Among the reports on this Buenos Aires page were three wire dispatches. An Associated Press dispatch from the pan-European congress reported a speaker's claim that a United States of Europe would strengthen the League of Nations and might even bring the United States of America into it. The same report quoted former German chancellor Wirth on Franco-German understanding and Europe's "sacred mission" to rescue civilization. From Santiago, Agencia Austral reported that Chile's newspapers were hailing, with praise and fraternal words, the Argentine and Uruguayan delegations heading to the South American Championship. Representatives of the Chilean federation were to meet them at Puente del Inca and then at Los Andes. A third item previewed Mussolini's visit to Perugia to open the new University for Foreigners. There he was to lecture on ancient Rome's rise as a sea power and then speak to Umbria's Fascists.

The Establishment of the United States of Europe Would Not Be Incompatible with the League

…speech, declaring that the establishment of the United States of Europe was not only compatible with the League of Nations, but would give greater impetus to the work of the international organization by making possible the entry of the United States of North America. The former German chancellor, Dr. Wirth, also spoke. He referred to the Franco-German "entente" and said that Germany sought security for France and freedom for herself, and that all men of good will in Europe were called to fulfill a sacred mission: to serve as priests in the temple of humanity, in order to save civilization, which is marching toward chaos [?], [?]

MUSSOLINI WILL GO TO PERUGIA TOMORROW

[?] (Associated Press) PERUGIA, 4. — Mussolini will arrive here next Tuesday to preside over the inaugural ceremony of the new University for Foreigners, during which he will deliver a lecture on "Ancient Rome on the Sea," evoking the history of Rome's domination of the Italian peninsula and then its expansion, which forced it to seek the seas, where it found itself facing four naval powers ready for battle: Marseille, Etruria, Syracuse and Carthage. An imposing reception is being prepared in Mussolini's honor; after delivering the lecture we have described, he will speak at the Town Hall before the Fascists of Umbria. Context

Where the "United States of Europe" idea came from

The congress in this report belonged to the Pan-European movement. That movement grew out of Richard von Coudenhove-Kalergi's 1923 manifesto Paneuropa, which argued for a unified European state, and Coudenhove-Kalergi was elected the movement's first international president in 1926. The dispatch shows supporters taking on an obvious objection: that a European federation would compete with the League of Nations. The speaker whose remarks open the excerpt argued the opposite, saying Europe's union would strengthen the League and could even bring in the United States. Wirth's words about Germany seeking "security for France and freedom for herself" fit the same effort to link European unity with ending Franco-German hostility. That link was later made at the highest level: in September 1929, French prime minister Aristide Briand, a follower of the movement, gave a speech to the League of Nations in Geneva calling for a federal Europe.

The 1926 South American Championship the teams were traveling to

The Argentine and Uruguayan delegations were headed for the tenth South American Championship, the tournament now known as the Copa América. Chile hosted it from 12 October to 3 November 1926, and every match was played at the Estadio Sport de Ñuñoa in Santiago. Brazil withdrew before the start, so only five of the six CONMEBOL members took part. Argentina arrived as defending champion, and Uruguay was the most successful side in the competition's history. Uruguay went on to win the title for the sixth time by beating Paraguay 6–1 in its final match. The report itself covers only the welcome awaiting the visitors: the Chilean press greeting them with praise and a fraternal tone, and the Chilean federation's plan to receive them at Puente del Inca and then at Los Andes.

The new University for Foreigners in Perugia

The "new University for Foreigners" in the dispatch is the Università per Stranieri di Perugia. It was established by royal decree in 1925 and is oriented toward teaching Italian language and culture to foreign students. So when Mussolini's inauguration was announced in October 1926, the institution was barely a year old. According to the paper, Mussolini planned to use the occasion for a lecture on "Ancient Rome on the Sea": Rome's conquest of the peninsula and its later clash with Marseille, Etruria, Syracuse and Carthage. He was then to speak to the Fascists of Umbria. The preview thus shows a school created to present Italian culture to foreigners being opened with a lecture on Rome's expansion by sea, followed by a Fascist rally; as an advance notice, it describes what was planned rather than what was said.
