This page of Crítica carried an Associated Press interview from Berlin in which Alexandra Kollontai, travelling to her new post in Mexico, described modern diplomacy as essentially commercial work, promised to avoid propaganda and interference in Mexican affairs, left Mexico's religious dispute to Mexicans, and called U.S. recognition of Russia outside her duties. Agency wires reported Egypt's cotton-price crisis and the plight of small growers, a conciliatory telegram from Vicente Rossi after a clash with Spain's delegate at a history congress in Asunción, and a deal among North American railways to carry Queen Marie of Romania across the continent for about five dollars. The 'Hoy' column took up Bank of France governor Émile Moreau's drive to stop gold leaving France.

The Modern Diplomat Has No Mission Other Than a Purely Commercial One
So said Alexandra Kollontay in Berlin, adding that diplomacy has nothing to do with the intrigues and society gossip that characterized the old diplomacy.
ALEXANDRA KOLLONTAY DRESSES IN THE LATEST FASHION
(Associated Press) BERLIN, 18. – Madame Alexandra Kollontay, the only woman diplomat holding the functions of Minister Plenipotentiary, was interviewed as she passed through this city on her way to Mexico and declared: “I hope to show that modern diplomatic work is solely commercial in nature, and that it has nothing to do with the intrigues and society gossip that characterized diplomacy before the World War. I will take special care to avoid all propaganda and to avoid meddling in the internal affairs of the country to which I am accredited.
“The great task awaiting me is to increase and improve commercial relations between Russia and Mexico, but I also hope to foster friendly relations with other American states.”
Asked about the religious controversy in Mexico, Madame Kollontay replied that it was a matter the Mexicans had to settle for themselves.
When asked whether, after negotiating a commercial treaty with Mexico, she would not feel tempted to take up the question of Russia’s recognition by the United States, Mme. Kollontay replied: “It would be the proudest moment of my life, but that is not my function; my task lies in Mexico.”
In a discussion of the experience a diplomat needed, Mme. Kollontay declared that post-war diplomacy was based more and more on economics and that “unless a modern diplomat is a good economist, he cannot represent his country effectively.”

or a woollen stocking. Monsieur Moreau, the new governor of the Bank of France, has now said that the stability of the franc should be sought not in the so-called subscriptions to raise it, but in recovering this physical gold which at present, despite all the prohibitive laws, finds a way to leave France and go to enrich the gold reserves of the Bank of England or of the Reichsbank in Berlin, to the detriment of the French bank. The French Chamber has just voted, at Moreau’s suggestion, new penal laws for gold traffickers.

Context
Kollontai's road from party opposition to the Mexico legation
Kollontai came to diplomacy after losing an inner-party battle. In 1920 she sided with the left-wing Workers' Opposition, was defeated and sidelined, and narrowly avoided expulsion from the party; from 1922 she was given posts abroad, serving in Norway, Mexico and Sweden. The Soviet government named her its envoy to Mexico in 1926. Crítica's wire calls her the only woman diplomat holding the functions of a minister plenipotentiary; her biography puts it more carefully, describing her as one of the first women appointed as a diplomatic representative of a modern state, while a survey of Mexican–Russian relations calls her the world's first female ambassador. In the Berlin interview she presents herself as a professional envoy absorbed in trade and economics, pledging to avoid propaganda and to leave Mexico's religious dispute to Mexicans, a notably restrained self-portrait for a veteran of the party's left opposition.
Mexico's place in Soviet diplomacy in 1926
Kollontai was heading to the first country in the Americas to have established relations with the Soviet Union: Mexico did so in August 1924. That gave her post significance beyond Mexico itself, which fits her stated hope of fostering friendly relations with other American states and the reporters' question about recognition by the United States, which she set aside as outside her duties. The relationship she proposed to build on trade proved short-lived. On 26 January 1930 the two countries severed diplomatic relations, citing "ideological differences", so her promise in this interview to avoid propaganda and interference addressed the same kind of political friction that later ended the tie.
How North American railways carried Queen Marie
The Chicago wire says the railway companies of the United States and Canada agreed to carry Queen Marie and her suite in special trains for a nominal dollar per company, so that her whole journey would cost about five dollars, though some companies refused and the plan had to be modified. Accounts of the tour show how such a multi-company arrangement worked in practice. The queen travelled on the Royal Roumanian, which included seven private cars donated by officials of various railway companies, and its general diner was changed every time the train switched railway companies. The five-dollar total and the refusals remain the paper's report. Her 50-day visit dominated newspaper headlines, but it was cut short by continuing reports of King Ferdinand's ill health, and the queen and her children left the United States on 29 November 1926.
Émile Moreau and the struggle over French gold
Émile Moreau, whom the 'Hoy' column calls the new governor of the Bank of France, held that post from 1926 to 1930. In 1926 he led the bank's efforts to stabilize the Poincaré franc and was an avid supporter of de facto devaluation, and he advocated accumulating gold reserves in the years before the Great Depression. He also sought to make the Banque de France an international leader in monetary policy comparable to the Bank of England and the Reichsbank, the same two institutions the column names as the beneficiaries of gold slipping out of France. The column's statement that the Chamber voted new penal laws against gold traffickers at his suggestion is the paper's report; its picture of a governor intent on recovering physical gold matches Moreau's documented emphasis on gold reserves.
