remained leader of the Christian Social Party throughout Ramek's chancellorship. The Innsbruck account notes that while Ramek was chancellor until October 1926, Seipel stayed in the background as party chairman. The Austria-Forum biography records that when Ramek's government fell in 1926 as a result of a financial scandal, Seipel became chancellor again, and that matches the paper's mention of a bank scandal. In his second tenure Seipel joined the Christian Socials, the Landbund and the Greater Germans in the Bürgerblock as an anti-Marxist front. The dispatch's forecast that the Pan-German transport minister Schuerff would be replaced by his group colleague Hampel shows the expectation that the Greater German partner would stay in the coalition. The individual forecasts about which ministers would stay or go are the correspondent's own predictions.

What Thoiry promised for the franc in 1926

On 17 September 1926 the French and German foreign ministers, Aristide Briand and Gustav Stresemann, met in the French village of Thoiry. According to a Weimar Republic chronology, Stresemann pledged material support to stabilise the franc, and Briand agreed in return to an early return of the Saar Basin to Germany and other concessions. The same chronology notes that the scope of the Thoiry resolutions was soon reduced because of objections from both governments. The Paris dispatch records that retreat from the French side. It treats the rebuilt 90-million-dollar Morgan fund as making plans for German or American aid less valuable, and it reports that the idea of selling German railway bonds on the American market had already proved very problematic. The size of the Morgan fund and the three-billion maturity due the following February are the correspondent's reporting and are not independently confirmed here.
